ATTACHMENT 7
Task Approval Procedures
18 December 2014
1. Technical Direction
a. Technical direction under this contract will be given to the Contractor by 96 RN, Eglin AFB FL 32542-5418. Technical direction is defined as that process by which the Contractor receives guidance and approvals in his technical effort as it relates to an element of work or task solely within the existing requirements of the contract as a result of technical review of the Contractor's work by 96 RN personnel.
b. Notwithstanding any of the terms contained herein or elsewhere in this contract, 96 RN personnel are not authorized to direct the Contractor in any manner changing the requirements of the contract. The Contracting Officer shall be the only individual authorized to redirect the effort or in any way amend any of the terms of this contract. Such redirection or amendment of contract terms shall be accomplished by issuance of change orders or supplemental agreements to this contract signed by the Contracting Officer. In any event, if the Contractor believes technical direction given involves a change in contractual requirements, he will immediately notify the Contracting Officer pursuant to FAR 52.243-7, "Notification of Changes", incorporated by reference in Section I of this contract.
c. Notwithstanding the technical direction allowed above, all management, administrative and technical direction, i.e. test directives and task orders, will flow through the 96 Range Group/O&M Contract Management Branch (96 TSSQ/RNXC). This single point for processing task orders, task directives, and other performance work statement (PWS) requirements is not to be construed as prohibiting daily contact with 96 RN technical personnel for the purpose of accomplishing tasks, which have been processed through 96 TSSQ/RNXC.
2. Task Approvals
a. In addition to the Contracting Officer, the following AFTC organizations may approve tasks issued in accordance with PWS requirements:

* Any 96 RN squadron-level Director can approve tasks at the Technical Approval level.
Alternatively, these Directors can delegate to the Flight level below them. Organizations outside 96 RN, as well as outside the 96th Test Wing, may be granted Technical Approval Authority for certain types of tasks -- task types and duration of approval authority will be determined by 96 TSSQ/RNXC on a case-by-case basis.
