MEMORANDUM FOR RECORD 96 CEG/DD

SUBJECT: Memorandum for Eglin Test and Training Complex (ETTC) Facility Maintenance
Process
1. The following agreement defines how the 96th Range Group (96 RN) and 96th Civil Engineer Group (96 CEG) will maintain ETTC facilities. It presents the processes for maintaining ETTC facilities by the 96 RN, 96 CEG, and the Eglin Range Operations and Maintenance (O&M) Contractor Facility Managers. This process is effective immediately upon signature by 96 RN and 96 CEG. It is applicable to the existing Range O&M contract as well as future programs.
2. Work Requests are submitted to 96 CEG as Job Orders or Work Orders.
a. Job Orders/ Direct Schedule Work (DSW) are used for emergency or essential work that do not require detailed planning and are the primary method for maintenance and repair of facilities.
b. Work Orders submitted on AF Form 332 (AF332), Base Civil Engineer Work Request, are used to identify work that will require detailed planning or capitalization, such as renovation, major repair work, new work, or replacement of real property. AF332s are required for all work that modifies, penetrates exterior, adds to, demolishes or replaces the permanent infrastructure of real property including: structure of facility, electrical system, plumbing, electrical fixtures, plumbing fixtures, and modular furniture. Any project requiring work outside the footprint of an existing facility, including attachments to the exterior of the facility, requires both an approved AF332 and an approved Work Clearance, AF Form 103. A facility footprint is typically defined as the area covered by facility foundation plus five feet outside the foundation. Equipment buildings (E-buildings) are not considered real property, but may require AF332s; such as, when interfacing with electrical, communication, plumbing, or fire safety systems or if digging is required. An AF Form 813, Request for Environmental Impact Analysis may also be needed.
c. Work requests that involve minor construction, alteration, repair, painting, or decorating by the Range O&M Contractor, can only be performed if: 1) the work is incidental to the furnishing of supplies, equipment, or services; or 2) the work is so merged with other work or so fragmented in terms of the locations or time spans in which it is to be performed, that it is not capable of being segregated as a separate contractual requirement. Contracting Officer can determine if specific minor construction work is authorized under this contract.
d. A Service Call should be made when it’s unclear whether work should be classified as DSW or require an AF332.
3. Work Request Submission.
a. Government Submission.
1) DSW work requests are called into 96 CEG as a Service Call.
2) Work Orders submitted on an AF332s through the 96 CEG website by the facility manager, should include all supporting documents (i.e. sketches, drawings, maps, impact letters, or statements of work). If the work is to be accomplished by the Range O&M Contractor, the AF332 Section I, Block 8, “Description of Work to be Accomplished,” shall note that the project is a Contract By Requestor (CBR) for 96 RN through the Range O&M Contractor and note whether or not Range O&M Contract obligated funds are being utilized. If the work to be accomplished by the Range O&M Contractor involves minor construction, alteration, repair, painting, or decorating, a Tier 1 technical directive authorizing the Contractor to perform the work, signed by the Contracting Officer, must be attached to the AF332. AF332s requesting new construction or changes to footprints to existing facilities must be submitted by the facility manager or Civil Engineer Liaison and signed by the unit commander.
b. Range O&M Contractor Submission
1) DSW work requests are called into 96 CEG as a Service Call.
2) Work Orders submitted on an AF332s through the 96 CEG website, should include all supporting documents (i.e., sketches, drawings, maps, impact letters or statements of work). If the work is to be accomplished by the Range O&M Contractor, the AF332 Section I, Block 8, “Description of Work to be Accomplished,” shall note that the project is a Contract By Requestor (CBR) for 96 RN through the Range O&M Contractor and note whether or not Range O&M Contract obligated funds are being utilized. The AF332 must either have a Range O&M Contract paragraph reference or technical directive authorizing the Contractor to perform the work. If the work to be accomplished by the Range O&M Contractor involves minor construction, alteration, repair, painting, or decorating, a Tier 1 technical directive authorizing the Range O&M Contractor to perform the work, signed by the Contracting Officer, must be attached to the AF332. AF332s requesting new construction or changes to footprints to existing facilities must be submitted by the facility manager or Civil Engineer Liaison and signed by the unit commander.
4. Work Order Approval.
a. Work Orders (AF332s) will go to the CE Work Request Review Board (WRRB) where it will be determined if the work will go forward as a CBR to CE Operations (796 CES/CEO) or the CE Engineer Division (96 CEG/CEN) for oversight, or be performed by 96 CEG. The Project Management Branch has final authority in determining whether a project proceeds as a CBR or not.
1) If a Work Order approved as a CBR is directed to CE Operations, the applicable shop or planning section, as determined by the WRRB, shall provide necessary project inspection and oversight. The assigned 96 CEG shop representative will initiate contact with 96 RN or the requestor that appears on the AF332. The Work Order requester shall coordinate with the shop representative and/or planning section to define scope, execution requirements, and the schedule of work to be performed.
2) If a Work Order approved as a CBR is directed to CE Engineer Division, the project will go through the Portfolio Optimization Branch before going to the Project Management Branch. The Portfolio Optimization Branch will coordinate with the Work Order requester to discuss the scope and determine what processes and documents will have to be satisfied or provided before work can be fully reviewed and approved. A 96 CEG Project Manager and Inspector will be assigned to these projects, as deemed necessary. In the initial project meeting, regulatory and code requirements will be addressed by the CE Engineer Division and/or CE Operations with the Work Order requestor.
3) If CBR is not approved, work will be accomplished through the normal channels within 96 CEG.
b. All Work Orders submitted to be executed as a CBR will have to be approved through the WRRB with final approval resting with the 96 CEG Division Chief or the Project Management Branch Chief.
5. Work Order Execution.
a. Work shall not begin until all actions in the Coordinating Agency Review Section and required by 96 CEG have been satisfied and approved by CE Operations or Engineer Division.
The Range O&M Contractor, if performing the work, shall notify the coordinating shop foreman, planner, or CE Engineer representative a minimum of one week prior to the start of work.
b. Work must comply with building codes, safety regulations, unified facilities criteria, fire codes and directives, Air Force and Department of Defense (DoD) regulations and instructions.
c. 96 RN will be responsible for working with 96 CEG Real Property Office to execute a
DD Form 1354, Transfer and Acceptance of DoD Real Property, for projects that replace, change or add to real property per comments from 96 CEG Real Property Office during the AF332 review. The DD Form 1354 process may require built drawings and other closeout information and will be required to be completed and signed by 96 CEG, 96 CEN, and 96 CEI within 10 days after the beneficial occupancy date of the project.
d. 96 CEG agrees to let the Range O&M Contractor perform AF332 work, as approved through the WRRB and 96 CEG Engineer Division, when Range O&M Contractor obligated funds are being utilized.
e. Any meeting with the 96 CEG concerning a CBR being executed by the Range O&M
Contractor will have the responsible 96 RN government representative present.
6. 96 RN Work Request Review. A monthly 96 RN Work Request Review will be conducted to evaluate the Range O&M Contractor’s effectiveness in executing the above rules of engagement and procedures while maximizing work throughput, including execution impediments and communication issues. On a monthly basis:
a. The Range O&M Contract Management Flight, 96 TSSQ/RNXC, through the Range O&M Contractor, will generate a monthly Work Requests report that summarizes open and unresolved facility maintenance activities. This report will be forwarded to Civil Engineer Operations Engineer Requirement (796 CES/CEOER) and Civil Engineer Operations Engineer (796 CES/CEOE) five working days prior to the actual Work Request Review meeting.
b. The 96 RN Work Request Review meeting will be chaired by 96 RN/DD and attended by representatives of 96 TSSQ/RNXC, 96 TW/XPO, 96 RANSS/RNRS, 96 CEG/CEN, Civil Engineer Operations Facility Systems (796 CES/CEOF) and 796 CES/CEOER, and will be held in building 696. Any open action items recorded will be addressed in follow-on 96 RN Work Request Review meetings.
