About this file
This operating instruction establishes processes for the Air Force Metrology and Calibration Division to ensure the Technical Content Manager (TCM) listed for 33K series calibration technical orders is consistent across all information sources, including the K100/AFTO 22 database, Enhanced Technical Information Management System, and TCM viewer. Responsibilities include supervisors assigning and updating TCMs directly in the live K100/AFTO 22 database, which will be the single source of information synchronized to other databases. The Calibration and Technical Order Management office must also complete any necessary changes to TCM listings in ETIMS to match the live database.
This draft solicitation is for the AFPSL Recompete opportunity seeking calibration and metrology services to be provided at the Air Force Primary Standards Laboratory. The performance period is expected to be a five year base with five one-year options. The anticipated posting date for the final RFP is 31 January 2020. The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is the contracting agency.

This operating instruction (OI) establishes processes to ensure that the TCM listed for 33K series calibration TOs is the same in all look-up sources, including K100/AFTO 22 database, Enhanced Technical Information Management System (ETIMS), the TCM viewer, etc. All records created as a result of processes prescribed in this publication are to be maintained in accordance with AFMAN 33-363, Management of Records, and disposed of in accordance with the Air Force Records Disposition Schedule (RDS) located at https://www.my.af.mil/afrims/afrims/afrims/rds/rds_series.cfm. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR).
SUMMARY OF CHANGES
This OI has been updated to replace Joint Computer-Aided Acquisitions and Logistics Support System (JCALS) with Enhanced Technical Information Management System (ETIMS) as the Air Force System of Record for Technical Orders.
OI 21-7, 25 April 2014
1. BACKGROUND.
The purpose of this OI is to ensure that the TCM is the same in all sources of the information.
AFMETCAL will accomplish this by making changes to the Live K100/AFTO 22 database and synchronizing the other sources of data to this database.
2. POLICY.
Please refer to the diagram below. This OI covers the processes to the left of the dashed line.
The remaining linkages are shown for information only.
OI 21-7, 25 April 2014
3. RESPONSIBILITIES.
3.1. Supervisors and leads shall:
3.1.1. Ensure all 33K series TOs have an accurate TCM assigned.
3.1.2. Make TCM assignment changes directly to the Live K100/AFTO 22 database when assigning AFTO 22s. The New TO TCM is conveyed to the Live K100/AFTO 22 database automatically in the application - the TCM entering the item information in the K100 database is identified as the TCM.
Note: The live K100 database will be the common source of information from which all other databases will be based. Air Force Calibration TO customers identify the TCM (or Equipment Specialist, as it is titled in ETIMS), from the Equipment Specialist listing in the ETIMS Catalog. Although the K100/AFTO 22 database allows for identifying a primary TCM and secondary TCM for the convenience of the engineering supervisors, ETIMS only lists one individual (the primary TCM).
3.1.3. Provide the Live K100/AFTO 22 database manager with a listing when making mass TCM changes.
3.1.4. Provide Cal and TO Management with the appropriate TCM change/update for non-K100 entries (CMS, General TOs, -9000, etc.).
3.2. Automated Applications Section shall:
3.2.1. Ensure the TO Task list, “Changes Report,” is available and accurate.
3.2.2 Forward mass TCM change information to Cal and TO Management.
3.3. Cal and TO Management shall:
Ensure the Air Force Primary Standards Laboratory (AFPSL) and TO Services contractor completes all necessary changes to the ETIMS Equipment Specialist to reflect the TCM listed in the Live K100/AFTO 22 database. This is to include all applicable media types and publication statuses for the particular TO.
