SECTION J ATTACHMENT 1

B01 LEVEL OF EFFORT

LABOR CATEGORY DESCRIPTIONS

Guided Weapons Evaluation Facility (GWEF) Labor Category Descriptions

All labor categories require a “Secret” security clearance; labor categories requiring higher level are defined in each labor category description.

1. GWEF Facility Receptionist

Duties

• Possess skills sufficient to operate standard Microsoft office software (Word, Excel, PowerPoint) products and windows based applications used in the logging and tracking of visitors and other information, as required.

• Perform computer database management and shipping/receiving.

• Provide support for test data accumulations, processing and reporting, database maintenance, and reporting for Government security related functions; classified project reports, graphs and charts are included in the support requirements.

• Closely coordinate with Government senior level security and facility management personnel. Support the secure operation of the GWEF through visitor control, facility opening/closing and permieter monitoring utilizing a windows based C*Cure 800 Event Monitoring System. Requires knowledge of GWEF security operating procedures, instructions, policies, and processes.

• Possess computer skills sufficient to operate facility security system. Must possess operational knowledge to navigate and access JPAS or other security information systems to verify clearance information.

• Escort visitors and uncleared personnel within the GWEF as required.

2. GWEF Facility General Maintenance Worker

Duties

• Work independently to resolve routine and moderately difficult tasks with occasional support and consultation with senior level personnel. Receives initial instructions, equipment requirements, and advice from skilled personnel (i.e. facility manager, engineers, and technicians) followed by general supervision. Assemble and construct standard and specialized hardware in the loop (HITL) equipment in support of GWEF facility and test area modifications. Assist on-site skilled personnel to accomplish major and/or specialized tasks.

• Accomplish light to medium test area modifications and maintenance tasks, with minimal supervision, to include but not limited to: painting, clean up, routine servicing (e.g. RF shielded doors and hydraulic equipment), light repair, raised floor customization, conduit installation and general housekeeping of work area, and cleanup of tools/machinery.

• Work at heights above ground level on ladders and/or scaffolding to accomplish some tasks.

• Provide facility security, according to Government operating instructions, for access control, security escort for cleared personnel, and building opening and closing.

• Fully proficient in the use of hand and power tools.

3. GWEF Logistics/Supply Specialist

Duties

• Must possess an extensive working knowledge of Government logistics and supply operations including acquisition of supplies, equipment and products, logistical support including property management and accountability, hazardous material procedures, precision measurement equipment laboratory (PMEL) tracking and material and equipment disposal. Fully proficient in the area of expertise.

• Work independently to resolve routine and moderately difficult tasks with occasional support and consultation with senior level personnel. Order, receive, deliver, account for, and dispose of materials IAW Government tasking to support all of GWEF’s test activities and HITL simulations.

• Prepare procurement documents.

• Generate, manage, and maintain procurement expense logs and logs for base supply action accounts.

• Manage inventory accounts for additions, procurements, and deletions (turn-ins).

• Maintain Test Measurement and Diagnostic Equipment (TMDE) account in coordination with PMEL requirements and test engineer schedules.

• Prepare and track communications/computer authorization requests.

• Coordinate material, parts, and assemblies within or between departments in accordance with production and shipping schedules.

• Requisition materials and establish delivery sequences according to job order priorities and anticipated availability of material.

• Compute amount of material needed for specific job orders.

• Compile inventory reports of quantity and type of material on hand.

• Move or transport material from one GWEF department to another.

4. GWEF Senior Network Support Specialist

Duties

• Provide senior level expertise to resolve moderately to very challenging problems in the area of responsibility. Work independently in nearly all cases with rare need to consult with principal level expertise on problems of exceptional difficulty. Must be proficient in computer hardware, computer administration, programming, LAN administration, or other related information systems. Must be proficient in managing operating systems for Windows and Linux in both standalone and server based applications.

• Provide support for GWEF test area real-time computers, support computers and network systems. The scope of this requirement does not extend to non-test area office automation systems, i.e. NIPRNet/SIPRNet connected systems. Systems supported include a mix of HP/Compaq/DEC Alpha computers running the VMS operating system, Silicon Graphics multi-processor systems, PC-based systems running multiple operating systems including multiple versions of Windows, UNIX, Linux and Real-Time Linux, Beowulf clusters, building wide and test area specific servers and various network-attached devices (e.g. storage devices, printers, etc).

• Install, maintain, upgrade, and troubleshoot software, including but not limited to operating systems, commercial application software, security software, compilers and device drivers.

• Perform routine maintenance, upgrades, troubleshooting, and minor repairs to computer and network hardware. Upgrades include, but are not limited to, adding memory modules, hard drives and add-in cards. Troubleshooting activities include, but are not limited to, evaluation of failed systems to determine if repairable, making minor repairs, and/or coordinating with warranty/contracted maintenance support.

• Design and fabricate optimized, application-specific PCs using commercially available components.

• Serve as the primary technical point-of-contact for interfacing with warranty and/or contracted vendor maintenance support for both hardware and software.

• Maintain, troubleshoot, and upgrade the test area networks, which includes unclassified and classified local area networks (LANs) and the individual test area LANs throughout the

GWEF.

• Maintain server computers supporting test activities.

• Develop, implement, and maintain software configuration control procedures.

• Develop, implement, and maintain system/software backup procedures.

• Provide technical expertise to recommend network components, computer systems and components and administrative support software (e.g. license metering systems, security, etc).

• Serve as system administrator on all test area computer and network systems.

• Develop, implement, and maintain a disaster recovery plan for systems deemed by the government to be critical HITL systems.

• Support required accreditation activities.

Education

• Requires CompTIA Security+ certification.

Security Clearance: TOP SECRET security clearance. Must meet requirements to operate in enhanced security environments.

5. GWEF Journeyman Network Support Specialist

Duties

• Must have an extensive working knowledge of computer hardware, computer administration, programming, LAN administration, or other related information systems Must be fully competent in managing operating systems for Windows and Linux in both standalone and server based applications. Work independently to resolve routine and moderately difficult tasks with occasional support and consultation with senior level personnel.

• Provide support for GWEF test area real-time computers, support computers and network systems. The scope of this requirement does not extend to non-test area office automation systems, i.e. NIPRNet/SIPRNet connected systems. 6. GWEF Senior Field Engineer (Facility Management)

Duties

• Provides senior level expertise to resolve moderately to very challenging problems in the area of responsibility. Work independently in nearly all cases with rare need to consult with principal level expertise on problems of exceptional difficulty.

• Provide the GWEF with technical building oversight.

• Oversee and schedule civil engineering work orders to ensure smooth operations within affected GWEF test areas.

• Provide technical guidance and participate in the specification, design or procurement, and installation of GWEF HITL simulation systems.

• Perform technical evaluation of facility electrical and mechanical modifications and evaluate maintenance of building electrical, mechanical, security and monitoring systems to ensure functional compatibility and electromagnetic interference (EMI) and TEMPEST integrity and to minimize impact on GWEF test and development schedules.

• Maintain knowledge of GWEF internal alarm systems and function as liaison to base Fire Department, Security Forces, Communications, and Civil Engineering.

• Support the GWEF security manager and overall security posture to include serving as building key/lock custodian and respond to emergency security alarms.

• Exercise independent judgment in resolving O&M problems associated with GWEF environmental, safety, and security systems, subsystems and components.

• Provide technical oversight of GWEF teams specifying, designing and accomplishing building modifications, or performing O&M activities within the facility.

• Specify and design system components and make major design modifications to environmental, safety, and security systems.

• Prepare technical reports, schedules, status reports, operation and maintenance expenditure reports, and facility upgrade cost, schedule and performance information.

• Support facility tours and briefings for distinguished visitors.

Education

• Associate Degree or Training certificates in electronics or engineering from trade schools, colleges, military, etc.

Experience

• Must have a minimum of ten years’ experience in specialized or focused areas requiring technical evaluation of GWEF facility electrical and mechanical modifications and evaluating maintenance of building electrical, mechanical, security and monitoring systems that ensure functional compatibility and EMI and TEMPEST integrity.

Security Clearance: TOP SECRET security clearance. Must meet requirements to operate in enhanced security environments. Must have a TS/SCI on day one of contract award.

7. GWEF Expert Field Engineer (Mechanical Design and Fabrication)

Duties

• Work independently to solve the most challenging and unique problems which have little precedence for solutions. Provide expertise, often in highly specialized or focused areas, for which there may be a scarcity of expertise across the nation. Provide support for the complex Guided Munitions simulations within the GWEF. This support includes the analysis, design, installation, operation, maintenance and evaluation of mechanical and electromechanical devices, systems and fixtures for HITL simulations, all of which are required to interface, adapt, and mount test items and simulation equipment comprising complex instrumentation systems in an HITL simulation configuration. Must have the ability to provide innovative designs where use of existing technology is not sufficient.

• Design major mechanical, hydraulic and electromechanical systems and system components and make major design modifications for simulation area installations.

• Analyze data from proposals, specifications and manuals to determine feasibility of a design or application.

• Perform static and dynamic analysis of mechanical and electro-mechanical systems.

• Provide engineering analysis of mechanical systems, including analysis of torques, flexures, bending moments, stresses and strains, velocities and acceleration.

• Must be proficient in the design and modification of mechanical interfaces and enclosures for miniature electronic and fiber optic devices of domestic and foreign IR guidance units.

Lead the design and modification of mechanical interfaces and enclosures for miniature electronic and fiber optic devices embedded in domestic and foreign IR guidance units.

• Design, fabricate, and install products or systems, including instruments, controls, machines, mechanical systems, hydraulic systems, heat transfer systems and optical instrumentation such as lenses, image projection systems and complex optical mounts for projection systems, and lenses.

• Must be proficient in the use of PC-based CAD tools. Provide design documentation in all applicable areas by use of PC-based CAD tools.

• Support the preparation of technical reports and correspondence.

• Provide technical guidance and oversight for other field engineers and technicians conducting similar activities.

Education

• Associate Degree or Training certificates in electronics, engineering, machining, or mechanics from trade schools, colleges, military, etc.

Experience

• Must have a minimum of fifteen years’ experience in analysis, design, installation, operation, maintenance and evaluation of mechanical and electromechanical devices, equipment, systems and fixtures for HITL simulations including general laboratory equipment, Carco Electronics, Contraves and Acutronics flight motion simulators, rate tables and GWEF-specific target generation equipment with precision optical components.

Security Clearance: TOP SECRET security clearance. Must meet requirements to operate in enhanced security environments.

8. GWEF Senior Field Engineer (Mechanical Design and Fabrication)

Duties

• Provide senior level expertise to resolve moderately to very challenging problems in the area of responsibility. Work independently in nearly all cases with rare need to consult with principal level expertise on problems of exceptional difficulty.

• Provide support for the complex Guided Munitions simulations within the GWEF. • Provide technical guidance and oversight for other field engineers and technicians conducting similar activities.

Education

• Associate Degree or Training certificates in electronics, engineering, machining, or mechanics from trade schools, colleges, military, etc.

Experience

• Must have a minimum of ten years’ experience in analysis, design, installation, operation, maintenance and evaluation of mechanical and electromechanical devices, equipment, systems, and fixtures for HITL simulations including general laboratory equipment, Carco Electronics, Contraves and Acutronics flight motion simulators, rate tables and GWEF-specific target generation equipment with precision optical components.

Security Clearance: TOP SECRET security clearance. Must meet requirements to operate in enhanced security environments.

9. GWEF Plant Operations and Maintenance Specialist

Duties

• Fully proficient in the area of expertise. Work independently to resolve routine and moderately difficult tasks with occasional support and consultation with senior level personnel. Provide support for fabrication and maintenance of complex HITL components.

• Maintain flight motion simulator hydraulic systems.

• Understand and analyze data from documents, including Government specifications to determine feasibility of a design or application.

• Build/fabricate components to be installed, operated, and maintained in systems and fixtures for HITL simulations, including general laboratory equipment, complex instrumentation, flight motion simulators, rate tables and target generation equipment with precision optical components.

• Perform technical shop computations such as dimensioning and tooling and establishing optimum feed rates and machine speeds.

• Set up and operate lathes, drill presses, milling machines, other precision tools and hand tools.

• Work with sheet aluminum and other metals. Cut, drill, tap and accomplish sheet metal work in a variety of metals, including aluminum.

• Perform metal inert gas (MIG) and tungsten inert gas (TIG) welding and silver soldering.

• Perform preventive maintenance and corrosion control.

• Maintain and reconfigure test areas and equipment. This includes cleaning, painting, routine servicing, light repair, construction, and general housekeeping of the GWEF work areas.

• Work at heights above ground level on ladders and/or scaffolding.

• Provide facility security, according to the Government operating instructions, for access control, security escort and building opening and closing.

Education

• Training certificates in electronics, engineering, machining, or mechanics from trade schools, colleges, military, etc.

Experience

• Must possess an extensive working knowledge to understand, operate, and maintain large complex industrial scale systems including hydraulic flight motion simulators, machining/fabrication systems, etc.

Security Clearance: TOP SECRET security clearance. Must meet requirements to operate in enhanced security environments.

10. GWEF Senior Field Engineer (EO/IR/LASER/RF/GPS)

Duties

• Provide senior level expertise to resolve moderately to very challenging problems in the area of responsibility. Work independently in nearly all cases with rare need to consult with principal level expertise on problem of exceptional difficulty.

• Support the development, operation, and maintenance of complex electronic equipment utilized by GWEF HITL processes for guided munitions and infrared (IR) countermeasures (IRCM) simulations, including electro-optical (EO), IR (IR), LASER, RF and GPS technologies. These systems include foreign and domestic surface-to-air, air-to-air, and air-to-surface weapons sensors, GWEF simulation hardware, and countermeasure systems.

• Install, operate, maintain RF amplifiers, signal generators, spectrum analyzers, RF probes, frequency counters, RF attenuators and modulators, RF cabling, PCs and computer interfaces to simulation equipment, rate tables, flight motion simulators, LASER systems, high sensitivity radiometers and IR calibration equipment, spectral radiometer and National

Institute of Standards and Testing (NIST)-traceable IR sources (high temperature and differential types).

• Support facility engineers and analysts in developing test capabilities.

• Prepare and verify test items for operation and troubleshoot failed test items using established procedures or by developing new procedures when existing methods are insufficient.

• Set up test equipment, configure test areas for simulation, prepare equipment and perform equipment diagnostics, operate IR/RF equipment, collect data during testing and process data collected.

• Align and calibrate RF, LASER, IR and visible optical systems.

• Support the preparation of technical reports and correspondence.

• Design, fabricate, install, operate, and maintain GWEF EO, IR, and RF HITL simulation equipment.

• Provide innovative designs where existing methods are insufficient.

• Troubleshoot complex simulator systems down to the lowest component level.

• Document all system configurations and modifications.

• Provide technical guidance for lower grade field engineers and technicians.

• Analyze system functions and design interface applications when little or no supporting documentation is available.

• Develop and maintain fiber optic networks and GPS-based time synchronization networks.

Education

• Associate Degree or Training certificates in electronics or engineering from trade schools, colleges, military, etc.

Experience

• Must have a minimum of ten years’ experience in development, operation and maintenance of complex electronic equipment utilized by GWEF HITL processes for guided munitions and IRCM simulations, including EO, IR, LASER, RF and GPS technologies.

• Must be proficient in the design and modification of optical and electronic interfaces on domestic and foreign IR guidance units.

Security Clearance: TOP SECRET security clearance. Must meet requirements to operate in enhanced security environments.

11. GWEF Senior Field Engineer (EO/IR/LASER/GPS)

Duties

• Provide senior level expertise to resolve moderately to very challenging problems in the area of responsibility. Work independently in nearly all cases with rare need to consult with principal level expertise on problem of exceptional difficulty.

• Support the development, operation and maintenance of complex electronic equipment utilized by GWEF HITL processes for guided munitions and IRCM simulations, including EO, IR, LASER and GPS technologies. Must be proficient in the design and modification of optical and electronic interfaces on domestic and foreign IR guidance units. These systems include foreign and domestic surface-to-air, air-to-air and air-to-surface weapons sensors, GWEF simulation hardware and countermeasure systems.

• Install, operate, maintain signal generators, EO and IR sources, spectrum analyzers, interface cabling, optical components, PCs and computer interfaces to simulation equipment, rate tables, flight motion simulators, LASER systems, high sensitivity radiometers and IR calibration equipment, spectral radiometer and National Institute of Standards and Testing (NIST)-traceable IR sources (high temperature and differential types).

• Support facility engineers and analysts in developing test capabilities.

• Prepare and verify test items for operation and troubleshoot failed test items using established procedures or by developing new procedures when existing methods are insufficient.

12. GWEF Senior Hardware-in-the-Loop (HITL) Engineer/Analyst (EO/IR/LASER Seekers/Sensors Simulation)

Duties

• Provide senior level expertise to resolve moderately to very challenging problems in the area of responsibility. Work independently in nearly all cases with rare need to consult with principal level expertise on problems of exceptional difficulty. Must be proficient in software development in the GWEFRTS framework. Support the development of closed-loop HITL simulations of guided weapons and IRCM systems utilizing the GWEFRTS framework.

• Develop and integrate HITL software for simulated air-to-air, surface-to-air, and air-to-surface weapons engagements. These simulations incorporate both hardware and software model elements into a single HITL simulation used for test and evaluation of weapon systems and include models of kinematics, dynamics, hydraulic, pneumatic, and electromechanical control actuators and components such as linear and angular accelerometers, gyroscopes, rate sensors, barometers, and EO, IR and LASER seekers/sensors. These models are required to execute in real-time at integration rates exceeding 2000 Hz.

• Model airframe dynamics based on wind tunnel or computer-generated aerodynamic data.

• Develop and implement target models including environmental effects.

• Interface the simulation software to the weapon system under test and the GWEF test equipment, including flight motion simulators; EO, IR and LASER target simulators; Global Positioning System (GPS); and other components.

• Integrate the simulation software and hardware components to form a working simulation and troubleshoot new or existing simulations; these simulations operate on a variety of computer platforms, including Alpha workstations and PC compatibles.

• Execute a validation plan to establish the simulation’s validity and limitations, verify and validate HITL simulations against other simulations and against actual ground and flight tests and validate simulation data collected for specific test programs.

• Must be proficient in software development in FORTRAN, MATLAB/Simulink, C and C++ to develop and modify simulations written in FORTRAN, MATLAB/Simulink, C, and C++.

• Act as the GWEF closed-loop technical expert and HITL specialist, advising facility engineers and analysts on complex HITL issues.

• Analyze independently-developed HIL simulations, identify any performance issues and resolve them.

Education/Experience

• Either a minimum of a MS from an accredited school in Aeronautical/Aerospace, Electrical Engineering, Physics, Mathematics or a closely related technical field as appropriate to the position and a minimum of ten years of senior level experience in the duties as specified above;

• Or BS from an accredited school in Aeronautical/Aerospace, Electrical Engineering, Physics, Mathematics or a closely related technical field as appropriate to the position and a minimum of thirteen years of senior level experience in the duties as specified above.

14. GWEF Principal Hardware-in-the-Loop (HITL) Engineer/Analyst

Duties

• Provide expertise to resolve the most challenging and unique problems in the area of responsibility. Work independently to solve exceptionally difficult or unique problems for which little, if any, precedence exists. Support the test and evaluation of advanced guided weapons and IRCM systems via HITL simulation.

• Provide authoritative simulation expertise for the development of innovative technical solutions that exceed the existing HITL simulation state-of-the art.

• Establish facility-wide standard approaches and methodologies to successfully develop and integrate HITL software for simulated air-to-air, surface-to-air, and air-to-surface weapons engagements.

• Provide standards and guidance for the proper modeling of airframe dynamics based on wind tunnel or computer-generated aerodynamic data.

• Provide authoritative direction in the development of high fidelity target models including environmental effects.

• Provide expert advice on the development of hardware interfaces, including, analog-to-digital and digital-to-analog interfaces, digital parallel or serial interfaces, shared memory systems and combinations thereof. Development of interfaces to the system under test, GWEF-specific test equipment, Carco Electronics, Contraves and Acutronics flight motion simulators, custom E/O, IR, LASER and MMW target simulators, GPS and other components.

• Establish overarching simulation architectures to facilitate the integration of simulation software and hardware components into working simulations. These simulations operate on a variety of computer platforms, including Alpha workstations and PC compatibles.

• Develop methodologies and approaches for HITL simulation verification, validation and accreditation.

• Develop plans and procedures to verify and validate HITL simulations against other simulations or test data and to validate simulation data collected for specific test programs.

• Serve as the GWEF closed-loop simulation technical experts and HITL specialists, advising facility engineers and analysts on complex HITL issues.

• Provide analysis methodologies for the evaluation of independently-developed HITL simulations, identification of any performance issues and resolution of these issues.

• Must be proficient in software development in FORTRAN, MATLAB/Simulink, C and C++ to develop and modify software written in FORTRAN, MATLAB/Simulink, C, and C++.

Education/Experience

• Either a minimum of a MS from an accredited school in Aeronautical/Aerospace Engineering, Electrical Engineering, physics, mathematics or a closely related technical field as appropriate to the position and a minimum of fifteen years of senior level experience in development of HITL simulations for guided munition and IRCM systems;

• Or BS from an accredited school in Aeronautical/Aerospace Engineering, Electrical Engineering, physics, mathematics or a closely related technical field as appropriate to the position and a minimum of eighteen years of senior level experience in development of HITL simulations for guided munition and IRCM systems.

• Must be proficient in software development in the GWEFRTS framework.

• Must have in-depth knowledge of the theories, principles and practices of HITL simulator design and extensive hands-on experience applying that knowledge utilizing the GWEFRTS framework.

Security Clearance: TOP SECRET security clearance. Must meet requirements to operate in enhanced security environments. Two of the three GWEF Principal HITL Engineer/Analysts in this labor category must have a TS/SCI on day one of contract award.

15. GWEF Principal Engineer/Analyst (FLITES API)

Duties

• Provide expertise to resolve the most challenging and unique problems in the area of responsibility. Work independently to solve exceptionally difficult or unique problems for which little, if any, precedence exists.

• Provide support to design and develop multispectral synthetic target environments for real-time scene rendering. Multispectral environments include EO, IR, UV, RF and MMW.

• Provide imaging and HITL subject matter expertise to facility engineers and provide technical advice on complex modeling issues.

• Identify and convert source data to multi-spectral synthetic target databases for subsequent rendering.

• Must be proficient in developing, verifying and validating IR signature predictions codes using SPIRITS, CHAMP, and GWEF implementation of RTC3, FLITES v2, MUSES, and

MODTRAN.

• Design, modify, implement, operate, validate and interface computer-generated image rendering systems and software.

• Create, modify, and delete targets and backgrounds for specific imaging systems.

• Model environmental phenomenology for realistic presentation of adverse weather conditions.

• Incorporate realistic countermeasure models for presentation to guided weapons systems.

• Develop and maintain databases and target models to be used in HITL simulations of imaging systems.

• Integrate simulation software and hardware components to form a working simulation, as well as troubleshoot and repair existing simulations.

• Must be proficient in software development in FORTRAN, MATLAB/Simulink, C and C++ to develop and modify software written in FORTRAN, MATLAB, C and C++.

• Will support advanced software development, modification and configuration control for signature prediction codes and models used in HITL.

Education/Experience

• Either a minimum of a MS from an accredited school in Aeronautical/Aerospace Engineering, Electrical Engineering, Physics, Mathematics or a closely related technical field as appropriate to the position and a minimum of fifteen years’ of senior level experience in development of real-time synthetic target models for use in the HITL simulations for guided munition and IRCM systems;

• Or BS from an accredited school in Aeronautical/Aerospace Engineering, Electrical Engineering, physics, mathematics or a closely related technical field as appropriate to the position and a minimum of eighteen years of senior level experience in development of HITL simulations for guided munition and IRCM systems.

• Must be proficient in FLITES API code development.

• Must have a minimum of five years’ experience in PC-based image generation systems that interface with resistor array system controllers for the purpose of resistor array scene projection for real-time HITL simulations.

• Must have in-depth knowledge of the theories, principles and practices of HITL simulation design and experience applying that knowledge utilizing the GWEFRTS framework.

16. GWEF Senior Engineer/Analyst (IR Signature Prediction)

• Must be proficient with FLUENT software and have a working knowledge with Craft 3D CFD to support development and incorporation of 3-D engine plume models based on computational fluid dynamics (CFD) into real-time rendering software suitable for use in the

GWEF HITL.

• Either a minimum of a MS from an accredited school in Aeronautical/Aerospace Engineering, Electrical Engineering, Physics, Mathematics or a closely related technical field as appropriate to the position and a minimum of ten years of senior level experience in development of real-time synthetic target models for use in the HITL simulations for guided munition and IRCM systems;

18. GWEF Expert Field Engineer (Stability & Control Principles)

Duties

• Work independently to solve the most challenging and unique problems which have little precedence for solutions. Provide expertise, often in highly specialized or focused areas, for which there may be a scarcity of expertise across the nation.

• Provide support to design, develop, install, verify, operate, maintain, analyze and evaluate simulation equipment comprising complex instrumentation systems. The simulation equipment includes general laboratory equipment; multi-channel data acquisition systems;

the Multi-Engine Simulator Apparatus (MESA) controllers; SCRAMNET memory networks;

computer interfaces to simulation equipment; rate tables; flight motion simulators; high sensitivity radiometers; and EO/IR/LASER calibration equipment.

• Serve as facility expert on flight motion simulator specifications, installations, operations and maintenance. Including the ability to compensate both analog and digital controllers.

• Must be proficient in and apply knowledge of stability and control principles, electronics, computer systems, local area networks (LANs) and instrumentation related to HITL simulation operations.

• Set up test equipment, configure test areas for simulation, prepare equipment and perform equipment diagnostics, operate IR/RF equipment, collect data during testing and process data collected.

• Design system components and make major design modifications for test area installations.

• Analyze system functions and design interface applications when little or no supporting documentation is available.

• Prepare the test item for evaluation, operate HITL simulations and verify proper test item operation in the HITL environment.

• Evaluate operational systems and recommend modifications to accommodate changes in system requirements or address system malfunctions.

• Provide analysis and design support to establish system performance improvements and improve technical procedures.

• Design and modify optical and electronic interfaces and control systems.

• Support the preparation of technical reports and correspondence.

• Provide technical guidance and oversight for technicians conducting similar activities.

Education

• Associate Degree or Training certificates in electronics or engineering from trade schools, colleges, military, etc.

Experience

• Must have a minimum of fifteen years’ experience in designing, developing, operating, maintaining HITL simulation equipment. The simulation equipment includes general laboratory equipment; VME multi-channel data acquisition systems; the GWEF RF simulator, the GWEF MMW simulator; SCRAMNET memory networks; computer interfaces to simulation equipment; rate tables; Carco Electronics, Contraves and Acutronics flight motion simulators; and EO/IR/LASER/RF/MMW calibration equipment.

• Must be proficient in the design and modification of optical and electronic interfaces for domestic and foreign IR guidance units.
