E-OMS Industry Day #2 Questions & Answers

Q. Is there a base fee?
A. There will not be a base fee.
Q. Why is there a fixed fee for MGTF?
A. We need to keep the appropriate expertise on contract. We feel this contract type incentivizes that.
Q. Why is there no base fee on the range?
A. We have determined that not including a base fee is in the best interests of the Government.
Q. Why is there a CPAF CLIN and a CPFF CLIN when it is one program?
A. Regarding the CPFF LOE CLIN, the Government has a consistent and stable requirement for high-level technical expertise in unique test and evaluation facilities at Eglin, Wright Patterson, and Holloman. The priority is to maintain this level of expertise at all times, reducing the Government’s risk of mission failure. This level of technical expertise is limited by its nature, and it is vitally important that the Contractor provide qualified individuals to fill each of these positions. We believe that CPFF LOE is best suited to achieve this requirement.
The Government is using CPAF for the remainder of the requirement to motivate excellence in contract performance (including innovation), and there is no means for predetermining objective incentive targets applicable to cost, schedule and technical performance.
Q. Why not incentive fee if the Government is looking for innovation?
A. We are basically doing that. A portion of the award fee pool is tied to innovations.
The incentive fee construct has a heavy emphasis on cutting costs and the government is looking for increased operational efficiency. The Government doesn’t necessarily want that result, we need more flexibility.
Q. Can we sight approaches other agencies used? For example, the Navy Marine Ops RFP/contract?
A. Yes.
Q. Will changes/comments to industry’s questions be addressed in final RFP?
A. Yes. Answers to recurring areas of interest addressed at industry day will be posted.
Additional answers that drive more significant changes will also be posted. Grammatical type comments will not be posted. Answers should be available shortly.
Q. Will the definition of a major sub be posted?
A. Yes.
Q. Are there other contracts on Eglin providing MGTF support?
A. Yes; there are people on other contracts.
Q. What percent is not on the current contract?
A. Approximately 12% of the GWEF positions are not on the current range contract.
Q. Can the key technical positions be taken out of the competition and added later?
A. No, leadership wants them in the E-OMS effort.
Q. If a company shows how they are capable of replacing that kind of expertise, is that a fair assessment?
A. Yes.
Q. Do you have experience with high turnover?
A. Don’t know percentage, but some people leave.
Q. Why do they leave? Salary?
A. Their skill set is very marketable.
Q. Concerning equipment list, can a company representative get it?
A. Yes, it can be emailed but it cannot be placed on FBO.
Q. Are there Test Wing restrictions for information assurance?
A. Government impression is that there are no local Test Wing restrictions.
Q. If a program is already accredited through AF, will Test Wing allow it?
A. We don’t approve this, but, we will vet it for you.
Q. What is the RFP schedule?
A. Today, the RFP release is scheduled for late April.
Q. How long will industry have to turn in proposals?
A. 45 Days
Q. Why is there a change in days for the Range and Contractor stand down clause?
A. The time frame was lengthened after significant budget issues. To protect against unknowns and furloughs.
Q. Why can’t we price the stand down?
A. Government will look into, but the current budget situation is very different than in the past, there will be time to prepare for a stand down.
Q. How can the Government determine if a company complies with the exclusivity language?
A. Government would pursue actions if exclusivity actions were discovered. Q. So is it the theoretical maximum, what is 100% utilization? What is stability profile?
A. Meant to provide a baseline doesn’t account for surges, sags, cross utilization and operational efficiencies. Intent is to level the playing field.
Q. It is a correct assumption that the workload indicators will remain constant?
A. Just a snapshot in time.
Q. It is unclear how the scenario is related to the cost proposal.
A. It is a sample scenario, not anticipated to be included in the TEP. .
Q. What about using incentive fees?
A. Work is subjective, so, award fee is more appropriate.
Q. Can the Government provide safety metrics the contractors will be expected to perform to?
A. Those are in the QASP, the Government can publish.
Q. How do you grow the customer base if the schedule is full?
A. The range is very busy, Government has been very directive in the past, we are looking for innovations to increase operational efficiencies.
Q. Is the Government limited by the money or people?
A. Both, it depends on the capability and it’s not the same answer every day.
Q. Online is a Test Wing Strategic Plan dated 2010. Is there a newer version?
A. No, that version is the most current.
Q. What are the small business requirements?
A. 25% of total contract value.
Q. Reference H013. Offeror to provide 41 resumes, letters of intent, SF86s. Can you clarity intent? It seems the first right of refusal to all incumbents would achieve intent.
A. Government will relook at this.
Q. What does executive level in management approach mean?
A. Program Manager, Deputy, Business Development, and/or managers for the effort.
Q. What does the Government mean by manning costs, is this dollars or man-years?
A. Scenario is not being put on contract, not in TEP. Government is looking at how innovative a company is.
Q. What is the extent of network connectivity with respect to range instrumentation suites and test site/facilities?
A. The RIG is the tie in to all the sites, TRD has more details.
Q. How are the EOMS contract resources scheduled/assigned?
A. Work is assigned through the Central Scheduling Enterprise (CSE), an Air Force application, managed by the Government, and a locally written Electronic Tasking System (ETS), which is used before, during, and after mission support. The electronic tasking system is managed by government personnel in the Test Wing Staff.
Q. How does the EOMS contract support range mission scheduling and planning?
A. The contractor does not contribute; everything is done by the government.
Q. What are the major TDAP or I&M projects scheduled for the next several years?
A. The Government intentionally excluded this information because of so many unknowns with budget cuts. Will publish strategic plan at a high level. Replacement of assets will be directed by the Government.
Q. The Government Estimate identifies approximately 158 FTEs for the MGTF. Looking at Section H, for the Cost Plus Fixed Price LOE, the equivalent man-years seem to represent 141 FTEs. Can you clarify?
A. Government will look in to, but supervisory positions or overhead positions not in LOE with the exception of LGTF.
Q. One contract, full and open?
A. Yes.
Q. Is day to day O&M of the facility residing with civil engineering?
A. Team is working with civil engineering to write an agreement, will publish when it is available.
Q. Is environmental piece all civil engineering?
A. Yes.
Q. Can the Government provide list of current incumbent contractors/contracts?
A. Yes, it’s available on FBO.
Q. Is the innovation scenario about the ability to flex the workforce? Think this is addressed in the rest of the proposal. If want implemented, put in PWS.
A. Intent is to ensure focus is on innovation.
Q. Are you evaluating the innovation process or solution?
A. Evaluating process.
Q. Who provides software for work control?
A. System is in place but Offerors can propose if already accredited with AF.
Q. Can the system be changed during performance of the contract?
A. Yes.
Q. Small Business – is it a goal or a mandate?
A. It is a goal and tied to the award fee.
Q. Is this TRMC funded?
A. No.
Q. On innovation scenario, if a waiver request was proposed and its approval was risky, would an Offeror get downgraded in the evaluation process?
A. The Offeror wouldn’t be eliminated on that basis.
Q. What is a composite labor category?
A. Combining of labor categories.
Q. Does equipment include facilities?
A. No that is different. We can post the facilities. Facilities are also provided by the Government.
