E-OMS/NRTF Industry Day Questions & Answers

Q: Your slide suggested multiple schedules (ex: 4-20s & 3-10s or 5-18s & 2-10s) that add up to 110 hours per week; what is the real work load?
A: We test 40-42 weeks per year with the rest of the time spent on maintenance and technology insertion. A staffing estimate will be published.
Q: Can you better define “over and above tasks”? How often does this happen?
A: They happen regularly and provide further specific direction to the contractor, more focused than requirements in the PWS. These tasks could be a result of improvement and modernization (I&M) projects, scientific and technical projects, CTEIP or pre-mission configuration changes.
Q: What was the value of the comment about an average 8-12 Engineering projects at approximately $7M per year? Are these engineering projects all I&M? Of the $7M average per year for the 8-12 Engineering projects, how much is allocated for labor? Is this RBA labor?
A: All projects are I&M. The $7M is the total for completion of the projects. This may include RBA labor.
Q: Will the Government provide a listing of GFP, RP, RPIE, vehicles, etc.?
A: The government will be publishing an equipment listing.
Government Comment: There are no OIs in maintenance; we task the contractor to identify a list of things to fix.
Q: How do you work subcontracting security issues?
A: WSMR has a security vetting process and we follow that.
Q: What about maintenance of instrumentation?
A: The site electronics are handled by the contractors working at the facility. They are the same people doing the O&M and testing.
Q: The NRTF portion has more construction than under the current ETTC.
A: The O&M contractor will be responsible for maintenance on real property at the NRTF site. The government is responsible for interfacing with CE. PRs are utilized to sub activities out if the contractor is unable to accomplish the necessary maintenance/construction, etc.
Q: Is all the IT equipment, computer controlled equipment, data collection and instrumentation equipment today currently IA certified with Authority to Operate (ATO)?
A: All items above require a certification; it is the responsibility of the O&M contractor to maintain the certifications of the IT systems.
Q: How are the evacuations (2 x per week) handled? Does the O&M employee charge to the program causing the evacuation or run out?
A: The contractor is typically given 3 days’ notice for evacuations. It is the contractor’s responsibility to schedule the manpower appropriately. Unplanned evacuations are handled on a case by case basis.
Q: Does the Government provide GP vehicles (4.2.7 versus 4.2.1)?
A: It is unknown at this time pending higher headquarters decisions. LRS may provide maintenance support for heavy equipment and the contractor would provide maintenance support for the rest.
Q: Under section 2, Test, you may want to confirm that PIONEER and SABER software programs will be Government provided and Government-owned and simply contractor operated. Are these programs “approved” through the C&A process?
A: Yes and yes.
Q: Are there any leftover requirements from mothballing of the RATSCAT facility such as PMIs, corrosion control, equipment? Will the O&M contractor be responsible for the equipment?
A: No, E-OMS will not have a RATSCAT requirement.
Q: Request a copy of WSMR environmental permit with State or listing of those environmental requirements.
A: The government owns this process.
Q: What type of labor unions are a part of this contract? How many?
A: The current union agreement expires at the end of this contract and will be published.
Q: In regards to the transition, in either option, there will be no impact to Eglin, correct?
A: Correct.
Q: Are the facilities real property?
A: Yes.
Q: In regards to the SB requirement, do you see the dollars coming through being a prime, sub or through vendor purchases?
A: Small business dollars should come through total contract value. Subs will need to be utilized, as you cannot obtain the goal only through CAP.
Q: Will other work under the 96 TG be covered under E-OMS? For example, UHARS?
A: That is not our intention.
Q: Are there any other ground test elements?
A: No.
Q: Please explain the rational for 0 base fee, FF, and AF.
A: The plan is to establish a minimum of 5% AFP (Army, Eglin, NRTF); 0 base fee on those CLINs. If you feel it should be more, please feel free to state so in your proposal. The 3 CPAF CLINs will feed O&M award fee pool.
