APPENDIX C8
PHOTO-OPTICS CINETHEODOLITE SUPPORT
1.0 PURPOSE: Provide operation and maintenance of Cinetheodolite equipment to support the data requirements of the test mission.
2.0 GENERAL:
2.1. The Contraves cinetheodolite is an electronic optical tracking system (EOTS), which in a configuration of three or more cinetheodolites, provides a precision means of recording azimuth and elevation angular values and exact time intervals recorded on 35 mm film for data reduction. Photo-optics cinetheodolite instrumentation provides the means of observing and precisely recording the behavior of a static or dynamic test item (munitions, aircraft, rocket sleds, launch devices, and land vehicles) for later measurements and reduction of specific data essential to the test mission. Categories of data collected by Photo-Optics cinetheodolite support instrumentation are:
2.1.1. Time space position information (TSPI). This includes spatial position versus time data and all derivatives obtainable.
2.1.2. Attitude: pitch, roll, and yaw, plus time derivatives.
2.1.3. Event-time: time of release, impact, detonation, fin deployment, etc.
2.1.4. Engineering sequential: Other more qualitative information obtainable by film recording.
2.2. The mission of Photo-Optics cinetheodolite support is to be differentiated from the documentary photography mission of the Parks Photographic Laboratory. The Photo-Optics cinetheodolite mission is the collection of data for the purpose of measurements and analysis.
2.3. Photo-Optics cinetheodolite operations are required over the entire Eglin Test and Training Complex, including all major or minor land test areas, the water test areas, and many technical facilities on Eglin AFB. Other test sites requiring Photo-Optics cinetheodolite support at times may be located at various locations around the world.
2.4. Photo-Optics cinetheodolite support includes some quick look processing of film, (centrally and on-site), for daily equipment checks and verification of operator adjustments. All film except film exposed for instrumentation test purposes is developed by the Parks Photographic Laboratory.
2.5. The Contraves cinetheodolite complex consists of twenty eight fixed cinetheodolite sites encompassing the entire Eglin complex (reference AAC Technical Facilities Manual Volume II).
Contraves cinetheodolite instruments are deployed as required to the fixed cinetheodolite facilities or moved on transportable trailers to provide precision mission data.

3.0 CAPABILITIES
3.1. The Contractor shall operate and maintain Contraves cinetheodolites and support equipment:
1. Fixed cinetheodolite tracking stations with Astrodome shelters and dome drive units. (6 active and 23 in reduced maintenance Category B, C, and E, shown below in Table C8-1).
2. Timing, communications systems, data terminals, video recorders, and Range Slaving systems.
3. E-model, F-model, FC-model, and EC-model cinetheodolites and associated components.
4. Remote tracking consoles, monitors.
5. Mobile Cinetheodolite Mounts (MCM) (4 active and 5 in reduced maintenance Category E.)
6. FC-model cinetheodolite simulator in reduced maintenance Category E.
7. E-model cinetheodolite simulator.
8. Range Slaving simulator with systems receivers, multiplexers, buffers.
9. Video Encoders and distribution amplifiers.

3.2.1. Remote operations and control van 1, including:
1. Timing system, video systems, and monitors.
2. Fiber Communications and Video Rack.
3. UHF Air to Ground radios and VHF radios.
3.2.2. Remote video tracking van 1, including:
1. Data radio transmitter & interface
2. GPS Timing Receiver, Time Display and communications controls.
3. Remote tracking consoles and associated controls.
4. Video monitors, recorders, data readers, and distribution amps.
3.2.3. Remote video display and data van 1, including:
1. GPS Timing Receiver, Digital time displays, Azimuth/Elevation/Time displays.
2. Communication selector panels.
3. Video recorder/reproducer, data reader, and monitors.
4. Remote tracking console and associated controls.
3.2.4. Remote video maintenance van 1.
3.3. The Contractor shall operate and maintain remote control video cinetheodolite system 2, (Reduced Maintenance Category B) including:
3.3.1. Remote operations and control van 2 including:
1. Timing system, video systems, and monitors.
2. Fiber Communications and Video Rack.
3. UHF Air to Ground radios and VHF radios.
3.3.2. Remote video tracking van 2, including:
1. Data radio transmitter & interface
2. GPS Timing Receiver, Time Display and communications controls.
3. Remote tracking consoles and associated controls.
4. Video monitors, recorders, data readers, and distribution amps.
3.3.3. Remote video display and data van 2, including.
1. GPS Timing Receiver, Digital time displays, Azimuth/Elevation/Time displays.

3.3.4. Remote maintenance van 2.
3.4. The Contractor shall operate and maintain the remotely controlled cinetheodolites, each of which include the following unique equipment:
1. Data receivers.
2. Mount data and pedestal data multiplexer.
3. Timing interface, input/output, and lens control chassis.
4. Video encoders.
5. Video tracking cameras, encoders, zoom lens (90-900mm) and 20” fixed lens.

3.5. The Contractor shall operate and maintain other cinetheodolite support equipment, including:
1. Miscellaneous general purpose developing, viewing, and processing equipment.
2. Auto collimation equipment, including autocollimators, laser interferometer, Ultradex and Ultrarodex indexing tables, mirrors, prisms, and computer equipment.
3. Miscellaneous optical and test equipment.
4. Pneumatic optical table system with Optical encoder test system.
3.6. The Contractor shall operate and maintain Photo-Optics cinetheodolite systems and equipment, including:
3.6.1. Equipment in Operational Status:
1. Electric lift.
2. Paint booth.
3. Processing equipment and dark rooms (located at building 963 Photo-Optics facility).
4. Photo-Sonic hauler/support vans.
3.6.2. Equipment in Limited Maintenance Status:
Photo-Sonics Cine-Sextant (Reduced Maintenance Category C) tracking mounts with:
1. Trailer.
2. Environmental cover.
3. Pedestal.
4. View Finder Tracking Aid.
5. Mode Control Chassis.
6. Tracker Interface Chassis.
3.7. The Contractor shall:
3.7.1. Support test and training missions IAW tasks and test directives.
3.7.2. Perform equipment checkout and acceptance tests of photo-optic cinetheodolites and associated equipment on a non-interference basis with mission support. This includes GFP as well as Government-owned items and newly acquired items.
3.7.3. Assure proper photo-optics cinetheodolite operation prior to missions and following any maintenance on photo-optics cinetheodolite systems.
3.7.4. Acquire, control, and dispose of photographic film, chemicals, and supplies used. This includes operation of the cold storage facilities at building 963.
3.7.5. Utilize the Dark Room facilities at building 963 to process and develop short test film samples needed to determine correctness of repaired or replaced cinetheodolite components to ensure systems can meet calibration requirements for pre/post mission equipment checks.
Data film processing is provided by others.
3.7.6. Perform surveys for preparing mobile cinetheodolite placement IAW tasks and test directives.
3.7.7. Perform precision auto-collimation measurements of encoder/tracking mount errors and mechanical constants for all fixed and tracking optical mounts.

3.7.8. Provide quick reaction modification of cinetheodolite mounts and adapters required for maintenance and mission support.
3.8. The Contractor shall routinely provide simultaneous operation of up to four fixed cinetheodolite sites or up to four mobile cinetheodolites or any combination of each not to exceed four sites. The Contractor shall occasionally provide operation of up to one additional fixed cinetheodolite site to meet special emphasis program requirements.
3.9. The Contractor shall minimize cinetheodolite support turnaround time without jeopardizing safety, security, and performance. For local operation, the turnaround time goals are 15 minutes for the same instruments at the same sites. For remote operation, the turnaround time goals are 30 minutes for the same instruments at the same sites. Turnaround time is defined as the time from the end of one cinetheodolite support effort to the beginning of the next.
