APPENDIX C14
GLOBAL YEAR-ROUND POSITIONING SURVEY INSTRUMENTATION (GYPSI)
1.0 PURPOSE. The purpose of GYPSI is to provide target positioning and control for arrays of target vehicles in support of air-to-surface sensors and weapon systems.
2.0 GENERAL.
2.1. The Air Force (HQ ESC/FD, Hanscom AFB, MA) is the designated executive agency for research, development, and procurement of Joint Surveillance Target Attack Radar System (JSTARS). The Joint Test Force (JTF) for JSTARS, based in Melbourne, FL, conducts integrated Development Test and Evaluation (DT&E), Initial Operational Test and Evaluation (IOT&E), Qualification Test and Evaluation (QT&E), and Qualification Operational Test and Evaluation (QOT&E), and Follow On Operational Test and Evaluation (FOT&E) in support of JSTARS. GYPSI support is an integral part of this effort and requires dedicated staffing to fulfill these requirements.
2.2. GYPSI is based out of TA B-70 (building 9300) approximately 15 miles northwest of Eglin main base, reached via SR 189 and RR 236. GYPSI is a GPS-based, remotely-deployable TSPI and control system. GYPSI provides target location information and control information for operator use. GYPSI can be used in a variety of military and commercial vehicles.
2.3. GYPSI includes a van-based control center, multiple mobile TSPI subsystems, and antennas. Each GYPSI van shall include Microhard/Novatel COTS system.
2.4. GYSPI is used with a large array of radar corner reflectors and a rotating corner reflector assembly used for calibration of airborne sensors or as targets or reference points.
3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain the two GYPSI vans and associated equipment, including:
3.1.1. Truck-mounted 14-foot long shelters with generator.
3.1.2. Mission computer subsystems, including CPU, monitors, and UPS backup power.
3.1.3. Weather subsystems and a data recorder with capability to monitor rain, temperature, relative humidity, wind direction and speed, and air pressure.
3.1.4. Radio subsystems, including UHF Air-Ground, VHF Air-Ground, Land Mobile, and Spectra VHF.
3.1.5. RF chassis subsystems, including Master Microhard/Novatel with GPS reference receiver, network controller, transceiver, Acumen data recorder
3.1.6. Antennas, including Land Mobile Radio, VHF Air-Ground, UHF Air-Ground, GPS, and TSPI Telemetry.

3.2. The Contractor shall operate and maintain, and temporarily install into military and commercial vehicles, up to 20 mobile TSPI subsystems and associated equipment, including transceivers, data recorders, battery packs, LMR radios and antennas, GPS receivers and antennas, and TSPI/telemetry antennas in a watertight container.
3.3. The Contractor shall operate and maintain support equipment, including:
3.3.1. Data reduction computer, including CPU, monitors, and UPS backup power.
3.3.2. General office computers, including CPU and monitor.
3.3.3. Portable TSPI subsystems, including GPS and DGPS receivers and antennas, data recorders, and battery packs in a water tight enclosure.
3.3.4. Reflector systems including rotating reflector assembly and various sized reflectors.
3.3.5. Miscellaneous equipment, including laptop computers, FAX/printers, spare VHF/UHF Air-Ground radios, generators, lawn equipment and utility trailers, battery chargers, and a portable antenna with trailer.
3.3.6. Support vehicles.
3.4. The Contractor shall provide GYPSI support to missions IAW tasks and test directives, supporting a maximum of two simultaneous missions.
3.5. Because GYPSI provides dedicated support for JSTARS-funded activities, all GYPSI support staff shall be devoted to the broad scope of specified GYPSI test and training requirements and shall not be diverted to other requirements in the PWS or TRD without coordination with the Government. This dedicated staffing does not include any support provided under Appendices B7 and B8.
3.6. The contractor shall maintain and operate the vehicles identified in Table C14-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
