STATEMENT OF WORK (SOW)
FOR
INTELLIGENCE, SURVEILLANCE AND RECONNAISSANCE (ISR)
SENSOR SCHEDULER ANALYSIS

1.0 INTRODUCTION.
1.1 Organization

1.2 Mission
Headquarters, Air Force Space Command (HQ AFSPC) Space Analysis Division (XPY) Force Enhancement Analysis Branch (XPYE) supports AFSPC with specific analysis in the area of intelligence, surveillance and reconnaissance (ISR). This includes analysis support for Command tasks involving the requirements definition, operational concepts development, and associated analysis of space-based ISR systems.
1.3 Task Objective
This Statement of Work (SOW) defines the services required by Air Force Space Command, Space Analysis Division, Force Enhancement Branch (AFSPC/XPYE) for analysis of various sensor scheduling algorithms for ISR. Tasks 1 through 5, described below, represent a broad range of activities for which AFSPC/XPYE requires technical support.
2.0 TASK DESCRIPTIONS. Contractor shall provide technical support to XPYE on the following tasks:
2.1 Task 1: ISR Sensor Scheduler Algorithm Support.
Contractor shall provide Space Based Radar (SBR) subject matter expertise to assist XPYE with analyses of sensor scheduling algorithms and other data-fusion algorithms for ISR. These algorithms are responsible for prioritizing, scheduling, and collecting data in response to ISR data requests from multiple users, such as the US Air Force, Army, Navy, National Geospatial-intelligence Agency (NGA) and the National Reconnaissance Organization (NRO). Contractor shall perform analysis on algorithms responsible for downloading, processing, fusing and disseminating ISR data to users. This support includes domain knowledge of how SBR should be designed to make optimal use of the Surface Moving Target Indicator (SMTI) and Synthetic Aperture Radar (SAR) capabilities, including cross-cueing issues. The contractor shall involve the use of ISR engineering models such as Simulation of the Location and Attack of Mobile Enemy Missiles (SLAMEM) and the C4ISR Space and Missile Operations Simulation (COSMOS/ISRSIM) Toolset. These models will be made available to the contractor.
2.2 Task 2: Operational ISR Software Support.
Contractor shall assist with systems engineering, software development, software upgrades, and system tests of operational software and software tools required for ISR service enhancements for existing space-based ISR systems. This software includes ISR data processing software for detecting, identifying and locating targets, as well as software for modeling ISR satellite constellations, satellite bus software, and on-board ISR sensor software.
2.3 Task 3: ISR Performance Model Verification and Validation
Contractor shall assist with the testing, verification, and validation of ISR Engineering Models, as long as they are not models developed by the Contractor awarded to support this analysis. The contractor shall analyze previous validation efforts and identify those features that have already had some measure of validation. For those items, basic regression testing shall be accomplished to insure no loss in capability. For all remaining items that were not previously validated, the Contractor shall assist XPYE with test plan development, execution, and documentation, including test analysis reports.
2.4 Task 4: Program Management Support.
Contractor shall assist XPYE in interfacing with the ISR operations and testing communities to include the SBR Joint Program Office (JPO), the Air Force Operational Test and Evaluation Center (AFOTEC), the National Geospatial-Intelligence Agency (NGA), AF Command, Control, Intelligence, Surveillance, and Reconnaissance Center (AFC2ISRC), and other agencies involved in ISR systems. This support shall include coordinating analysis resources and promoting communications between XPYE and these organizations. The Contractor shall provide additional analysis on software tools such as those outlined in 2.1 above. The Contractor shall identify opportunities for XPYE to suggest and develop technical requirements for new space-based ISR capabilities. Program management support will also include coordinating with various test agencies to help define real-world test data on the performance of space-based ISR sensors. The contractor shall interface with these organizations to assist XPYE in properly interpreting the data and to assist in the development of database dictionaries so that the data can be readily used for in-house modeling, simulation, and validation.
2.5 TASK 5: CAV Acquisition ISR Analyses.
Contractor shall:
1. Research the strengths and limitations associated with Common Aerospace Vehicles (CAVs), in the context of Space Force Applications, their pre-launch ISR requirements, and methods and algorithms for incorporating their characteristics into the Combat Forces Assessment Model (CFAM).
2. Develop optimization approaches and Designs of Experiments which will allow CFAM to create Measures of Outcome for CAV and to evaluate integrated technologies.
Government will provide required electronic database(s).

5.0 PLACE OF PERFORMANCE
All activities are to be performed at the Contractor’s facilities.
6.0 TRAVEL
6.1 Task-related Travel
The Contractor shall travel when specifically requested as determined by the Government to support this task. The government foresees two three-day trips each to Los Angeles AFB, Kirtland AFB, and the Pentagon, for a total of six trips.
Travel requirements consist of TDY travel and related costs for program management support, education and training, and liaison activities. The Government shall reimburse program-related costs in accordance with FAR Part 31.
7.0 Period of Performance
This Task Order will be one year from date of award.
8.0 Privacy and Security
8.1 Clearances
The contractor shall abide by all applicable government security rules and procedures. Contract efforts require access to and generation of classified information and access to controlled Government facilities up to and including TOP SECRET per Security Classification Specification, DD254, for this contract. The Government will provide all data required by the Contractor, up to and including TOP SECRET, for accomplishment of this task.
