3 November 2006 1.0 DESCRIPTION OF SERVICES: This contract is for non-personal services to support AFSPC/A5NN operational requirements, analyses, planning, programming and budgeting activities for operationally responsive space-based positioning, navigation, and timing (PNT), which encompasses both operational capabilities for the Department of Defense (DoD; all four Services) as well as civil applications for the Departments of Transportation (DoT), State (DoS), and Commerce (DoC), including their sub-agencies such as the Federal Aviation Administration (FAA), National Oceanic and Atmospheric Administration (NOAA), National Aeronautics and Space Administration (NASA), and National Institute of Standards and Technology (NIST). As the primary focal point for the DoD and DoT, HQ AFSPC is charged to develop operational requirements, resultant operational architectures, and concepts of operation for the Global Positioning System (GPS) as "the premier worldwide space-based positioning/navigation/timing (PNT) system" per Presidential Decision Directive/National Security Policy Directive-39. Thus, this task supports the development of military operational and civil requirements through a structured Interagency Requirements Plan (IRP) process, analyses of competing accuracy and timing needs (both signals and security architectures), evaluates and recommends counters to validated global/regional threats including the worldwide noise floor, and support submission of the annual Program Objective Memorandum (POM).
1.1 ORGANIZATION BEING SUPPORTED: HQ AFSPC/A5NN

1.1.1 MISSION: The space-based PNT operational requirements which HQ AFSPC/A5NN develops; documents and staffs to support DoD, civil and national users are directly responsible for the fielding of the Global Positioning System (GPS). As used here, GPS includes the satellite constellation, the ground control system, and user equipment along with any augmentations or other operational architectures to provide this PNT service to a military or civil consumer. This operational requirements development process includes secondary payloads. Additionally, A5NN manages the programmatic, cost, and schedule issues associated with GPS in order to equip the appropriate warfighter and civil communities with the data/information provided by these operationally responsive space systems. This entails active involvement with the applicable operational commands; acquisition and fielding activities of Space and Missile Center at Los Angeles AFB CA, as well as various higher headquarter (HI-IQ) organizations in and around Washington D.C.
1.2 OVERVIEW OF SERVICES REQUIRED: The Contractor shall conduct technical analyses and operational architectures to identify the operational capabilities for fielding the next generation of GPS (i.e., GPS-III) which shall provide enhanced anti-jam capability, improved accuracy and timing, system integrity and net-centric interoperability. Furthermore, the ongoing fielding of GPS Block II Modernization (i.e., GPS-IIR, IIR-M, and HE) requires the same type of support. The Contractor shall demonstrate extensive working knowledge of not only the GPS satellite vehicles, but also the Operational Control Segment (OCS) and Modernized User Equipment (MUE).
The OCS includes the Architecture Evolution Program (AEP) as well as Launch Anomaly and Disposal Operations (LADO), while MUE addresses the utilization of both spectrally separate Military-code (M-Code), the Selective Availability and Anti-Spoofing Module (SAASM) utilizing P(Y) code, and Coarse Acquisition code (C/A code). Protection of Navigation (PRONAV) is also part of the MUE task along with advisory actions to the four military services for antenna electronics (AE) and PNT post-processing.
The GPS contribution to DoD's Navigation Warfare (NAVWAR) goals must remain synchronized in order to deploy a robust, complementary operational NAVWAR architecture. The benefits of a defined GPS Operational Architecture (OA), to be developed by the contractor, will support NAVWAR tenets as various other terrestrial and airborne programs are fielded in the coming decades.
The evolution of various threats require constant evaluation to ensure future GPS signals, services and augmentations have the robust ability to operate-through a noise/jammed environment. Threat activity includes both analytical actions as well as monitoring the conduct of various tests in both the developmental and operational realms.
While GPS is an unclassified service to many users, the large majority of the above activity is often conducted in an officially controlled or classified environment. Classified actions are not only at the collateral level but also include Sensitive Compartmented Information (SCI) material and Special Access Program (SAP)/Special Access Required (SAR) items.
Other nations have recognized the critical role played by space-based PNT to not only their military forces but also the inherent transformational ability it provides their civil infrastructure such as banks, safety-of-life systems, cell phone networks, personnel tracking, and surveying. As a result, competing systems such as the European Union/European Space Agency's Galileo program, the Russian GLONASS, China's BEIDOU system, and Japan's QZSS must be constantly assessed to ensure GPS remains the world standard as directed by National Security Policy Directive (NSPD) signed by the President.
1.3 SPECIFIC REQUIREMENTS: For the top-level areas identified in Paragraph 1.2 above, a myriad of sub-tasks under each one requires constant attention and evaluation in order for AFSPC/A5NN to fulfill its mission. In addition to a working knowledge of these various areas, the following core requirements represent the critical capability and/or process which shall be provided for operational and technical analyses activities.
1.3.1 REQUIREMENT 1: The Contractor shall prepare operational requirements documentation, comment resolution, and (ultimately) validated GPS operational requirements using established methodology and guidelines contained in DoD, Joint Chiefs of Staff, and AF instructions for the areas identified in Paragraph 1.2 above.
a. The Contractor shall provide analyses of Operational Requirements Documents, Concept of Operations (CONOPS), senior leadership intent, Service and Joint requirements council memos, and/or previous studies to develop key performance parameters.
b. The Contractor shall assist in establishing working groups and processes which lead to validation of GPS operational requirement sets as directed by the various overarching instructions identified above.
c. The Contractor shall maintain a comment resolution process to address and resolve military and civil concerns generated during the requirements development process.
1.3.2 REQUIREMENT 2: Using the program acquisition methodology identified in the various DoD, Joint Chiefs of Staff; and AF instructions, the Contractor shall evaluate and advise AFSPC/A5NN on fielding progress to deliver operational warfighter capability and civil services. This shall include an operational perspective evaluation of acquisition strategy, program schedules, funding profiles and integrated system synchronization for the various satellite versions, ground control segment upgrades, and user equipment fielding. The Contractor shall participate in configuration control processes, test and evaluation planning, and specification development for the areas identified in Paragraph 1.2 above.
1.3.3 REQUIREMENT 3: Contractor shall analyze, develop, and document a draft Operational Architecture (OA) for the various GPS satellite versions, ground control segment upgrades, and user equipment fielding. Both Mission-level CONOPS as well as System CONOPS shall form the basis for the OA.
1.3.4 REQUIREMENT 4: Contractor shall evaluate emerging threats to space-based PNT and its augmentations to determine appropriate inputs for the requirements development process. This shall include both analytical studies as well as monitoring developmental and operational tests conducted by various DOD/Joint/Service organizations.
1.3.5 REQUIREMENT 5: Contractor shall evaluate the DoD NAVWAR planning and programming activities identified by HHQ and warfighter organizations to ensure space-based PNT fielding is mutually supportive or complementary to these operational programs. This shall include the utility/effectiveness and cost benefit of various alternatives as well as the operational concepts/controls required for capability fielding.
1.3.6 REQUIREMENT 6: Contractor shall provide a monthly report of planned vs actual expenditures. Expected shortfalls and/or overruns will be identified at the earliest possible time. The Monthly Status Report shall contain a narrative description of the work accomplished during the previous month. The report shall contain a listing of any significant accomplishments and/or problems. In addition, the Monthly Status Report shall list the cumulative labor hour/category and associated funding remaining on the Task Order as well as the funds expended during the respective period of performance by labor hour/category. The Monthly status reports are due no later than the 15th day following the month of reporting. (CDRL — 0030A)
1.3.7 REQUIREMENT 7: Contractor shall provide a semi-annual program review for actions in-process under this contract. The Quality Assurance Evaluator (QAE) will identify topics, format, and dates a minimum of 14 days in advance. (CDRL-0030B)
2.0 SERVICE DELIVERY SUMMARY: Products delivered in electronic format shall be compatible with the standard desktop computer configuration at AFSPC, which is Microsoft Operating System and Application based. Delivery shall be both by CD-ROM and electronic mail.

3.0 GOVERNMENT FURNISHED PROPERTY: No government furnished property will be provided.
3.1 GOVERNMENT FURNISHED RESOURCES: The following documents will be made available during contract execution upon request to the QAE.

3,1.1 FACILITIES, SUPPLIES, AND SERVICES: The Contractor shall provide facilities, supplies, or other unique services for this task.
3.2 MATERIALS AND OTHER DIRECT COSTS (ODCs): The Contractor shall be authorized to purchase materials costing less than $500, with QAE approval An item exceeding this dollar threshold shall require approval from the Contracting Officer prior to purchase.
4.0
GENERAL INFORMATION.
4.1 SECURITY. Contractor shall, provide personnel with clearances commensurate with the basic award D0254, Department of Defense Contract Security Classification Specification. Required contractor personnel shall possess appropriate security clearances as of Task Order start date. Special Access Program billets are required. The Contractor shall not divulge any information about files, data, processing activities or functions, user IDs, passwords, or other knowledge that may be gained, to anyone who is not authorized to have access to such information. The Contractor/contract personnel shall abide by all agency rules, procedures, and standards of conduct. Contractor shall be responsible for ensuring identified personnel for this task are eligible for required security clearances such as Sensitive Compartmented Information (SCI), Special Access Program (SAP), and/or Critical Nuclear Weapons Design Information (CNWDI), if access to such information is required.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor shall be allowed non-escorted access to Government buildings on Peterson AFB consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic award DD254.
4.3 TRAVEL. Any travel required to fulfill the tasks in this SOW shall be performed with the prior approval of the QAE in accordance with Federal Acquisition Regulation (FAR) Part 31. The Contractor shall be responsible for making travel arrangements for their personnel, including air travel, car rental, lodging and subsistence.

Note: Travel expenses in excess of the FAR 31.205-46 established limits must be pre-approved by the Contracting Officer.
4.4 PLACE OF PERFORMANCE. Work will be performed primarily in contractor facilities.
4.5 PERIOD OF PERFORMANCE. The period of performance for this requirement shall be I base year and 4 option years.
4.6 HOURS OF WORK. The Contractor shall be available during normal duty hours of 0730-1630, Monday through Friday.
4.7 DATA RIGHTS. The Government will retain ownership of all drafts, supporting documentation, and products developed under this contract. The Government retains distribution authority for all products resulting from this effort. The Government also has unlimited rights to all data and deliverables developed under this contract. Material developed under this contract will not be utilized outside of this contract unless authorized by the QAE.
