ARENA TEST COMPLEX, TA C-80B/80C, TS C-80W
1.0 PURPOSE. The purpose of the arena test complex is to conduct static detonations of conventional munitions and collect data to characterize their effectiveness.
2.0 GENERAL.
2.1. The TA C-80 complex is primarily a static test facility for various ordnance items having high-explosive characteristics. It is located about 20 miles northeast of Eglin main base, reached via SRs 20 and 285 and RRs 200 and 201. It includes TS C-80W and TA C-80A, C- 80B and C-80C. TA C-80A is covered in appendix F6. The TA C-80 complex consists of three satellite test areas and a central support area at TS C-80W. Normally, missions can be safely conducted simultaneously at more than one satellite location without interference.
Instrumentation at TA C-80C and the Explosive Instrumentation Data System (EIDS) van are similarly configured. The EIDS van can be deployed anywhere a temporary instrumentation capability is required.
2.2. Electronic instrumentation is installed at TA C-80C and in the EIDS van to acquire and record fragment velocity, fragment dispersion, and pressure profile data. Fragments are recovered and weighed at TS C-80W to produce mass distribution data. Fragment sensor fabrication equipment and transducer calibration equipment are located at TS C-80W.
Normally, fragment data is obtained from event sensors placed on fiberboard bundles from which fragments are recovered. When total fragment recovery is required, the test item is detonated in an air cylinder under water in one of the steel tanks at TA C-80A (presently in Category “E” Reduced Maintenance).
2.3. Each test area includes a cleared space approximately 800 feet by 2000 feet, a control building, a vehicle shelter, an underground bunker, and a clay test pad (arena).
2.4. TA C-80B supports tests of ordnance from 0 to 500 pounds net explosive weight (NEW) on an arena 400 feet in diameter and 750 feet downrange from the control building (9469). TA C-80B also has one 40-foot by 60-foot storage building (9465), located 500 feet east of the control building. TA C-80C supports tests of ordnance from 0 to 3000 pounds NEW on an arena 500 feet in diameter and 1600 feet downrange from the control building (9474).
2.5. TS C-80W supports TAs C-80A, C-80B, C-80C, and the portable EIDS van. This van can be deployed within the complex or at other Eglin or off-station test ranges. TS C-80W has four buildings and a 325-foot by 95-foot secure vehicle storage compound. Two 40-foot by 60-foot buildings (9468 and 9480) provide storage for mission support materials. One 15-foot by 20-foot building (9569) houses equipment to fabricate fragment sensor screens and to clean recovered fragments. A 120-foot by 40-foot building (9461) houses a pressure transducer calibration facility, a fragment weighing system, and the TA C-80 complex administrative, engineering, and mission support communications activities.
3.0 CAPABILITIES.

3.1.3. EIDS van instrumentation, including:
1. VALTS Fragment Velocity Systems
2. 32-channel digitizing data acquisition system
3. Pressure data system including a data acquisition control unit, a data recorder, a multi-channel amplifier system, and miscellaneous transducers and cables
4. Radio remote controller for data instrumentation equipment
5. Timing receiver
6. Radio-remote firing system.
3.1.4. TS C-80W equipment and instrumentation, including:
1. Dry-blast cabinet, including a cabinet, a gun, a gun mount, and an abrasive reclaim system used for fragment cleaning
2. Flame-spray system, including flame spray guns, a spraying rack, an aluminum wire feeder reel and stand, oxygen and acetylene cylinders, gauges, regulators, and heads
3. Diesel-operated air compressor
4. Electrically operated air compressor
5. Fragment weighing system.
3.1.5. The Transducer Evaluation Facility (TEF) at TS C-80W, including:
1. Desktop computer
2. Printers
3. Pneumatic pressure calibration system
4. 10,000 g drop ball accelerometer calibrator
5. Miscellaneous pneumatic, electric, shock, and thermal calibration sources, standards, and PME components.
3.1.6. Reserved
3.1.7. Various mobile and fixed radios, including:
1. FM transceiver base stations
2. Hand-held radios.

3.2. The Contractor shall conduct Arena Test Complex missions IAW tasks and test directives.
3.3. The Contractor shall simultaneously support testing on all four sites (TA C-80B/C/W and the TA C80A total-fragment-recovery system), and support data acquisition with the EIDS Van, when required as part of the seven simultaneous operations as specified in PWS paragraph 1.7.
This does not include simultaneously conducting two 16 foot arena tests.
3.4 Reserved
3.5 The contractor shall maintain and operate the vehicles identified in Table F5-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
