APPENDIX E2

SIMULATED TEST ENVIRONMENT FOR MUNITIONS (STEM)

1.0 PURPOSE. The purpose of the STEM is to provide a wide range of performance testing under simulated, induced, and natural environments. The tests are used to determine that munitions, mechanical and electronic assemblies and components, and related items are safe and that they will function as intended. The STEM also provides the capability to perform functional analyses and malfunction investigations.

2.0 GENERAL.

2.1. The STEM, located at TA A-24 on Eglin main base, is sited for explosive hazard classifications up to and including 1.1, as defined in AFMAN 91-201.

2.2. The STEM provides environmentally preconditioned test items for functional testing on other Eglin test facilities. Munitions tested on other Eglin facilities are examined at the STEM.

2.3. Building 432 is shared with Air Force Research Laboratory personnel.

3.0 CAPABILITIES.

3.1. The Contractor shall operate and maintain the STEM environmental test systems and equipment, including:

3.1.1. Environmental chambers installed in explosion-proof bays (building 432) and associated equipment, including:

1. Temperature chamber.

2. Two temperature-humidity-altitude chambers.

3. Temperature-vibration chamber.

4. Temperature-vibration AGREE chamber.

5. Thermal drying oven.

6. Thermal shock chamber.

7. Immersion chamber.

8. Salt fog corrosion chamber.

9. Explosion-proof testing chamber.

10. Sand and dust chamber.

11. Temperature/humidity chamber.

3.1.2. Two portable temperature conditioning units with mobile liquid nitrogen tanks.

3.1.3. Three vibration systems including shaker tables and associated controllers, data collection equipment, and transducers (reference Appendix F5). (buildings 432 and 453)

3.2. The Contractor shall operate and maintain a static ejection system and associated controllers, data collection equipment, which enables rapid successful ejections of airborne stores under controlled instrumented conditions. (building 453)

3.3. The Contractor shall operate and maintain an outdoor 150 foot vacuum-operated impact accelerator for controlled impact testing of a range of explosive and non-explosive

3.4. The Contractor shall operate and maintain the safety test equipment, including:

3.4.1. Machine shop equipment for disassembly of test hardware. This equipment is located in building 432, and includes:

1. Remotely operated metal lathe.

2. Remotely operated, pneumatic-powered drill press.

3. Remotely operated milling machine.

4. Remotely operated metal hacksaw.

5. Machine shop remote control equipment.

6. Jewelers lathe.

7. Metal band saw.

8. Belt sander.

9. Two bench grinders

3.4.2. Forty-foot drop tower primarily used for MIL-STD-810 testing.

3.4.3. Real-time fluoroscope system (building 434), including:

1. Industrial X-ray system.

2. Remote controlled manipulator.

3. Digital X-ray imaging plate.

4. Computer system with imaging hardware and software.

3.5. The Contractor shall operate and maintain explosive storage bunkers. (buildings 431, 457, 458 and 459) (reference B2A)

3.6. The Contractor shall operate and maintain STEM general test support equipment, including:

1. Centrifugal accelerator.

2. Jolt test machine.

3. Jumble test machine.

4. Environmental equipment remote control room.

5. Impact shock machines.

6. Impact shock control and data console.

7. Water distillation equipment.

8. Communication equipment.

9. Six-foot drop tester.

10. Baltimore air coil evaporative cooling tower.

11. Air compressor.

3.7. The Contractor shall operate and maintain equipment in two munitions work bays (buildings 432 and 434) for disassembly and assembly of munitions test items. This equipment includes:

1. Air-operated hydraulic press.

2. Five-ton hydraulic press.

3. Two manually operated arbor presses. .

3.8. The Contractor shall operate and maintain data equipment including:

1. Charge amplifiers.

2. Strain gage amplifier.

3. Electronic counters.

4. Strip chart recorders and Labview data collection system

5. Data Conversion System.

6. Mass balance.

7. Process controllers.

8. Closed circuit TV system.

9. Moment of inertia measuring instrument.

10. Transducers (reference F5).

3.9. The Contractor shall conduct tests IAW Military Standards and Specifications listed in MIL-STD-331 (Fuze and Fuze Components, Environmental and Performance Tests for); and MIL-STD-810 (Environmental Test Methods for Aerospace and Ground Equipment). Other standards and specifications may be accommodated on a case-by-case basis.

3.10. The Contractor shall modify and instrument a wide range of experimental and developmental munitions.

3.11. The Contractor shall conduct test IAW tasks and test directives.

3.12. The Contractor shall operate the static ejection system, one vibration system, the fluoroscope system, and up to four environmental chambers, including any associated data equipment, when required.

3.13. The contractor shall maintain and operate the vehicles identified in Table E2-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
