| 1. The Staffing Estimate does not account for any personnel included in the Offeror's overhead rates. |
| 2. Overarching PWS requirements describe a requirement that exists for all manned PWS requirements. For the purposes of this Government Staffing Estimate, the manning required to meet these overarching PWS requirements are included as part of other PWS sections. PWS Requirements 4.1.2, 4.1.3, and Section 7 'Special Requirements' in its entirety are considered overarching requirements. |
| 3. Ranges and test sites are locations where operations are performed. Most of the time the people performing the operations are associated with a different PWS section and are therefore not allocated to the test site PWS section. For the purposes of this staffing estimate, the personnel allocated to a Test Area PWS section are personnel that provide for the basic care of the test area. The manning for operation of a special system such as Mobile targets, photo optics or telemetry at a test area is allocated to the PWS for the special system and not to the range. |
| 4. The manning to perform water range operations is manning associated with the systems that operate on the water range and is therefore not accounted for as part of the 4.2.10 staffing estimate. |
| 5. 4.4.6 OGT Manning is provided by personnel from the C-80 complex under 4.4.5. This is due to similar skill sets being required by these two PWS sections. |
| 6. The STEF facility (4.3.13) is not manned full time. This facility is only used on an as needed basis. The crew that runs this facility is cross utilized with the EOEC compound (4.3.6). The STEF facility currently utilizes 3 personnel when in use. |
| 7. The GSE assumes no cross-utilization, reachback, or efficiencies. |
