• Operations and Test Provide high quality, accurate, and efficient testing, throughout the test program life cycle
• Engineering Plan, execute, and manage an engineering program which effectively supports test, infrastructure, and facility upgrade efforts
• Maintenance Identify, schedule, accomplish and report a cost effective and efficient maintenance program which results in early detection, prevention and correction of deficiencies

• Security
• Implement a security program in compliance with the requirements of the PWS. Twenty-four hour, seven-day per week physical security is required at
RAMS.
• Provide a sufficiently manned and qualified workforce with the requisite clearance and accessibility to satisfy customer test and security requirements with no interruptions to test activity due to lack of cleared and accessed personnel in accordance with applicable standards.
• Safety and Environmental
• Execute safety, environmental compliance, and occupational health programs that will maintain a safe working environment in accordance with applicable government guidance and instructions distribution unlimited. 96TW-2015-0037
Test Requirements
• Planning: gather requirements, test design, predict performance, design upgrades to meet requirements
• Provisioning: modify/fabricate test equipment/site, ensure systems meet test requirements
• Conduct: operate systems, perform calibrations, data verification, adapt test plans, mount/dismount/flip targets
• Data Analysis: quality checks, post-processing, test reports
• Tempo – year round, support multiple tests in various phases simultaneously

Engineering Requirements
• Revolutionary Developmental Efforts
– Software – Command & Control, signal processing, waveform design
– Hardware – microwave engineering, radar engineering, hydraulic engineering, networks/comm
• Evolutionary Upgrades
– Same type of tasks as developmental
– State-of-the-art, one-of-a-kind radars & signal processing
• Tempo – year round, standing requirement

Maintenance Requirements
• Preventive & Emergency maintenance
– Vehicles/Equipment: bridge cranes, boom lifts, tractors, trailers, forklifts, general-purpose vehicles
– Buildings: Utilities, air handling systems, structures, janitorial services, security/safety systems
– Radar & antenna systems (RVUMS, RCMS, MRFMS, MRLA)
– RAMS Range: Ground plane, Silo, HTM, Pylons, Rotators, Pits
– Grounds: paved surfaces, multipath zone, arroyos
– Misc: tools, computers, communications equipment
• Tempo – year round, standing requirement

CONOPS
• All testing will be accomplished at RAMS
• Testing/development will occur on the main RAMS range and the Research, Development, and Integration (ReDI) range
• Normal test ops 12 months of the year, seven (7) days/week
• Spans weekends and holidays (as required)
• Majority of test conduct occurs between dusk and dawn
• Can occur at any time within a twenty four hour period
• Baseline staffing for test conduct must support RAMS pylon or RAMS Pit 6/Permanent Pit testing seven (7) days per week:
• Suggestion 1: Five (5) 18 hour days and two (2) 10 hour days
• Suggestion 2: Four (4) 20 hour days and three (3) 10 hour days
• Staffing for other testing/development (simultaneous at RAMS and/or ReDI, foam column, etc.) will come from the baseline staffing distribution unlimited. 96TW-2015-0037
