APPENDIX B11
MARINE OPERATIONS
1.0 PURPOSE. The purpose of Marine Operations is to support missions and other operations using Eglin's water ranges in the Gulf of Mexico and adjacent inland waters by operation & maintenance of mission support watercraft (as described by AFI 24-302), target watercraft, sea borne instrumentation platforms and provide other marine support operations.
2.0 GENERAL.
2.1. Marine Operations is required to acquire, store, environmentally prepare, and place mission support watercraft and instrumentation platforms in support of Eglin requirements.
Government watercraft associated with these operations remain in the 96 TW equipment account. Test and training missions are supported with these watercraft as directed by the Government.
2.2. The number and type of marine operations are anticipated to vary significantly over the course of the contract. The quantity and type of watercraft are also expected to change based on mission requirements, attrition and replacements. Marine operation support must be flexible to react to surge requirements.
2.3. Current docking facilities available include TS A-10 Santa Rosa Sound side sea wall and the Weekly Bayou pier on Eglin main base. Eglin has no dry dock facility.
2.4. Activities occasionally involve explosives/munitions in an active or inert state. These tasks are inherent in the operation/maintenance of the AAC ranges, including the water ranges.
During these types of operations, there must be close interface between US Air Force, US Navy EOD, and contractor personnel.
3.0 CAPABILITIES.
3.1. The Contractor shall operate up to ten watercraft (inclusive of watercraft identified in TRD B7) and maintain up to five 96 TW watercraft and associated equipment. Preventive maintenance shall be performed per Contractor developed procedures to assure the watercraft are in operational condition and are ready for call-up with reasonable advanced notice, normally one week. Specific watercraft to be operated and maintained shall be identified per task.
3.2. The Contractor shall maintain the 140-foot by 39-foot Photogrammetric Barge and associated equipment, to the level specified by an independent marine surveyor selected for conducting periodic vessel surveys. The Contractor shall be responsible for acquiring any specialized services, including marine survey, dry dock and shipyard repair. Preventive maintenance shall be performed per Contractor developed procedures.
3.3. The Contractor shall be given pre-mission time and post-mission time for preparation, maintenance, and recovery. This time may vary according to mission complexity, number of assets used and maritime conditions.

3.4. The Contractor shall provide Marine Operations support IAW tasks and test directives, including:
1. Clear and control range and launch corridor by means of visual and radar surveillance, radio contact, and interception of encroaching watercraft.
2. Place and recover watercraft, anchors and instrumentation platforms.
3. Recover test items.
4. Transport personnel (including Government and other contractor mission personnel) and equipment to and from operations areas.
5. Support tactical training exercises for operational forces including deployment and recovery of equipment and personnel.
6. Respond to other base support requirements.
7. Tug and towing services.
8. Off-shore guard service.
9. Crew boat support and test scenario execution support using commercial watercraft.
10. Boat and barge fuel.
11. Work boat, crane barge and diver support.
3.5. The Contractor shall provide a shore based radio operator to monitor designated frequencies 24 hours per day, 7 days per week whenever personnel are offshore.
3.6. The Contractor shall make appropriate cold weather and offshore survival gear available for mission personnel (including Government and other contractor personnel).
3.7. The Contractor shall modify watercraft and equipment per task directives. The Contractor shall protect equipment before, during, and after test activities.
3.8. The Contractor shall guard deployed instrumentation and instrumentation platforms and all other watercraft and equipment when mission personnel are not present. The contractor may also be required to guard instrumentation platforms and all other watercraft and equipment at docking facilities such as TS A-10 and others based on threat assessments by 96 TW/RANSS.
3.9. The Contractor shall provide assistance to Eglin, the U.S. Coast Guard, and state and local agencies in search, surveillance, and rescue operations, and disaster response as tasked.
3.10. The Contractor shall provide O&M IAW United States Coast Guard (USCG) Navigation Rules International and Inland; 96 TW instructions; vendor O&M manuals; and contractor developed ETTC procedures to include the following:
1. Emergency Evacuation of Ill or Injured Personnel from Offshore Photogrammetric Barge.
2. Open Water Transfers--Off-Shore Photogrammetric Barge.
3. Post Mission Marine Target Recovery and Scuttling Procedures.
4. Hurricane Plan-Off-Shore Photogrammetric Barge and watercraft
3.11. The contractor shall maintain and operate the vehicles identified in Table B11-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to

Page B11-2 other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
