APPENDIX B1

RANGE UNEXPLODED ORDNANCE AND RESIDUE (RUXOR)

1.0 PURPOSE. The purpose of RUXOR activities is to recover, handle, demilitarize, and dispose of RUXOR resulting from past and present operations.

2.0 GENERAL.

2.1. RUXOR is composed of unexploded ordnance, the remains of live/inert ordnance items, targets, structures, and other debris on the range. RUXOR may contain explosives, ignitable material, Low-Level Radioactive Materials (LLRM), military controlled items, RCRA controlled material, recyclable material and trash. Legacy RUXOR is material that has accumulated over a period of time from past operations. Sustainment operations are the recovery and disposal of material associated with current range operations and are an integral consideration on all current test missions IAW 96 TW policies.

2.2. Range residue requires special handling procedures. All range residue must be inspected for Ammunition, Explosives and other Dangerous Articles (AEDA), recyclable materials, LLRM, and hazardous materials, including Resource Conservation and Recovery Act (RCRA)-managed wastes. These materials must be processed IAW applicable regulations and instructions.

3.0 CAPABILITIES.

3.1. The Contractor shall provide a RUXOR management process that includes scheduling and conducting RUXOR maintenance activities. These activities include locating, identifying, collecting, and transporting RUXOR to designated holding areas, segregating RUXOR for recycling and disposal, accomplishing necessary demilitarization, certifying and verifying material is free from explosive and radioactive materials, preparing material for disposal or recycling, and providing RUXOR data.

RUXOR data includes known and suspected RUXOR locations and quantities and types of RUXOR processed.

3.2. The Contractor shall provide RUXOR clearance operations including documentation, recovery, and disposal as an integral part of standard range operation and maintenance. Contractor-generated operating procedures shall be IAW established federal, state, local, and AF procedures. Conduct of clean-up and disposal operations require close coordination between Contractor personnel and Explosive Ordnance Disposal (EOD), Defense Reutilization & Marketing Office (DRMO), 96th Aerospace Medical Squadron, Bioenvironmental Flight, 96 TW Safety Office, and 96 TW personnel.

3.3. Contractor RUXOR personnel shall operate on all land areas within the confines of the Eglin Range, including test areas, recreational areas, littoral areas, and landlocked bodies of water. The primary staging area is building 5109 located at TA B-4C.

3.4. RUXOR activities shall be conducted only by qualified unexploded ordnance (UXO) technicians who are knowledgeable in munitions handling, demilitarization procedures, DRMO procedures, and hazardous materials. The Contractor UXO technicians shall be graduates of the Naval Explosive Ordnance Disposal School or equivalent (as determined by the Contracting Officer) and each shall have a minimum of six years experience in explosive disciplines.

3.5. Contractor personnel shall not safe or destroy unexploded live ordnance.

Contractor personnel report suspected explosive material to the Government EOD personnel, who are responsible for safing or destroying unexploded live ordnance.

3.6. The Contractor shall operate and maintain the RUXOR equipment, including:

1. Mobile GPS units.

2. Computers.

3. Magnetic locators.

4. Digital still cameras.

5. Shop equipment.

3.7. The Contractor shall operate radiological survey and monitoring equipment.

3.8. In addition to the requirements of this appendix at the AVSF & AEN Wright- Patterson AFB, the contractor shall follow all local WPAFB procedures and policies. All explosive operations are handled by Range Safety Officers (RSOs). There are three (3) Government RSOs and one (1) Contractor RSO.

3.9. The contractor shall maintain and operate the vehicles identified in Table B1-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
