EGLIN – OPERATION & MAINTENANCE SERVICES (E-OMS)
ACQUISITION STRATEGY PANEL (ASP) SYNOPSIS
The purpose of this fbo.gov posting is to provide Industry with the most current information regarding E-OMS and is subject to change. The information provided below is based on successful ASP conducted on 16 Sept 2014. More detailed information will be provided in Sections L and M and the Draft RFP when they are released at a future date.
Scope
E-OMS will provide for operation and maintenance (O&M) of the Eglin Test and Training Complex (ETTC) in support of test and training missions. The ETTC comprises over 464,000 acres of land, with control of approximately 92,000 sq. miles of over-land and over-water airspace and access to nearly 129,000 sq. miles of airspace in total.
Contract Type
E-OMS will be a single Cost Plus Award Fee / Award Term contract
- Cost Plus Award Fee (CPAF) CLIN for Eglin Range O&M (No Base fee)
- Cost Plus Fixed Fee (CPFF) CLIN with Level of Effort (LOE) for MGTF
E-OMS will be a “C” type contract with a possible 10 year PoP (5 year base followed by a 1 year option and two 2 year award terms.
Other Contractual Considerations
• NAICS Code – 541330, Engineering Services (Military and Aerospace Equipment and Military Weapons exception)
• Restrictive OCI Clause o No system and sub-system manufacturers (both prime and subcontractors) o No AFTC A&AS contractors (both prime and subcontractors) o Specific language is contained in DRAFT OCI Clause dated Aug 2014
• No foreign owned entities (both prime and subcontractors)
