Name Change: This program has been re-named from Eglin Test & Training Complex Technical Services
(ETTC-TS) to Eglin Operations & Maintenance Services (E-OMS). All of the information provided in RFI 1 posted on 23 Sep 2013 pertains to this E-OMS program. The solicitation number remains unchanged and is FA2486-16-R-0002.
The following information is pre-decisional and is being provided for your planning purposes only.
On 23 September 2013, the Eglin Operations & Maintenance Services program posted RFI No. 1 to inform industry of the recompetition of its Eglin Operations & Maintenance Services contract. In addition, the RFI asked industry to respond to questions in order to gather information to begin an assessment of the capabilities and interest in work at Eglin. The responses would also provide broad information on interest in the various efforts to be contracted. If you have not responded to RFI No. 1, the Government suggests you consider doing so. Having complete and accurate data will ensure we have the best industry feedback possible.

GENERAL INFORMATION:
THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR
INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. The Government is seeking industry input from all sources regarding a potential enterprise technical support services contract inclusive of operations and maintenance/ sustainment, engineering, and management services for select test and training ranges and facilities. In order to develop sound acquisition strategies, early industry participation is highly encouraged. This acquisition anticipates providing customers with superior and cost-effective test and training services. Respondents will not be notified of the responses to this RFI. As stipulated in
FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the
Government to form a binding contract. In accordance with FAR 52.215-3, this RFI is protected pursuant to the Freedom of Information Act and other laws and regulations. Information identified by a respondent as "Proprietary or Confidential" will not be disclosed outside of Government channels. While a final decision has not been determined, the North American Industry Classification Systems (NAICS) code is
541330. A set-aside determination has not been made.
SECTION 1- BACKGROUND:
The purpose of the E-OMS program is to provide operation and maintenance of the Eglin test and training areas and technical facilities, test and training mission support, engineering support for range system design/modification/range configuration, and range support services required to accomplish authorized range activities. The mission oriented capabilities are provided by general purposes sites/systems, the
Armament Systems Test and Training Environment Land Range Test Complex, Multi-Spectral Test and
Training Environment (MSTTE), Eglin Gulf Test Range, Eglin ground test facilities (McKinley Climatic Lab, Guided Weapons Evaluation Facility, etc.) various miscellaneous range support instrumentation systems, the Landing Gear Test Facility (LGTF), Aerospace Vehicle Survivability Facilities (AVSF) and the
Aerospace Engine Nacelle (AEN), located at Wright Patterson AFB, Ohio. Test and training activities are not limited to Eglin AFB, and may include efforts at other locations both inside and outside the continental
United States. The period of performance for the current contract expires in early 2016.
SECTION 2 – PURPOSE OF RFI:
This RFI is issued for the purpose of communicating the E-OMS Program’s requirements to industry. The
E-OMS Program intends to use information gathered from these interactions to gain an awareness of capabilities, determine interested parties, and to support formulation of an acquisition strategy. Early industry involvement in creating a properly scaled enterprise solution is critical to the success of this contemplated acquisition with the goal of providing the E-OMS Program and its customers with superior and cost-effective technical services.
SECTION 3 - SCOPE OVERVIEW:
The scope of the E-OMS program is anticipated to cover the scope and breadth of requirements on the current O&M contract; however, specific requirements for the E-OMS program will be defined in successive postings as a follow-on strategy is more fully developed.
A bidder’s library has been established for this solicitation. The new E-OMS procurement is for work similar to that described in the Table of Contents, Performance Work Statement (PWS) and Technical
Requirements Documents (TRDs). For additional information, please refer to these documents available in the bidder’s library.
The following information is pre-decisional. The Government is considering grouping the requirements for this program into two (2) separate groups as follows:
1. Major Ground Test Facilities – Includes O&M support for the Guided Weapons Evaluation Facility
(GWEF), Joint Preflight Integration of Munitions and Electronics (JPRIMES), and McKinley
Climatic Lab (MCL) at Eglin AFB FL and the Landing Gear Test Facility (LGTF) and Aerospace
Vehicle Survivability Facility (AVSF) at WPAFB Ohio.
2. Eglin Range O&M – Includes O&M support for all Eglin test and training ranges and test facilities other than those in item 1 above.
SECTION 4 – QUESTIONS:
2-1 – Can you support all of the requirements under either or both groups of requirements described in the background? Please provide your experience with these capabilities.
2-2 – This RFI is advertised under North American Industry Classification Systems (NAICS) code 541330.
Do you have experience under this NAICS for the requirements described for either ground test facilities, range O&M, or similar T&E capabilities?
2-3 – If currently categorized as a small business under NAICS 541330, please describe your capability of meeting the requirements in groups 1 and/or 2 above.
2-4 – Based on the proposed groups of requirements, do you agree or disagree with the proposed
NAICS? Describe your rational.
2-5 – A Large/Small Mission Focused Team (LSMFT) arrangement is being considered for this program.
What are the pros and cons of LSMFT? How would you implement an LSMFT arrangement to meet the requirements of the ground test facilities and/or Eglin range O&M?
2-6 – Describe your experience and best practices integrating and managing sags and surges in a dynamic mission environment for a large multi-skilled, highly qualified, flexible workforce (including sub-contracted workforces and insights into market trends), ensure your company’s viability throughout contract term, Risk Management (cost, schedule, performance) within uncertain fiscal constraints across multiple enterprises and/or multiple geographically separated operating locations.
SECTION 5 - RESPONSE INSTRUCTIONS:
We look forward to reviewing your ideas for this acquisition; please be concise. All responses must be in
Microsoft Word format and shall be no more than 10 double-spaced pages in length (8.5"x 11", using not smaller than a 12 point font). Responses should identify whether they are a Large Business, Small
Business, Very Small Business, Small Disadvantaged Business, 8(a) Program Small Business, Woman-owned Small Business, HUBZONE Small Business, Veteran-owned Small Business, Service-disabled
Veteran-owned Small Business, and/or a Native American Small Business under the preliminarily NAICS code of 541330. Responses should also include the company name, CAGE code, DUNS code, point of contact, and address. Please do not provide standard marketing brochures, catalogs, etc. Responses are due no later than 12 February 2014 at 3 PM CST.
SECTION 6 - ADDITIONAL INFORMATION:
