DETERRENCE AND STRIKE DIVISION (HQ AFSPC/DRM)

1.0 DESCRIPTION OF SERVICES: Headquarters Air Force Space Command (HQ AFSPC), Directorate of Requirements (DR), Deterrence and Strike Division (DRM) requires non-personal technical, system analysis, programmatic, and analytical support.

1.1.2 MISSION: HQ AFSPC/DRM is the focal point for the definition, development, and advocacy of future space force mission needs to meet Air Force, USSTRATCOM, DoD and national objectives. Provides Command Leads to manage user involvement in the requirements generation and acquisition processes for future space force applications concepts addressing missile defense. Monitors Air Force Materiel Command (AFMC), Combatant Commanders Command and Control Systems Group (CC2SG) [formally Electronic Systems Center (ESC)], and Missile Defense Agency (MDA) research and development efforts for ballistic missile systems and components and technology development efforts associated with future space force applications. Actively participates in acquisition planning for development of future Ballistic Missile Defense (BMD) systems. Assesses the impact of the future threat, technology, funding, and current arms control treaties on the acquisition processes and warfighters needs.
1.2 OVERVIEW OF SERVICES REQUIRED: HQ Air Force Space Command (HQ AFSPC), Deterrence and Strike Division (DRM) requires technical, system analysis, programmatic and analytical support. This includes pre-systems acquisition planning, analyses, trade studies, problem resolution and associated systems engineering support tasks necessary to potentially develop, produce, deploy, operate, maintain security, and test and evaluate BMD system elements and components.
1.2.1 HQ AFSPC/DRM requires the contractor provide a broad range of technical assistance, acquisition planning, quick response research, special studies and software development support to help the customer fully use the latest improvements in information technology. Furthermore, this task order shall include weapon system test and decision analysis, resource allocation analysis and development, and technical information systems. The contractor shall coordinate with other Air Force and Government agencies, Services (i.e., Army and Navy) and Joint offices.
1.2.2 Applications HQ AFSPC is tasked to develop, update, document, and staff military requirements and capabilities for AFSPC systems that will support the Missile Defense mission. These include:
· Upgraded Early Warning Radars (UEWR);
· Space-Based Infrared System (SBIRS);
· Command, Control Battle Management and Communications (C2BMC);
· Mission interoperability/integration including communications systems;
· Support for Cheyenne Mountain Air Force Station (CMAFS);
· Support for Vandenberg Air Force Base (VAFB).
1.3 SPECIFIC REQUIREMENTS: The contractor shall provide HQ AFSPC/DRM programmatic support and engineering analyses. The contractor shall provide assistance to develop operating concepts for future BMD systems. The contractor shall provide support for short-notice taskings. They shall conduct research to support development of AFSPC/DRM inputs to other MAJCOMs, AF, Joint and National agencies. The contractor shall provide support for evaluation of automated modeling and simulation tools. The contractor shall provide support to analyze future AFSPC missions and future plans to support development of future operations requirements, test plans, analyses, reports and concepts for future systems. The contractor shall coordinate with other Air Force and Government agencies, Services (i.e., Army and Navy) and Joint offices.
1.3.1 REQUIREMENT 1: PROJECT KICKOFF AND TRANSITION
The contractor shall participate in a post-award project kickoff meeting within 15 workdays of Task Order award. The Government will schedule the kickoff meeting and all Contractor Key Personnel shall attend. Prepare, for Government, an agenda (CDRL 0004) for the kickoff meeting that includes, as a minimum, an overview of project tasks, transition issues, security requirements, and other logistics issues. Provide meeting minutes and action items (CDRL 0009a) resulting from the kickoff meeting. This requirement comprises approximately 1% of total task effort.

1.3.2 REQUIREMENT 2: Life-Cycle Engineering And Technical Assistance The contractor shall provide life-cycle engineering and technical support for BMD programs, projects and initiatives and their major components. Major BMD initiatives currently in work are the Ground-Based Missile Defense (GMD) (to include UEWR), Space Base Infrared Systems (SBIRS), Vandenberg AFB, and the Command and Control Battle Management and Communications (C2BMC) System programs.
Subtask 1: Acquisition and Risk Mitigation Support. Contractor shall provide engineering and technical assistance support to develop and implement acquisition strategies for BMD programs, projects, and initiatives, and to reduce the risk of successfully developing, fielding, testing, and sustaining on-going BMD programs, projects, and initiatives. 20% of requirement 2.
Subtask 2: Training Support. Contractor shall provide system engineering and technical assistance support to define, develop, implement and sustain the full spectrum of training required for BMD programs, projects, and initiatives as applicable to AFSPC assets and responsibilities. 15% of requirement 2.
Subtask 3: Security Analysis and Implementation Support. Contractor shall provide engineering and technical assistance support to define, develop, implement and sustain capabilities to safeguard sensitive unclassified and classified information required by BMD programs, projects, and initiatives. Contractor shall support system accreditation, certification, system security, development of applicable documentation (i.e., plans), and support testing. 15% of Requirement 2.
Subtask 4: Testing & Evaluation, Exercise, and Wargaming Support. Contrator shall provide management, planning, and engineering and technical assistance support to define, develop, implement and sustain methodologies and capabilities to effectively test BMD programs, projects, and initiatives, to ensure they meet warfighter requirements; ensure delivered systems can effectively conduct and support integrated and stand-alone exercises and wargames; assist in the development of testing and exercise/wargaming. 20% of Requirement 2.
Subtask 5: Logistics Support. Contractor shall provide technical support to the logistics community in developing cost and operationally effective sustainment strategies, concepts, plans, and procedures. 15% of Requirement 2.
Subtask 6: Site Activation Support. Contractor shall provide management, planning, and engineering and technical assistance support to define, develop, and implement methodologies and capabilities to effectively stand-up new operational facilities and/or transition existing command, operations and support centers from legacy to new BMD programs, projects, and initiatives (CDRL 0008a and 0036a). 15% of Requirement 2.
This requirement comprises approximately 65% of total task effort.

1.3.3 REQUIREMENT 3: PROGRAM AND PROJECT MANAGEMENT SUPPORT
Program and Project Management Support includes the program management tasks required to provide on-going support to the customer throughout the Task Order period of performance.
Subtask 1: Develop and operate a Technical Information Center (TIC) and databases containing relevant program documentation material up to and including Secret information to incorporate into existing and future AFSPC/DRMD programs, projects and initiatives. (CDRL 0035) 50% of Requirement 3.
Subtask 2: Provide and maintain access to applicable closed Contractor data management networks), Government classified Secret Internet Protocol Router Network (SIPRNET), and Non-secure Internet Protocol Router Network (NIPRNET), and unclassified electronic networks to incorporate into existing and future AFSPC/DRMD programs, projects and initiatives. The Contractor will not be required to have SIPRNET and NIPRNET terminals at the contractor facilites. 35% of Requirement 3.
Subtask 3: Provide budget support to the Command Lead to advocate for funding. Support includes attending budget meetings, preparing briefings (CDRL 0008b), preparing advocacy products, identifying task, monitoring funds, etc. to incorporate into existing and future AFSPC/DRMD programs, projects and initiatives. 15% of requirement 3.

1.3.4 REQUIREMENT 4: PROGRAMMATIC SUPPORT, ENGINEERING ANALYSIS, AND LIAISON
1.3.3.1 The contractor shall provide programmatic support to include products to optimize decision making during planning, programming, budgeting, and execution system (PPBES) exercises. The contractor shall use current PPBES software tools [Resource Allocation and Programming Information Decision System (RAPIDS), Automated Budget Interactive Data Environment System (ABIDES), Windows Based Budget Automated System (WINBAS), Automated Business Services System (ABSS), etc.] and adapt to future PPBES software tools. The contractor shall assist in funds tracking and other required documentation to make PPBES inputs to Department of Defense (DoD) and Congressional processes (CDRL 0008c).
This requirement comprises approximately 7% of total task effort.

REQUIREMENT 5: OPERATIONAL REQUIREMENTS DEVELOPMENT, TESTING AND ANALYSIS
The contractor shall provide technical analyses and assist in analyses and decision support for assigned missions. The contractor shall analyze present and future AFSPC missions and plans to support development of operations requirements, test plans, analyses, reports, and concepts for current and future system applications. The contractor shall assist in the preparation, review, and comment on Memoranda of Agreement (MOAs) and Memoranda of Understanding (MOUs), Concepts of Operations (CONOPS), Initial Capability Documents (ICDs), Capability Development Documents (CDDs) and Capability Production Documents (CPDs), and other requirements process documents related to HQ AFSPC/DRM missions. The contractor shall develop and support briefings to other MAJCOMs, AF, joint, and national agencies. (CDRL 0008d and 0036b)

1.3.6 REQUIREMENT 6: HORIZONTAL AND VERTICAL CAPABILITY INTEGRATION SUPPORT
The contractor shall support AFSPC in horizontally and vertically integrating AFSPC-provided BMD capabilities. Support the integration of the Upgraded Early Warning Radars (UEWR), Command and Control Battle Management and Communications (C2BMC), and future systems with the Integrated Tactical Warning and Attack Assessment (ITW/AA) systems and missions.
This requirement comprises approximately 4% of total task effort.
1.3.7 REQUIREMENT 7: Quick Reaction Research and Support
The contractor shall provide quick reaction technical and analytical support to conventional systems programs and the programmatic processes associated with these programs. The contractor shall conduct research on specific issues to assist in the development of AFSPC acquisition inputs to other MAJCOM, AF, Joint and National agencies.
This requirement comprises approximately 3% of total task effort.
1.3.8 REQUIREMENT 8: Administrative Support
The contractor shall provide administrative support to the Deterrence and Strike Division. The contractor shall be knowledgeable in E-Staffing and act as the Division workflow manager. The contractor shall assist in building and scheduling presentations (both classified and unclassified). The contractor shall assist in analyzing budgetary relationships and developing approaches to accommodate actions under conditions of short and rapid changing programs and budgetary deadlines. The contractor shall be the Organizational Defense Travel Administrator (ODTA) and will be responsible for the administration of the Defense Travel System (DTS). The ODTA shall:
- Prepare reports on funding status (monthly).
- Maintain traveler profile information (mailing addresses, phone numbers, security clearances, government credit card numbers, banking information).
- Add/detach and delete employees in the DTS database.
- Initiate and maintain appointment and acknowledgement letters for officials.
- Establish the organization routing structure for approving and certifying officials.
- Take actions to deobligate charges on to various lines of accounting.
- Report problems to the DTS Help Desk and follow up on fixes.
- Oversee organizational and financial budget modules.
- Prepare and perform follow-up actions to clear vouchers in the system.
- Remain current on all DTS changes and distribute information throughout the organization.
- Load and monitor Lines of Accounting (LOAs).
This requirement comprises approximately 5% of total task effort.

GOVERNMENT FURNISHED PROPERTY AND RESOURCES
3.1 GOVERNMENT FURNISHED PROPERTY: None 3.2
GOVERNMENT FURNISHED RESOURCES:
3.2.1 FACILITIES, SUPPLIES, AND SERVICES.
Work will be performed in Contractor Facilities and AFSPC/DRM will furnish up to six workspaces in the Hartinger building on Peterson AFB, desk space, chair, computer connected to 21 NET, Secret Internet Protocol Router network (SIPERNET) access, use of telephones, copier and fax machines.
3.2.2 INFORMATION SOURCES. AFSPC/DRM personnel will be available for technical exchanges with the Contractor and will provide technical input, answer questions, review and accept completed work, and provide feedback regarding Contractor efforts. The Quality Assurance Evaluator is the primary source of technical guidance for this SOW.
3.2.3 DOCUMENTATION. The Contractor will be provided access to relevant studies, briefings, long range planning, mission area plans, requirements, acquisition, and budget documents. All materials will remain the property of the Government and will be returned upon request or at the end of the task order period of performance. Additionally, the Government has unlimited rights to all products delivered under this SOW. The Government shall retain custody and shall have exclusive control in the distribution of all deliverables.
4.0
GENERAL INFORMATION
4.1 SECURITY. Provisions outlined in the basic DD 254 apply to this task order.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings on Peterson AFB and other sites consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with Basic Award DD-254.
