APPENDIX B8

REMOTE CONTROL TARGETS (RCT)

1.0 PURPOSE. The purpose of the RCT is to provide unmanned moving target vehicle capabilities, GPS information on vehicles, and a data-link for third-party GPS customers.

2.0 GENERAL.

2.1. The RCT consists of design, development, fabrication, and O&M of the following unique unmanned target control systems at specified support capabilities that meet varied technical requirements of ETTC’s programs.

2.1.1. The Eglin Vehicle Tracking and Remote Control System (EVTRCS) is used to provide low cost man-in-the-loop moving targets on a wide range of vehicle types. This system can control vehicles at speeds up to 45mph +/- 5mph and timing accuracies of +/- 15 seconds. The O&M Contractor is responsible for the design, development, fabrication and GPS O&M of this system.

2.1.2. The Shoot-able Remote Threat Ground Target (SRTGT) system is used to control Ford F-350’s configured for autonomous control. This system is capable of reaching speeds in excess of 70 mph and can ensure timing accuracies of +/- 2 seconds. The SRTGT is designed, fabricated, and installed by NAVAIR entity out of China Lake. The O&M Contractor is responsible for the operation and maintenance as defined in the TRD.

2.1.3. The Seaborne Controller Area Network (SEACAN) system is used to control surface targets to support missions in the Gulf of Mexico and Choctaw Bay. The system has semi-autonomous control and is capable of controlling vehicles at speeds up to 40 knots depending on the existing water conditions.

The SEACAN System is designed, fabricated, and installed by NAVSEA entity out of Port Henueme. The O&M Contractor is responsible for the operation and maintenance as defined in this TRD.

2.1.4. The Eglin Vehicle Global Position Module (EVGM) is used to provide real time GPS display data for mission support and raw data for post processing.

2.1.5. Support of the unmanned control systems in the field provided by the RCT control room and the RCT support trailer. The control room houses the Command and Control stations and associated equipment which is interfaced between the vehicle systems and the controller(s). The control room is the primary control point for vehicles and GPS. Alternately, the Command and Control station may be temporarily relocated to an available permanent structure. The support trailer(s) provides storage of parts for repair/modification on the range.

2.1.6. The unmanned target systems support weapon system testing, subsystem testing, training, range clearance, and GPS data retrieval.

2.2. The Government schedules all remote assets and identifies mission support requirements to the Contractor independent of the range scheduling process. The Government directs permanent modifications to existing systems. The Contractor adjusts O&M schedules around these Government requirements.

2.3. Testing may be non-destructive or destructive, supporting the evaluation of weapon system seeker/sensor systems, munitions warheads, and complete weapon systems.

2.4. Remote-controlled range support vehicles are operated to clear areas on a range deemed unsafe for manned vehicle operation.

2.5. GPS data retrieval consists of recording high accuracy GPS data from up to 40 individual vehicles, either on the individual vehicle or transmitted to a central location. The GPS data retrieval also includes supplying a serial data link from a customer’s location on the range to external locations for real-time evaluation of GPS information.

2.6. Projected workload is approximately 15-20 missions per quarter, with GPS tracking support being the bulk of the workload. Mission types could be GPS tracking, RCT support for captive carry and hot missions, RCT setup, practice and scenario dry run missions.

3.0 CAPABILITIES.

3.1. The Contractor shall operate and maintain the RCT assets and associated equipment to support test and training activities IAW tasks and test directives. The O&M contractor shall maintain up to ten EVTRCS and up to 40 GPS systems.

3.2. The Contractor shall:

3.2.1. Provide up to 9 simultaneous operating remote controlled land and water targets at up to three locations.

3.2.2. Operate, maintain, modify, fabricate, and install EVTRCS components for use on target vehicles and range preparation vehicles.

3.2.3. Maintain, repair, and modify RCT control room, support trailers, and Command and Control stations.

3.2.4. Integrate new technologies into EVTRCS and replace legacy EVTRCS components to fulfill complex requirements and increase efficiency of current EVTRCS system.

3.2.5. Provide GPS TSPI data of individual vehicles upon request.

3.2.6. Operate SRTGT systems, in the unmanned vehicles and the control facility, for use on target vehicles.

3.2.7. Operate SEACAN systems, in the unmanned vehicles and the control facility, for use on target vehicles.

3.2.8. Maintain and troubleshoot the SRTGT systems, and replace to the LRU level. Failed LRUs shall be returned to NAVAIR for repair. Sufficient knowledge of the SRTGT operation and function, to include software, shall be required to perform the specified maintenance. Support of NAVAIR shall be provided during system installations and upgrades. No installation or software maintenance shall be required for the SRTGT systems other than desktop support.

3.2.9. Maintain and troubleshoot the SEACAN systems, and replace to the LRU level. Failed LRUs shall be returned to NAVSEA for repair. Sufficient knowledge of the SEACAN operation and function, to include software, shall be required to perform the specified maintenance. Support of NAVSea shall be provided during system installations and upgrades. No installation or software maintenance shall be required for the SEACAN systems other than desktop support.

3.2.10. Integrate the RCT control and support trailers, as well as the Command and Control stations to the infrastructure of the range where they are positioned, using fiber, RF, serial connections, or Ethernet connections.

3.2.11. Deploy to remote and/or hostile locations, upon Government direction.

3.3. The Contractor shall provide technical support, including:

3.3.1. Evaluate damage to vehicle instrumentation as a result of testing, categorizing the post-test condition and capabilities remaining.

3.3.2. Dispose of any instrumentation damaged as a result of a test.

3.3.3. Maintain a database and log for all remote control and GPS systems. Provide a current status report regarding the condition of all remote control and GPS systems anytime there is a change of status.

3.4. The Contractor shall provide RCT support IAW tasks and test directives.

3.5 The contractor shall maintain and operate the vehicles identified in Table B8-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
