TERMDEFINITION
N1Any Item listed as N1 in the Cal Responsibility column may be calibrated by one of the following Laboratories, which have the Air Data Calibration Standard, P/N ADCS-601-AF:

Elmendorf-Richardson JB AK, Hill AFB UT, Holloman AFB NM, Otis ANGB MA, RAF Feltwell UK, Robins AFB GA, Tinker AFB OK, Wright-Patterson AFB OH N2 Any item listed as N2 in the Cal Interval clolumn is Precise Time and Frequency and will be calibrated as follows:

(1) Frequency standards employing rubidium or quartz oscillators are calibrated to the manufacturer 6 month accuracy specifications. This accuracy specification may be found by multiplying the long term stability rate listed in T.O. 33K3-4-2133-1 (or other appropriate specification) by the number of time intervals necessary for 6 months. If the long term stability is given per day, multiply the value by 180 days; if the long term stability is given per week, multiply the value by 26 weeks; if the long term stability is given per month, multiply the value by 6 months. This gives the accuracy of the TI during its calibration interval regardless of the actual length of the calibration interval. The calibration procedure is T.O. 33K3-4-2133-1, the calibration responsibility is PMEL and the calibration interval is 6 months.

(2) Calibration authority for all cesium beam frequency standards and cesium beam clocks shall be determined on an individual item basis as follows: Units used for frequency only will have a calibration authority of ABSOLUTE. Cesium standards used for frequency only may be certified by either the PMEL or the TRC. Units used for time will require a time synchronization using T.O. 33K3-4-2133-1 as the calibration authority. The calibration responsibility is PMEL and the calibration interval should be set to satisfy the timing requirements of the User.

(3) Frequency Standards in a system that are continuously adjusted or compared to a Frequency Source which is referenced to NIST via their FMAS (Frequency measurement and analysis service) (such as GPS, CONUS Loran, etc.) will be given a Calibration Interval of NCR.

N3 Any item listed as N3 in the Cal Responsibility column may be calibrated by MCF or PMEL. If the scale requires calibration beyond MCF or PMEL capability, the MCF/PMEL shall treat it as a CONTRACT calibration. Note: Item may be calibrated by the local MCF/PMEL if capabiity exists that can support the customer's requirements.

N4B Any Item listed as N4B in the Cal Responsibility column is a Measurement Standard or TMDE possessed and used solely by the AFPSL, and calibrated by the Navy.

N4C Any Item listed as N4C in the Cal Responsibility column is a Measurement Standard or TMDE possessed and used solely by the AFPSL, and calibrated by CONTRACT.

N4N Any Item listed as N4N in the Cal Responsibility column is a Measurement Standard or TMDE possessed and used solely by the AFPSL, and calibrated by NIST or an AFMETCAL approved National Metrology Institute (NMI).

N4 Any Item listed as N4 in the Cal Responsibility column is a Measurement Standard or TMDE possessed and used solely by the AFPSL, and calibrated by the AFPSL.

N4A Any Item listed as N4A in the Cal Responsibility column is a Measurement Standard or TMDE possessed and used solely by the AFPSL, and calibrated by the Army.

N5 (deleted) Reserved

N6 Any item as listed N6 in the Cal Interval column shall be calibrated every 60 months or after 50 hours of operation from the calibration date, whichever occurs first.

N7 Any item listed as N7 in the Cal Interval column shall be calibrated every 60 months or after 100 hours of operation from the calibration date, whichever occurs first.

N8 Any item listed as N8 in the Cal Interval column shall be calibrated every 3 months or after 500 hours of operation from the calibration date, whichever occurs first.

N9 Any item listed as N9 in the Cal Responsibility column may be calibrated by one of the following laboratories, which have the Sonic Gas Flow Calibrator CFSNC-250:

Lateral Support for N9 Calibration Responsibility can only be calibrated by the below listed PMELs.

Note: Tinker AFB MCF is authorized to use calibration responsibility of N9 to support locally owned TMDE. Unless otherwise directed by AFMETCAL, Tinker MCF shall submit a "Request to Deviate From Published Calibration Determination" to AFMETCAL prior to providing calibration support to Off-Base Air Force or ANG customers.

Arnold AFB TN, Elmendorf-Richardson JB AK, Hill AFB UT, Patrick/Cape Canaveral AFB FL, RAF Feltwell UK, Robins AFB GA, Tinker AFB OK, Vandenberg AFB CA N10 Any item listed as N10 in the Cal Responsibility column may be calibrated by one of the following Laboratories listed below in paragraph "a" which have the Low Gas Flow Calibrator, P/N Molbox1+AF. Flowmeters requiring calibration with Helium as a process gas, may be supported by the Laboratories listed in paragraph “b”.

Tinker AFB MCF is authorized to use calibration responsibility of N10 to support locally owned TMDE. Unless otherwise directed by AFMETCAL, Tinker MCF shall submit a "Request to Deviate From Published Calibration Determination" to AFMETCAL prior to providing calibration support to Off-Base Air Force or ANG customers.

A: Any item listed as N10 in the Cal Responsibility column may be calibrated by one of the following Laboratories listed below which have the Low Gas Flow Calibrator, P/N Molbox1+AF.

Arnold AFB TN, Elmendorf-Richardson JB AK, Hill AFB UT, Kadena AB JA, Otis ANGB MA, Patrick/Cape Canaveral AFB FL, RAF Feltwell UK, Robins AFB GA, Tinker AFB OK, Vandenberg AFB CA, Whiteman AFB MO, Wright-Patterson AFB OH

B: Flowmeters requiring calibration with Helium as a calibration gas, may be supported by the Laboratories listed below.

Patrick/Cape Canaveral AFB FL N11 Any item listed as N11 in the Cal Responsibility column may be calibrated by one of the following Laboratories which have the Wind Tunnel, P/N 8390AF:

Elmendorf-Richardson JB AK, Hill AFB UT, Kadena AB JA, Patrick/Cape Canaveral AFB FL, RAF Feltwell UK, Robins AFB GA, Tinker AFB OK, Vandenberg AFB CA N12 Any item listed as N12 in the Cal Interval column shall be calibrated every 12 months or after 50 hours of operation from the calibration date, whichever occurs first.

N13 AFPSL Reserved

N13 Any item listed as N13 in the Cal Interval column will be calibrated and standardized or verified IAW the applicable Maintenance TO, COM DATA, or other authorized procedure, at an interval prescribed by the Maintenance TO, COM DATA, or other authorized procedure. If no calibration interval is prescribed, the User may establish a calibration interval not to exceed 12 months. A Limited Certification label will be attached, showing the applicable Maintenance TO, COM DATA, or other authorized procedure in the AUTHORITY block, the DATE CALIBRATED and DATE DUE blocks completed IAW calibration interval, and "Standardization/Verification required (annotate frequency, i.e. monthly, daily, 24 hrs before use or before use) IAW (Maintenance TO, COM DATA, or other authorized procedure) In the SPECIAL block. If no standardization interval is prescribed, the User may establish a standardization or verification interval not to exceed 12 months.

N14 An item listed as N14 in the Cal Interval column will be calibrated IAW the calibration interval prescribed by the applicable maintenance TO. If no calibration interval is prescribed, the User may establish a calibration interval not to exceed 12 months.

N15 An item listed as N15 in the Cal TO column should be calibrated IAW the applicable maintenance TO. If a maintenance TO is used, notify AFMETCAL of the Work Unit Code and maintenance TO used to facilitate update of the items listing. If a maintenance TO does not exist, refer to TO 00-20-14, paragraph 3.1.2 to determine the next calibration authority precedence. If data is insufficient to support calibration, contact the PMEL for assistance.

N16A Any item listed as N16A in the Cal Responsibility field has calibration support responsibility of MCF at ALC and PMEL at operating base. This note can be followed by /SICL to designate See Individual Component Listing. Examples: N16A and N16A/SICL.

N16A/CONTRACTAny item listed as N16A/CONTRACT in the Calibration Responsibility field has calibration support responsibility of MCF at ALC and PMEL at an operating base. Maintenance support will be obtained from a commercial source.
N16/SICLAny item listed as N16/SICL in the Cal Responsibility field has support responsibility of MCF at ALC and USER at operating base.
N16Any item listed as N16 in the Cal Responsibility field has calibration support responsibility of MCF at ALC and USER at operating base. This note can be followed by /SICL to designate See Individual Component Listing. Examples: N16 and N16/SICL.
N16A/SICLAny item listed as N16A/SICL in the Cal Responsibility field has calibration support responsibility of MCF at ALC and PMEL at operating base.
N17Based on its most prevalent use in the Air Force, any item listed as N17 in the Cal Responsibility column is TMDE that has been designated NCR. If the User is relying on the item itself for actual values, it shall be calibrated (or verified before use). Calibration responsibility is to be PMEL. When a 33K procedure requires use of an N17 Item and lists a minimum use accuracy in Section 2, Equipment Requirements, the item shall be calibrated using the calibration TO and intervals listed. (In lieu of calibration, the item may be verified before use using the calibration TO listed). To justify the need for calibration, the owner shall submit the parameters, ranges, and minimum use accuracies for the N17 items to be calibrated, the 33K procedure in which the item is being used, and the part number of the TI being calibrated to the calibrating organization. Calibration of an N17 item will not constitute a special calibration, unless there is a deviation from the calibration authority cited.
N17/AFPSLBased on its most prevalent use in the Air Force, any item listed as N17/AFPSL in the Cal Responsibility column is TMDE that has been designated NCR. If the User is relying on the item itself for quantitative values, it shall be calibrated (or verified before use). Calibration responsibility is to be AFPSL. Coordinate with AFPSL for calibration. To justify the need for calibration, the owner shall submit the parameters, ranges, and minimum use accuracies for the N17/AFPSL items to be calibrated, the 33K procedure in which the item is being used, and the part number of the TI being calibrated to the calibrating organization. Calibration of an N17/AFPSL item will not constitute a special calibration, unless there is a deviation from the calibration authority cited.
N17/N104Based on its most prevalent use in the Air Force, any item listed as N17/N104 in the Cal Responsibility column is TMDE that has been designated NCR. If the User is relying on the item itself for quantitative values, it shall be calibrated (or verified before use). Calibration responsibility is to be N104. To justify the need for calibration, the owner shall submit the parameters, ranges, and minimum use accuracies for the N17/N104 items to be calibrated, the 33K procedure in which the item is being used, and the part number of the TI being calibrated to the calibrating organization. Calibration of an N17/N104 item will not constitute a special calibration, unless there is a deviation from the calibration authority cited.

N20 (deleted) Reserved

N21 Any item listed as N21 in the Cal Interval column shall be calibrated every 12 months or after 500 hours of operation from the calibration date, whichever occurs first.

N22 Any item listed as N22 in the Cal Interval column is aligned IAW the applicable MTO. In the AFTO Form 99 SPECIAL BLOCK, annotate “Item aligned only-IAW manufacturer’s recommendations”. The item will be aligned at an interval of 12 months.

N23 Any item listed as N23 in the Cal Interval column will be certified using a Standard Gas.

(1) The User will perform an operational check or bump test, using the Standard Gas or Open Air as per commercial data before use. If the instrument is used several times in a 24 hour period, an operational check once a day is sufficient. If the instrument is permanently mounted and in continuous use, the ‘Before Use’ operational check or bump test must be performed IAW the applicable maintenance manual or once a month unless otherwise specified in the maintenance manual. The User will not make internal adjustments. The PMEL is to calibrate the item every 6 months or more frequently as recommended by the manufacturer, but not less than 3 months, and perform maintenance as required. The Calibration Due Date shall not exceed any known Expiration Date of sensor. A sensor warranty expiration date, when provided, should not be treated as a sensor expiration date, and the sensor may be certified if calibration results are within stated tolerances.

Annotate and attach appropriate Certification Label using the following guidance: Full certification applies if all sensors are calibrated to the manufacturer's recommended gas concentrations and readings are within Table 1 directive. Limited certification applies if full certification requirements are not met. Annotate as per example:

(a) AUTHORITY block: List the Maintenance TO or COM DATA as applicable.

(b) SPECIAL block: (information may be modified as necessary):

- Annotate IAW TO 00-20-14, Section 5 when COM DATA is used.

- Annotate OPS CK (or BUMP TEST) Before use, Alarm set for _____% (or %LEL or PPM) Calibrated with ____ (Type of gas: METHANE, HYDROGEN, CARBON MONOXIDE, etc.), Sensor Installation Date ____ See TO 33K-1- 100-2, N23.

- If no alarm is present, SPECIAL block = OPS CK (or BUMP TEST) Before use, calibrated with ___ (type of gas, METHANE, CARBON MONOXIDE, etc.), Sensor Installation Date ____, See TO 33K-1-100-2, N23.

- For P/N 514M (51-8073) annotate SPECIAL block = OPS CK before use, Alarm set for ____% O2, and ____% LEL, Sensor Installation Date ____, See TO 33K1-100-2, N23. (Note: if an O2 sensor is used, list the O2 SENSOR EXPIRATATION DATE in addition to any SENSOR INSTALLATION DATE).

The User will provide all consumables required for PMEL support of the instrument including Standard Gas or Open Air as per commercial data. Standard Gases shall be certified by the manufacturer as traceable to NIST/International Standard. The manufacturer shall specify the actual value of the gas constituents in: percent by volume, percent by mass or PPM mass or volume. In addition, the manufacturer shall provide an uncertainty statement as to the accuracy of the values. Standard Calibration Gases must be purchased from vendors approved by AFMETCAL. A list of approved vendors is available on the AFMETCAL SharePoint site linked on the AF Portal, Metrology & Calibration. Once on the SharePoint, click on Commercial Cals and the approved gas vendor Excel Spreadsheet can be found under Commercial Calibration Files at the bottom of the page. Appropriate steps (provided under the Certified Gases paragraph) must be taken to get a new vendor listed.

(2) The Gas Standard shall comply with ISO 17025, General Requirements for the Competence of Testing and Calibration laboratories, to the extent necessary to comply with para (3) (b) below.

(3) The Certificate of Traceability or cylinder stick-on label shall include the following elements:

(a) The value of the gas constituents expressed as a percent (%) or parts-per-million (PPM) by volume or mass.

(b) An uncertainty statement as to the accuracy of the values.

(c) A statement of traceability to NIST or other AFMETCAL approved sources.

(4) The shelf life for all cylinder-reactive gases such as Hydrogen Cyanide and the Sulfides, which react with the cylinder inner surfaces or valve fittings, shall not exceed the manufacturer's expiration date unless approved by AFMETCAL (Mechanical Engineering Section TCM). Gases may not be used for calibration and certification of gas monitors beyond any expiration date provided by the manufacturer unless approved by AFMETCAL (Mechanical Engineering Section TCM). A blanket extension for cylinder-nonreactive gases such as Hydrogen, Carbon Monoxide, Isobutylene, and Methane is hereby given from AFMETCAL-approved vendors. A link to a list of reactive and nonreactive gases is included on the approved vendors list.

(5) Gas Detector calibrations normally will result in a Test Uncertainty Ratio (TUR), determined by the Certified Gas uncertainty vs. the TI specified uncertainty, of less than 4:1. Reduced TUR is expressly authorized by this NOTE but must never fall below 1:1.

N24 Any item listed as N24 in the Cal Responsibility column may be calibrated by one of the following Laboratories, which have the TSD20235-TM and TSD20235-TM-1025-1.5K, or TSD20235-TM Series TORQUE MULTIPLIER CALIBRATION SYSTEM.:

Note: Items may be calibrated by the local PMEL if capability exists that can support the customer's requirements.:

N26 Any item listed as N26 in the Cal Interval column requires calibration be performed before use. A Limited Certification Label will be attached with the Calibration T.O. shown in the AUTHORITY block, "CAL BEFORE USE" in the SPECIAL block and "CBU" in the DATE DUE block. Leave the DATE CALIBRATED block blank.

N27 Any item listed as N27 in the Cal Responsibility column is part of the Infrared Target Simulator (IRTS) Exchange Program. This note covers interchangeable IRTS P/Ns 619C, 619D (see also P/N 200318213) and 8719084-10, which are a subcomponent of the Guidance Control System (GCS) Test Set P/N 200318210 (Model TS-4044B/D).

(1) Hill AFB Metrology and Calibration Flight (MCF) Logistics Section has responsibility to manage and track all AIM-9M IRTS Exchange Program assets worldwide. Hill AFB MCF and Ramstein AB PMEL are identified as IRTS Exchange Laboratories and will provide AIM-9M IRTS calibration support for the following geographic regions:

a. Hill AFB MCF supports CONUS/PACAF.

b. Ramstein AB PMEL supports USAFE/AFAFRICA and AFCENT.

(2) Administrative PMELs providing support to P/N 200318210 must identify assigned IRTS assets to Hill AFB MCF Logistics Section.

(3) Hill MCF and Ramstein AB PMEL shall:

a. Identify IRTS assets requiring calibration approximately 30 days prior to the OWC asset's calibration due date.

b. Calibrate a serviceable asset from their IRTS Exchange Pool to replace the due-calibration asset.

c. Ship the calibrated IRTS asset to the Administrative PMEL or OWC, as applicable.

d. Upon receipt of the returned due-calibration IRTS, add the asset to the IRTS Exchange Pool.

(4) The Administrative PMEL shall:

a. Receive a calibrated asset from the Exchange Laboratory approximately 2 weeks prior to the OWC asset's calibration due date.

b. Notify and forward the calibrated asset to the OWC.

c. Receive and ship the exchanged due-calibration IRTS back to the Exchange Laboratory.

(5) The OWC shall:

a. Upon receipt and after operational verification of the calibrated IRTS, return the due-calibration IRTS asset to the Administrative PMEL or ship the asset to the Exchange Laboratory, whichever is applicable, within 7 days.

(6) The calibration interval for IRTS Exchange Program assets may be up to 30 days longer than the calibration interval listed in the Calibration and Measurement Summary to account for administrative and transit time. The IRTS Exchange Laboratory technician shall annotate the actual date the asset was calibrated in the AFTO Form 108 Date Calibrated block.

(7) Ramstein PMEL will be provided serviceable IRTS assets necessary to manage their IRTS Exchange Program. USAFE/AFAFRICA or AFCENT IRTS assets requiring repair will be forwarded to the Hill AFB MCF Logistics Section.

When Ramstein AB PMEL determines an IRTS requires repair, the following shall occur:

a. Contact Hill AFB MCF Logistics Section and request a serviceable IRTS to replace the unserviceable asset.

b. Hill AFB MCF Logistics Section, once notified, will forward a serviceable IRTS asset to Ramstein AB PMEL.

c. Ramstein AB PMEL will attach a completed AFTO Form 350 and appropriate condition tag to the unserviceable IRTS and forward the asset to the Hill AFB MCF Logistics Section.

d. Hill AFB MCF repairs the defective IRTS and returns the asset to their exchange pool.

Hill MCF, Ramstein AB GE N28 Any item listed as N28 in the Cal Responsibility column may be calibrated by one of the following Laboratories, which have liquid flow calibrators:

NOTE: All items listed with the calibration responsibility of N28 require the customer to provide PMEL with detailed information about the fluid requirements. Owning Work Centers shall document their requirements using the "Liquid Flow - Flowmeter Customer Request” form. A copy of this form can be found on the AFMETCAL SharePoint Site linked on the AF Portal, Metrology & Calibration, or contact your local PMEL.

Arnold AFB TN, Hill AFB UT, Robins AFB GA, Tinker MCF N29A Fiber Optic Time Domain Reflectometer Calibration:

1. Any item listed as N29A in the Cal Responsibility column may be calibrated by one of the following Laboratories, which have been provided with capability for fiber optic time domain reflectometer calibration.

N37 Any item listed as N37 in the Cal Responsibility, Cal Interval, or Cal TO columns shall be processed based on the instrument’s capability, use, and measurement requirement in the following order of precedence:

1. Instruments not used to make quantitative measurements, or having distance to spot sizes less than 20:1, or instruments whose emissivity cannot be set to 1.00 shall be designated for “Indication/detection only”. An operational check should be performed on this TMDE prior to use. An AFTO Form 99 will be attached with "TO 33K-1-100-2" or technical order number of applicable CMS shown in the Authority block, N50 in the date due block, and "Indication/detection only" in the Special block. The DATE CALIBRATED block may be blank. Note: Older units processed before 30 Jul 2010 need not be recalled. Those older units will have an AFTO Form 108 attached with “This item should be used for indication or detection only” in the Special block. A more accurate "calibrated" instrument shall be used for quantitative measurements.

2. Instruments used to make quantitative measurements with distance to spot sizes greater than or equal to 20:1 and whose instrument emissivity can be set to 1.00 may be sent to the AFPSL for calibration. AFPSL calibration will be limited to 5°C to 600°C (41°F to 1112°F) at ±2°C or ±2% of reading, whichever is greater. The calibration authority for Infrared Thermometers (IRTS) is 33K4-5-505-1 and for Thermal Imagers is 33K4-5-510-1. If applicable, a Limited Certification label will be attached, showing the applicable authorized procedure in the AUTHORITY block, the DATE CALIBRATED and DATE DUE blocks completed IAW a calibration interval of 12 months.

N38 Any item listed as N38 in the Cal Interval column is a Relief Valve. Relief Valves (adjustable and non-adjustable) whose sole purpose is to protect a pressure gage shall be designated NCR. Non-adjustable Relief Valves require only initial calibration IAW T.O. 33K6-4-278-1. Further periodic calibrations shall occur only when the item is suspect. Adjustable Relief Valves should be set and calibrated annually IAW T.O. 33K6-4-278-1.

N39A Any item listed as N39A in the Cal Responsibility column will be calibrated by the PMEL, using TO 33K-2-11 and the AFPSL Transfer Standard. Voltage Reference individual cells shall be inter-compared using TO 33K8-3-1 at least once monthly, meaning once within each calendar month, but not longer than 90 days.

N39 Any item listed as N39 in the Cal Responsibility column will be calibrated by the PMEL, using TO 33K-2-11 and the AFPSL applicable Transfer Standard.

N40 Any item listed as N40 in the Cal Responsibility column is part of the AFPSL Exchange Program. These items are calibrated and repaired by the AFPSL. Following receipt of the package, the PMELs will follow the instructions contained in TO 33K-2-11 for the end item, if applicable.

If the Procedure Versions do not match, PMEL must perform a Val/Ver IAW TO 00-20-14 and submit the data on an AFTO 22.
