APPENDIX B9B
TEST AREA C-52 COMPLEX
1.0 PURPOSE. The purpose of the TA C-52 Complex is to test seekers and munitions, and to conduct training.
2.0 GENERAL.
2.1. TA C-52 is a multipurpose test complex located approximately 17 miles northeast of Eglin main base, reached via SRs 20 and 285 and RR 200. The complex consists of four active test areas (TA C-52A, TA C-52C, TA C-52N, and TA C-52W). TA C-52A is primarily a seeker test and evaluation facility. TA C-52C is a multipurpose test and training range. TA C-52N is a gunnery and bombing range. TA C-52W is an explosive detonation facility.
2.1.1. TA C-52A is intended for captive (non-release) testing of laser, infrared, and millimeter wave seekers for guided weapons. TA C-52A facilities enable operation of seekers and other electro-optical equipment from an elevated platform (300-foot tower).
The tower and associated target turntables were designed to be used together or in conjunction with airborne designators and seekers (Appendix D3). TA C-52A also supports the Electro-Optical Evaluation Complex (EOEC) (Reference Appendix C-6).
Also, this area has commercial power and clay mounds for supporting tests.
2.2. TA C-52C is intended for evaluating the performance of small air-to-ground munitions, ground testing of guns and ammunition at the Long Range Ballistics Test Site (LRBTS), and performing ground functional testing of munitions. TA C-52C serves as the central control site (8730) for overall control of the C-52 complex. Ranges include a grenade launcher range, mortar range, qualification training range and 25 meter flat range that are covered in TRD B13.
2.2.1. TA C-52N is the primary test area for air-to-ground testing of large high explosive munitions and for tactical training exercises. TA C-52N is the only Eglin test area designated for large-scale drops of fully live high-explosive ordnance. Saturation bombing and gunnery missions are conducted on this range also. Navy EOD has a facility for training on static explosive detonations.
2.2.2. TA C-52W supports training on static explosive detonations.
2.3. TA C-52A, TA C-52C, TA C-52N, and TA C-52W may be used simultaneously for up to three separate missions. Independent and simultaneous use of each test area depends on required cinetheodolite coverage and safety requirements.
3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain TA C-52A systems and equipment, including:

1. The Seeker Test and Evaluation Facility. (Appendix D3)
2. Contraves cinetheodolite tracking camera stations. (Appendix C8)
3.2. The Contractor shall operate and maintain TA C-52C systems and equipment, including:
3.2.1. A control building (8730) for central mission control of aircraft and instrumentation on any portion or all of the C-52 complex.
3.2.2. A cleared drop zone 2 1/4 miles by 1 1/2 miles for air-to-ground ordnance.
3.2.3. An inactive aircraft runway (Auxiliary Field 8) suitable for a target or test pad.
3.2.4. Contraves cinetheodolite camera tracking stations. (Appendix C8)
3.2.5. A 1500-foot by 4000-foot clay grid target for submunitions testing.
3.2.6. A 120-foot by 40-foot shed and fenced compound for storage of target vehicles (i.e. tanks, trucks, etc.).
3.2.7. The range and cinetheodolite control station, TS C-l02, including:
1. Range net radio.
2. Communications rack with amplifier and dual-console keying circuit.
3. A five-bay control console with various panels for communication control and cinetheodolite pulse control. (Appendix C8)
3.2.8. Mobile communications van(s).
3.3. The Contractor shall operate and maintain TA C-52N systems and equipment, including:
1. Contraves cinetheodolite tracking camera stations. (Appendix C8)
2. A cleared drop zone 2 1/4 miles by 2 1/4 miles for air-to-ground bombing and gunnery.
3. A 5000-foot clay landing strip.
3.4. The Contractor shall provide mission support common to the TA C-52 Complex, IAW test and task directives, including:
3.4.1. Pre-mission preparation, including:
1. Fabrication, installation, and maintenance of temporary, fixed, and test targets (TT). These targets may include cloth gunnery/impact-point markings, drum arenas, wood/metal structures, and other expendable target structures.
2. Range surveillance and control, including closing range gates, installing portable barriers or manning control points during missions, and opening gates/barriers on primary roads when no missions are in progress.
3.4.2. Mission execution IAW Test Directives, including:

1. Providing fixed and mobile range instrumentation/communication systems.
2. Assessing and recording target damage, assisting project personnel, and annotating mission data.
3. Providing communications including air-to-ground and ground-to-ground communications, aircraft vectoring, and aircraft drop point determination.
4. Operating instrumentation installed on the test area and specialized instrumentation as required for mission support. This support includes pre-mission and post-mission setup/teardown and instrumentation calibration/checkout, and operation in accordance with existing range operating procedures.
3.4.3. Post mission support, typically including:
1. Munitions impact scoring (third-order survey).
2. Range control until cleared by EOD.
3. Equipment tear-down.
4. Removal of range debris.
3.5. The contractor shall maintain and operate the vehicles identified in Table B9B-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
