APPENDIX A4
CIVIL ENGINEERING (CE)
1.0 PURPOSE.
1.1. The Contractor’s CE function provides custodial responsibility and maintenance of the Range structures (real property and non-real property), associated equipment, roads, and grounds to minimize deterioration of facilities necessary for Test and Training missions, or support thereof.
1.2. The Contractor’s CE function provides for new construction and modifications of existing structures as identified in approved self-help projects.
2.0 GENERAL.
2.1. Files for all real property, real property installed equipment and typical plans, layouts, and related drawings are available from 96th Civil Engineering Group (96 CEG).
2.2. The 96 CEG is responsible for repair and maintenance of all real property. The facilities, including real property, listed in table A4-1 through A4-4 are maintained by the Contractor. The historical Contractor ground maintenance workload is approximately 5,700 man hours and varies by season.
2.3. The 96 CEG may authorize an organization to perform repairs and minor construction of real property under the self-help program. The anticipated self-help projected annual workload is approximately 125 projects ranging in cost from $2,500 to $150,000 per project. Total annual cost ranges from $400,000 to $800,000, including material and Contractor labor. The historical tasking skill requirements identified in TRD B5 Table B5-1 include self-help requirements.
2.4. At the AVSF & LGTF at Wright-Patterson AFB no building maintenance is required.
When emergency service is required, the contractor may submit request.
3.0 CAPABILITIES.
3.1. The Contractor shall provide area custodians for each area of jurisdiction (e.g., facility, TS, TA).
3.1.1. The Contractor shall provide over site and management of all issues associated with real property and self help maintenance including but not limited to, managing databases, editing and providing information as required to Government real property databases, attending meetings, providing labor and materials estimates, database prioritizations and interfacing with all required internal and external customers.
3.1.2. Identify and initiate maintenance and repair projects required to maintain the assigned facilities and equipment. This includes grass cutting and other grounds maintenance at the assigned facilities off Eglin main base.
3.1.3. Initiate routine, urgent, and emergency service calls.
3.1.4. Perform other custodial responsibilities IAW AFPAM 32-1004 Volume 3.

3.2. The Contractor shall provide skilled labor to perform self-help projects, including carpentry, electrical, plumbing, and heating, ventilation, and air-conditioning (HVAC). Self-help projects include:
1. General maintenance repair of real property and temporary buildings.
2. New construction.
3. Remodeling interior and exterior of buildings.
4. Concrete construction.
5. Roof repair and replacement.
6. Flooring repair and installation.
7. Plumbing repair and installation.
8. HVAC repair and installation.
3.3. The Contractor shall maintain range structures and associated equipment listed in Tables A4-1 through A4-4 of this appendix of facilities necessary for Test and Training missions, or support thereof. This maintenance includes:
3.3.1. Real Property, including buildings, water wells, pavements, storm drains, security fences, electrical distribution systems, and sewerage.
1. Perform minor maintenance of foundations, walls, ceilings, and structural and roof framing.
2. Repair or replace broken floor coverings, windows, doors, blinds, and built-in items.
3. Repair roofing, flashing, and related items to prevent leakage.
4. Repair of water closets and urinals.
5. Repair and replace sinks, lavatories, showers, and interior lines as needed; and repair water heater leaks and defective parts when feasible.
6. Repair or replace damaged or deteriorated building service lines, valves, fittings, and related components.
7. Repair and/or replace damaged or deteriorated water mains and building service lines, including outside faucets and valves.
8. Repair or replace damaged or deteriorated septic tanks and drain field tile.
9. Repair or replace all installed electrical facilities from the entrance head of the buildings through the outlet receptacles.
10. Repair or replace damaged or deteriorated interior wiring and fixtures such as outlets, switches, heating and cooling controls, etc.
11. Repair or replace floodlights and security lights.
12. Test the grounding, and connection bonding of ground systems and lightning protection systems.
13. Repair all exterior electrical systems, both primary and secondary.
14. Repair or replace damaged or deteriorated transmission lines, transformers, cutouts, poles, attaching components, and guy wires.
15. Repair or replace exterior outlets, switches, lighting fixtures, lamps, switch boxes, distribution panels, and grounds.
16. Repair damaged or deteriorated wells.
17. Repair and/or replace damaged or deteriorated pumps and related components.
18. Service and maintain chlorine solution and feed- injection equipment. Maintain pump operating log data.
19. Repair security fences as necessary.
3.3.2. Heating, Ventilation, and Air Conditioning (HVAC) systems.

1. Service and repair or replace defective, worn, or missing components of installed equipment.
2. Install new systems as called for by the contracting officer (CO).
3. Seasonal Start-up and Shut-down service.
4. Air conditioning units/systems and vent fans.
5. Service and repair or replace defective, worn, or missing components.
6. Replace complete units as called for by the CO.
3.3.3. Generators. Maintain and operate generators listed in Table A4-3 IAW the equipment manufacturers' manuals and AFI 32-1063, Electric Power Systems.
3.3.4. Towers.
1. Annually inspect all towers and guys for structural soundness and corrosion; inspect tower and guy lightning protection and grounding systems
2. Replace tower anti-collision lamps and bore sight lights as required. Faulty lights on approximately 50 towers are replaced annually.
3. Re-true and/or re-guy all towers.
4. Install, align and replace microwave antennas and reflectors as necessary throughout the range complex.
5. Erect towers up to 200 feet at range sites.
6. Repair or replace damaged or deteriorated water service lines, valves, fittings, faucets, and related components.
7. Repair or replace wiring and distribution components from the service entrance point on the tower to the final service point, as well as receptacle, switches, lighting fixtures, lamps, switch boxes, distribution panels, and grounds.
3.4. The Contractor shall maintain and repair roads at TS D-3.
3.5. The Contractor shall maintain a 30-foot wildfire fuel break around all assigned buildings.
3.6. The Contractor shall provide electric meter readings for off-base sites not serviced by the Eglin distribution system for validation of electrical billing. The Contractor shall provide Gulf Power Electric Company employees unescorted access to TS A-5 to perform electric power meter readings.
3.7. The Contractor shall construct, modify, and repair real property (other than that listed in Tables A4-1through A4-4) and associated equipment under the self-help program as approved by 96 CEG. This maintenance includes efforts similar to those in 3.2, 3.3, and 3.4.

3.9 At the AVSF and LGTF at Wright-Patterson AFB the contractor shall keep the AVSF grounds, Bldg 1661-A-Bay, Bldg 22B, Bldg 191, Range 2 & 3, Bldg 100, and Bldg 71B, and LGTF 31 and 32 South Bays, free of trash & debris, presentable, safe, and accessible by emergency and service vehicles.
3.10 The contractor shall maintain and operate the vehicles identified in Table A4-6 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
