APPENDIX B5
RANGE SUPPORT
1.0 PURPOSE. The purpose of range support is to provide drafting, range services, and electronic and mechanical fabrication and installation to accomplish test objectives and to update, modify, or otherwise change the capability of the Eglin test environment.
2.0 GENERAL.
2.1. Operation and maintenance (O&M) of the Eglin range complex requires a variety of skilled services to maintain, modify, and upgrade test facilities and capabilities to meet ongoing or new test requirements. The service requirements vary widely across the test ranges but can generally be described within the broad categories of electrical and mechanical fabrication and installation, building trades and heavy equipment operation and drafting. The building trade and heavy equipment operation specialties are occasionally used to maintain or modify permanent structures but are typically used to fabricate special structures for test support including temporary test facilities and targets.
2.2. Significant variations in workload can occur due to high priority, or high emphasis efforts with short lead times. Approximately 500 tasks per year are assigned to the technical support function. Table B5-1 describes the historical workload distribution from these tasks.
3.0 CAPABILITIES.
3.1. The Contractor shall provide building trade services including:
3.1.1. Surveying with accuracy up to and including first order to establish bench marks, locate range instrumentation equipment, and support missions. Other special survey requirements will be directed by task.
3.1.2. Erecting or altering temporary test facilities, and installing electrical service from suitable disconnects of existing power sources to test facilities. The services provided under mission support normally result in temporary facilities which are not expected to have residual value after completion of the testing for which they were provided; hence, they do not become accountable under the Air Force real property system.
3.1.3. Welding, painting, masonry and carpentry as required to accomplish special tasks or routine O&M functions.
3.1.4. Modifying (on-site) mechanical/electrical equipment to accommodate task or test directives.
3.1.5. Constructing mannequins, silhouettes, platforms, steps, data poles, consoles, shelters.
3.1.6. Heavy equipment operation in support of Eglin Test and Training Complex efforts.
3.1.7. Installing and/or maintaining electrical service to temporary facilities or mobile vans.

Page B5-1 suitable disconnects and other work necessary to provide service from suitable disconnects of commercial power sources to non-real property equipment and facilities.
3.1.8. Installing antenna and other poles (up to 90 feet) throughout the range.
3.1.9. Fabricating and repairing a variety of canvas covers and fixed target structures such as wooden and masonry buildings, bunkers, bridges, simulated surface-to-air missile sites, targets assembled using sea containers, revetments, simulated buildings, and other specialty items for fixed and mobile targets requiring carpentry skills.
3.1.10. Establishing and conducting procedures for periodic inspection and repair as necessary on NIKE and other specialized antenna pedestal systems.
3.1.11. Fabricating environmental shelters for radars, cameras, vehicles, etc., in addition to fabricating fitted covers for various pieces of equipment and materials stored in open areas.
3.2. The Contractor shall provide electrical and mechanical fabrication and installation services including:
3.2.1. Fabricating single- and double-sided printed circuit boards to include ordering components and developing, exposing, etching, drilling, plating, and mounting components.
Finished printed circuit boards are integrated into electronics chassis and systems. Wire wrap boards and electronic chassis are completed and inspected as fully operational units.
3.2.2. Fabricating mechanical assemblies and parts with tolerances of up to 0.001 inch.
3.2.3. Fabricating panels and chassis and/may combine these components into a system or subsystem. Panel fabrication may consist of engraving and painting; chassis fabrication may consist of ordering parts and installation of these parts in accordance with established engineering standards.
3.2.4. Fabricating wiring harnesses and cables.
3.2.5. Fabricating special tools.
3.2.6. Assembling and repairing various electronic and mechanical assemblies.
3.2.7. At Eglin, fabricating and installing electrical and mechanical items in support of T-2 Flight Test Modifications of aircraft and carriage equipment. Activities may be required in controlled areas. Government quality assurance will be provided. Composite Tool Kit (CTK) management is required for flight line/controlled area support.
3.3. The Contractor shall provide drafting and related services including:
3.3.1. Preparing detailed mechanical and electrical design drawings, assembly and installation drawings and mechanical design layout drawings.
3.3.2. Preparing master drawings for printed circuit boards.
3.3.3. Preparing maps, radar plots, topographic maps and plot plans.
3.3.4. Correcting and updating as built and PIPR drawings.

3.3.5. Reproducing drawings and routine servicing of the drawing reproduction machine, such as changing the toner and surface cleaning.
3.3.6. Providing a range drawing index and permanent storage for all PIPR masters, as built and plot plan drawings.
3.3.7. Providing CAD system administration to ensure proper operations of the CAD network, train system users, monitor system performance, and document system usage and problems.
3.3.8. Providing and implementing drawing backup procedures for storage and retrieval of all CAD drawings including a data base for all CAD developed drawings.
3.3.9. Electrical drafting support (as tasked) for T-2 Flight Test Modification documentation, and requisition support of associated parts, materials, and components.
3.4. The Contractor shall provide rehabilitation of mobile vans which consist of removing all unnecessary items such as consoles, walls, ceilings. Refurbish floors, walls, ceilings with specified coverings and specifications in accordance with task directives. Install power, lights, air conditioners and other specified equipment.
3.5. The Contractor shall provide range services support IAW tasks and test directives.
3.6. The Contractor shall provide quick reaction mission support. This support is required to prepare or modify test facilities for installation of instrumentation and to provide or alter temporary test facilities as required for short lead time test products.
3.7. The Contractor shall operate and maintain tools and equipment required to provide Range Support.
3.8. The contractor shall maintain and operate the vehicles identified in Table B5-2 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
