The actual Data deliverables should be NSP, however, the labor involved in creating the data deliverables should be captured in the Calibration Services, AFPSL Operations, Recurring.

| The Quantity for these CLINs in Section B is “1 Year” and not “1 Plan”. Will the government confirm the offerors are being asked to price training for a Single Government Employee on a Single Project Plan for a unit of 1 year? |
The Government is requesting the pricing for 1 plan for a single government employee for one year.

The lease costs will be pass thru. Minimal labor costs associated with invoicing will be captured in CLIN 0002.

8–10 Section 3.1.2(a) – Page Size & Format states: “…For Past Performance Information Tool printouts, use the default page size and format from the tool.”
Section 5 Volume III – Past Performance does not require past performance information/ summaries to be printed and included in Volume III.
Will the government confirm PPI Print Outs are not required to be included in Volume III?
Correct, only the Consent Letters and Organizational History should be provided in hard copy. All other info should be entered into the PPI tool.

| Table 3.1 states “See 5.0” for page limit; however, there is no mention of page limit for Volume III in Section 5.0. |
| Will the government confirm the page limit for Volume III? |
Volume III will contain consent letters and organizational history, and will not have a page limit. All other past performance information will be submitted through the PPI Tool.

| Is it the Governments intent to also have double spacing requirements applied to the legible tables, charts graphs and figures identified in Para L3.1.2.b? The content and structure of tables, charts and graphs are most legible and useful to the reviewer if the language is single-spaced, and it is therefore recommended that the Government exclude tables, charts, and graphs used to support narrative content from the referenced spacing requirements. |

| Section L does not identify a number of copies for Volume III because of the PPI tool. What Volume are the Consent letters (5.2) and Organizational History (5.4.2) to be included? |

| The government will not provide a DD254 because the AFPSL Recompete is not a classified contract and does not generate classified material. An offeror is expected to have their own security personnel to conduct any security clearances. |

| Labor hours are not included in the TEP plug number for CLIN 0004 External Cal & Repair Services. Those hours should be included in CLIN 0002. Labor hours are included in the plug number for CLIN 0005, Calibrations Services – FMS. |
| In Volume V Price Should a separate table be provided that identifies the fully burdened rate for each labor category? |
| A separate table showing fully burdened rates for each labor category should be provided with your Price Proposal. |
RFP Section M, paragraph 2.4 states: “The Government will not be conducting a realism analysis of any kind.” How will the Government determine if an Offeror’s price includes all of the necessary elements (e.g., labor, supplies, consumables, shipping, travel, etc.) to perform the required services? Technical Subfactor 1, Staffing Approach, provides an opportunity for the Government to assess the soundness of the labor resources required to perform the PWS requirements. However, there is no current mechanism in the RFP for the Government to evaluate the adequacy of non-labor resources. There are many unique elements to operating a primary standards laboratory that differ from commercial metrology laboratories and lower level Air Force PMELs. In a fixed price contract structure, failure to identify these unique elements and/or the appropriate quantities could lead to a very enticing low price (Offerors should note that this is not being solicited as a lowest price, technically acceptable acquisition. The Government will make an award based on the best overall value for the operation of the AFPSL.), but inability to perform the contracted services at the firm fixed price. Please consider one of the following two alternatives to remedy this situation for the benefit of all Offerors as well as the Government’s ability to make an informed selection decision:
| 1) | Move pricing of all non-labor resources to a Cost No Fee CLIN and provide a plug number for proposal pricing purposes, or |
| 2) | Relabel Technical Subfactor 1 as Resources Approach and include specific instructions and evaluation criteria to enable Government evaluation of both labor and non-labor resources for soundness and adequacy. |
1. All non-labor resources should be priced under CLIN 0002 as it is considered part of AFPSL operations
2. Technical Subfactor 1 will remain as Stafffing Approach in order to determine if appropriate staffing numbers and mix are achieved.
