PERFORMANCE WORK STATEMENT (PWS) FOR METROLOGY FUNCTIONS
1.1 SCOPE OF WORK
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the Air Force Primary Standards Laboratory (AFPSL) and Calibration Technical Order services as defined in this Performance Work Statement (PWS) except as specified in Section 3 as Government Furnished Property (GFP) and services at Central Ohio Aerospace and Technology Center, Heath, Ohio. The contractor shall perform to the standards in this contract. The estimated quantities of work are listed in Technical Exhibit 2A, Workload Estimates. The contractor shall provide support to Air Force activities, other Federal agencies, contractors, and security assistance programs under the guidelines of AFI 21-113 and this contract.
1.2 PERSONNEL
1.2.1 Site Manager
The contractor shall provide a site manager who shall be responsible for the performance of all work required by this contract. The name of this person and an alternate(s) who shall act for the contractor when the site manager is absent shall be designated in writing and submitted with the technical proposal, and as changes occur thereafter, to the contracting officer (CO). By the start of the basic performance period, and as changes occur thereafter, the contractor shall provide the CO with telephone numbers of the site manager and alternate(s), and where these persons may be contacted outside of normal duty hours. The contractor shall maintain current this list of designees throughout the life of the contract. The site manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
1.2.2 Employees
1.2.2.1 Qualifications
The contractor shall ensure they have sufficient employees with current and appropriate qualifications before starting work.
NOTE
“Sufficient employees” as referred to in the preceding paragraphs shall imply the number of contractor employees required to be on hand, in order to accomplish all tasks identified in this PWS, within the time frames specified herein, and to comply with applicable Air Force, DOD, NRC, Federal, state, and local laws, codes, ordinances, and regulations.
1.2.2.2 Control of Contractor Employees
The selection, assignment, transfer, supervision, management, and control of contractor employees in performance of this work statement will be the responsibility and prerogative of the contractor; however, the contractor shall comply with the general intent and specific policies set forth in the PWS concerning conduct of employees as referenced herein. When the government directs, the contractor shall restrict the employment under the contract or remove from performance on the contract any person who is identified as a potential threat to security.
1.2.2.3 Emergency Recall List
The contractor shall maintain and employ a recall plan for quick reaction to emergency situations. The contractor shall furnish the CO and Functional Director (FD) a primary and alternate point of contact to implement recall during non- duty hours. This also includes the Contractor employee's Name, Work area and Work Area Phone Number as changes occur. (CDRL A001, OT-2001-30001, Recall List)
1.2.2.4 Contractor Quality Personnel
Contractor personnel performing quality functions shall be identified and given sufficient, well-defined responsibility, authority, and organizational freedom to identify and evaluate the quality problems and to ensure the implementation of effective corrective actions. The number and type of quality personnel to perform each element of the quality effort shall be specified in the contractor's Quality Manual (see also paragraph 1.3.1).
1.2.2.5 Contractor Labor Hour Reporting Requirement
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site, Contractor Manpower Reporting Application (CMRA). The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported NLT 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”
*Reporting Period: Contractors are required to input data by 31 October of each year. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
1.2.3 SECURITY REQUIREMENT
1.2.3.1 Government Occupied Areas
Contractor personnel shall not enter government occupied areas (e.g., AFMETCAL) unless specifically authorized in performance of their duties by the CO or designated alternate.
1.2.3.2 Personnel Security Clearances
All AFPSL Contractor employees shall meet the requirements for obtaining entry to Building 4 of the facility. All AFPSL Contractor employees shall require a verified National Agency Check with Inquiries (NACI) or Secret Clearance prior to being granted access to a government computer system. A Common Access Card (CAC) is required to access the government computer systems.
After verification of clearance information (NACI or Clearance), contractor employees shall be required to complete CAC application via the Trusted Associate Sponsorship System (TASS). After completion of the CAC application in TASS, the employee will contact AFMETCAL Security Manager to set up an appointment to have their CAC issued. Upon termination of employment, the AFPSL contractor shall ensure that the terminated employee’s CAC is turned-in to the AFMETCAL Security Manager.
1.2.3.3 Contractor Security Requirement
The contractor is required to comply with all security regulations and directives as identified herein, and other security requirements shown elsewhere in this contract. The contractor shall provide and maintain a Security Plan. (CDRL A021, OT-2001-30005, Metrology Security Plan)
1.2.3.4 Communications/Computer System Security Officer (CSSO)/Subordinate IAO The contractor shall appoint in writing, a Communications/Computer System Security Officer (CSSO) and Equipment custodian whose responsibility shall be as per this PWS. The individual identified as the CSSO will implement the requirements of AFI 17-130 in cooperation with the AFMETCAL IAO. The contractor CSSO will serve as a subordinate IAO as described below. (CDRL A019, OT-2001-30011, CSSO)
1.2.3.4.1 Organizational IAO. IAOs are assigned to each organization by the organization commander or other cognizant authority (i.e., group-level commander, Wing IA office) when IA functions are consolidated to a central location or activity. Additional (subordinate) IAO positions may be assigned for additional support at the discretion of organizations or based upon mission requirements, however, only one primary and one alternate IAO is required. An organizational IAO:
1.2.3.4.1.1 Develops, implements, oversees, and maintains an organization IA program that identifies IA requirements, personnel, processes, and procedures.
Receives training and certification to DoD baseline requirements at IA Management Level I. Completes and maintains required IA Workforce Management training according to Air Force Information Assurance Certification Implementation Plan (will become AFSSI 8570).
1.2.3.4.1.2 Supervises the organization's IA program.
1.2.3.4.1.3 Implements and enforces all Air Force IA policies and procedures using the guidance within this instruction and applicable specialized IA publications.
1.2.3.4.1.4 Assists the wing IA office in meeting their duties and responsibilities.
1.2.3.4.1.5 Ensures all users have the requisite security clearances, supervisory need-to-know authorization, and are aware of their IA responsibilities (via IA training) before being granted access to Air Force ISs according to AFSSI 8522.
1.2.3.4.1.6 Ensures all users receive IA refresher training on an annual basis.
1.2.3.4.1.7 Ensures IT is operated, used, maintained, and disposed of properly and IAW the IT's security C&A documentation as prescribed by AFI 17-101.
1.2.3.4.1.8 Ensures proper CM procedures are followed. Prior to implementation and contingent upon necessary approval, according to this instruction and AFI 17-101, coordinates any changes or modifications to hardware, software, or firmware with the wing IA office and system-level IAM or IAO.
1.2.3.4.1.9 Reports IA incidents or vulnerabilities to the AFMETCAL IAO.
1.2.3.4.1.10 In coordination with the wing IA office and AFMETCAL IAO, initiates protective or corrective measures when an IA incident or vulnerability is discovered.
1.2.3.4.1.11 Implements and maintains required IA countermeasures.
1.2.3.4.1.12 Initiates requests for temporary and permanent exceptions, deviations, or waivers to IA requirements or criteria according to this instruction and applicable specialized IA publications.
1.2.3.4.1.13 Works with client support administrator(s) and unit security manager(s) in resolving classified message incidents.
1.3 ISO/IEC 17025 ACCREDITATION
1.3.1 The contractor shall obtain and maintain ISO/IEC 17025 accreditation in the measurement areas identified in Tech Exhibit 7. ISO/IEC 17025 accreditation is in addition to other requirements in this PWS related to quality program, management system, on-site assessments, etc. ISO/IEC 17025 accreditation does not relieve the contractor from any of these other requirements.
1.3.1.1 If additional measurement area discipline accreditations are required, AFMETCAL will notify the contractor in writing. The contractor shall submit the request for accreditation to the accreditation body within six (6) months of AFMETCAL’s request. Actual accreditation for the requested addition shall be completed at the next annual accreditation body assessment if the request is received more than six months from the next annual assessment. Otherwise, it shall be completed by the following annual accreditation body assessment.
1.3.1.2 The contractor shall select an accreditation body that is accredited to ISO/IEC 17020 (Conformity Assessment - Requirements for the Operation of Various Types of Bodies Performing Inspection) by an accreditation body recognized as a member by the International Accreditation Forum. The contractor shall submit the selected accreditation body to AFMETCAL for approval prior to accreditation.
1.3.1.3 The contractor shall, within one year of contract commencement, submit the accreditation request to the accreditation body for the priority 1 measurement areas identified in Tech Exhibit 7. Within two years of contract commencement, the contractor shall have accreditation in the priority 1 measurement areas.
1.3.1.4 The contractor shall, within two years of contract commencement, submit the accreditation request to the accreditation body for the priority 2 measurement areas identified in Tech Exhibit 7. Within three (3) years of contract commencement, the contractor shall have accreditation in the priority 2 measurement areas.
1.4 QUALITY PROGRAM REQUIREMENTS
The Contractor shall provide and maintain a quality system that adheres to the requirements imposed by this PWS. The quality system procedures, planning, and all other documentation and data that comprise the quality system shall be made available to AFMETCAL for review. The Quality Manual must address a process evaluation and improvement program covering all services listed on the Service Delivery Summary (SDS). It must specify the areas to be evaluated or measured, how the evaluation or measurement will be scheduled and accomplished, and the title of the individual(s) who will perform the evaluation or measurement. This program shall include methods for identifying and implementing improvements to correct unacceptable performance or improve satisfactory performance. The Quality Manual must address software development and configuration control. AFMETCAL may perform any necessary inspections, verifications, and evaluations (including a review by a third party accreditor) to ascertain conformance to requirements and the adequacy of the implementing procedures. AFMETCAL reserves the right to disapprove the quality system or portions thereof when it fails to meet its contractual requirements. See AFPSL and TO sections of this PWS for specific Quality Program Requirements. (CDRL A002, OT-2001-30015, Quality Manual)
1.4.1 Quality Assurance
The government will evaluate the contractor’s performance under this contract using the method of surveillance specified in Technical Exhibit 1, Service Delivery Summary. All surveillance observations will be recorded by the government. When an observation indicates defective performance, the government Contracting Officer Representative (COR) will request the contractor’s QA representative to initial the observation.
1.4.2 Performance Evaluation and Technical Interchange Meetings The contractor may be required to conduct one (1) hour weekly interchange meetings with the government FD and the CO. Performance Evaluation (Metrics) meetings will normally be held monthly and the metric charts are provided by the government. Should the contractor not concur with the charts, they have the opportunity to discuss during the metric briefing. The contractor shall provide meeting minutes for all technical interchange meetings. 1.5 OTHER REQUIREMENTS
1.5.1 Environmental Protection
The contractor shall perform the requirements of this PWS in an environmentally acceptable manner consistent with Air Force, Federal, State, and Local environmental laws and regulations. The contractor shall ensure policies and procedures are established that minimize/eliminate the risk of environmental pollution. The contractor shall cooperate with government officials in conducting inspections, resolving incidents, and take corrective action to prevent recurrence, where the release of hazardous/toxic material occurs within the contractor’s area of responsibility as defined in this PWS.
1.5.2 Hazardous Material Program
The contractor shall establish a program to safely and properly use, manage, store, control, and dispose of combustible, flammable, and hazardous waste. Hazardous waste shall be managed IAW OSHA requirements as specified in 29 CFR 1910. The contractor shall establish and manage hazardous waste accumulation points, collect waste, and prepare the required paperwork for product inventories, record keeping of hazardous waste, and turn-in documents for hazardous waste. The contractor shall comply with Federal, State, Local, and Air Force regulations providing the correct documentation for the disposition of hazardous wastes. New or changed processes that affect the quality or quantity of hazardous wastes generated must be approved by the CO prior to implementation. Regulator issued fines and penalties issued as a result of improper hazardous waste management resulting from contractor activities shall be paid by the contractor.
1.5.2.1 Safety Data Sheets
Copies of all Safety Data Sheets shall be maintained on file in the area of use for the life of the contract and shall be made available to the government upon request. Any proprietary data on the Safety Data Sheets provided to the contractor shall require the contractor to sign a nondisclosure agreement prior to access to the Safety Data Sheets.
1.5.3 Safety and Accident Prevention and Requirements
As a minimum, the contractor shall conform to AFI 91-203 Air Force Consolidated Occupational Safety Instruction and United States National Fire Protection Association (NFPA) Standards at their facilities for the protection of DOD property and personnel entrusted by this Contract. In addition, the contractor shall comply with the applicable Air Force Safety requirements either stated or referenced within this Contract. If the contractor has a safer or better method of protecting Air Force property or personnel, that method must be submitted in the form of a safety plan to the government for approval.
The contractor will conduct routine and recurring surveillance to ensure the safety requirements of this contract are enforced. Competent personnel shall be used to perform the surveillance.
The contractor shall ensure subcontractors comply with the safety provision of this Contract, as applicable.
All contractor personnel shall be trained and qualified to perform their job safely. All applicable training/ qualification requirements in AFI 91-203 (Consolidated Occupational Safety Instruction) shall be accomplished.
In performing work under this contract the contractor shall comply with safety provisions listed in the technical publications contained in the PWS, and comply with written orders of the CO that direct additional safety, fire prevention, and health criteria as may be required in the performance of this contract.
1.5.3.1 Identifying and Reporting Hazards and Mishaps
The contractor shall promptly report hazards and mishaps involving Air Force personnel, facilities (if applicable), and/or equipment to the COR. The contractor shall provide requested information and/or assistance to the government investigating officer during the course of Air Force mishap investigations. Investigation and reporting of mishaps involving contractor personnel, equipment, and facilities shall be the responsibility of the contractor. The contractor shall immediately notify the nearest Regional/Area OSHA office and the CO of any on-the-job death of a contractor employee.
1.5.3.2 Mishap Notification:
1. The contractor shall notify the AFMETCAL (COR) within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD property entrusted by this contract. This notification requirement shall also include physiological mishaps/incidents. A written or e-mail copy of this mishap/incident notification shall be sent within three (3) calendar days to the government representative. For information not available at the time of initial notification, the contractor shall provide the remaining information not later than twenty (20) calendar days after the mishap, unless extended by the government representative. Mishap notifications shall contain, as a minimum, the following information:
(a) Contract, Contract Number, Name and Title of Person(s) Reporting
(b) Date, Time and exact location of mishap/incident
(c) Brief Narrative of mishap/incident (Events leading to accident/incident)
(d) Cause of mishap/incident, if known
(e) Estimated cost of mishap/incident (material and labor to repair/replace)
(f) Nomenclature of equipment and personnel involved in mishap/incident
(g) Corrective actions (taken or proposed)
(h) Other pertinent information
2. The contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the government.
1.5.4 RADIAC
The contractor shall establish a program to calibrate and repair all RADIAC equipment IAW the applicable Calibration Measurement Summaries (CMS), TO 33K-1-100-1. TO 33K-1-100-2, or maintenance technical orders. The contractor shall possess and maintain all licenses and permits required to possess, use, store, package, ship, and handle radioactive test sources and equipment items containing such sources. The contractor shall ensure a sufficient number of personnel, trained IAW licensing requirements, are on hand at all times to accomplish the RADIAC workload, maintain radioactive test sources, and comply with the provisions of Federal, Nuclear Regulatory Commission (NRC), Air Force, and State regulations.
1.5.4.1 Identification of Isotopes
The contractor shall maintain a listing (Technical Exhibit 3) of all isotopes, including specific information regarding type and quantities of isotopes stored, used, and maintained in the AFPSL. The contractor shall maintain inventories of radioisotopes identified in Technical Exhibit 3 in quantities as required in the performance of this contract.
1.5.4.2 Copies of License
The contractor shall provide a copy of their RADIAC license, and any other correspondence from the licensing activity, to the CO as soon as it is received.
1.5.4.3 Radiation Safety Officer (RSO)
The contractor shall designate a Radiation Safety Officer (RSO) and an alternate.
1.5.4.4 Disposition Instructions for Source Turn in
The contractor shall contact the appropriate equipment Item Manager to obtain disposition instructions for radioactive test sources or for RADIAC equipment containing radioactive test sources.
1.5.4.5 Radiation Surveys/Monitors
The contractor shall comply with Federal, NRC, Air Force, and State regulations to include radiation surveys of areas where radioisotopes are used and stored. The contractor shall ensure personal monitoring of workers and visitors as required by the contractor’s license. The results of radiation surveys and personnel radiation monitoring of employees shall be maintained on file in the AFPSL for the life of the contract. The results of the surveys shall be made available to the government upon request.
1.5.5 AFPSL Contractor Sponsored Tours
The contractor shall conduct facility tours for AFMETCAL sponsored visitors to the AFPSL. These tours may include representatives from other DoD laboratories, industry, or community agencies to promote good will and awareness of the laboratory’s capabilities. AFPSL contractor sponsored tours shall be approved by AFMETCAL CO at least two days prior to arrival.
2.1 DEFINITIONS AND ABBREVIATIONS
2.1.1 Accessories
Auxiliary items such as cables, connectors, and adapters belonging to an individual item of Test, Measurement, and Diagnostic Equipment (TMDE) and required for normal use or calibration/repair.
2.1.2 AFMETCAL Project Plan
"AFMETCAL Project Plan" (also called "Project Plan") means a Plan which includes objective, approach, and scope of the project (work to be performed). It also includes information on the associated peculiar hardware and software, schedule, security, operational requirements, instrumentation, data and reporting requirements, project associated procurement requirements, and cost estimates. All applicable parties (AFMETCAL, Prime Operating Contractor, and CO) sign the Project Plan.
2.1.3 Air Force Primary Standards Laboratory (AFPSL)
The AFPSL is the U.S. Air Force's Primary Standards Laboratory. Its purpose and function is to ensure all Air Force weapon systems are accurate, precise, and traceable to recognized national standards. This includes Calibrate and Return, Note 64, FMS, GFE, Transfer Standards, NIST, Acceptance, and Exchange Standards. “AFPSL” includes laboratories and equipment required to perform measurements, tests and calibrations required by this contract and described in the Performance Work Statement.
2.1.4 Ancillary Equipment
Auxiliary equipment required for normal use or calibration/repair of TMDE which may belong to the TMDE item or be a standalone piece of equipment.
2.1.5 Bench Check
Visual inspection, physical test, and minimum performance test using shop facilities, equipment, procedures, and test parameters as set forth in applicable technical publications to determine exact condition of TMDE.
2.1.6 Calibration
"Calibration" means a comparison between items of equipment, one of which is a measurement standard of known accuracy, to detect, correlate, adjust and report any variation in accuracy of the other item(s). (TO 00-20-14).
2.1.7 Calibration Interval
The length of time between calibrations as prescribed in TO 33K-1-100-1, 33K-1-100-2, or applicable Calibration Measurement Summary (CMS). The period of time over which an instrument will perform its mission, or function, with a statistically derived end-of-period reliability (will be in tolerance) of 85% or better.
2.1.8 Certification
The documented designation that standards and TMDE have been calibrated and meet established technical requirements. The AFPSL is also certified to have the capability to perform accurate measurements by AFMETCAL Evaluation Inspectors.
2.1.9 Condemned
All items returned to the customer that are not reparable or are beyond economical repair.
2.1.10 Contingencies
Unanticipated or unforeseen occurrences.
2.1.11 Contracting Officer (CO)
A government employee with the authority to enter into and administer contracts, make findings and determinations with respect thereto on behalf of the United States Government (also known as PCO or Procuring Contract Officer).
2.1.12 Contracting Officer Representative (COR)
A government representative designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions concerning the contract. Provides technical interface with the Contractor and evaluates overall contract performance. Ensures coordination of requirements and agreements with the AFMETCAL and Contractor.
2.1.13 Contractor Acquired Property (CAP)
Property acquired by the contractor with government approval and funds. Title of such property remains with the government. The contracting officer is the approving authority for contractor acquired property, with AFMETCAL coordination.
2.1.14 Contractor Furnished Equipment (CFE)
Equipment provided by the contractor, with the approval of the contracting officer, to supplement government furnished equipment. CFE shall meet government standards and shall be used solely in support of this contract. The government shall not reimburse the contractor for CFE provided by the contractor to supplement GFE. The contractor shall retain title to all CFE and shall remove CFE from government facilities at the end of the contract. CFE shall be clearly marked to distinguish from Government Furnished Equipment (GFE).
2.1.15 Contractor Furnished Property (CFP)
All property used by the contractor in the performance of a contract, other than government property.
2.1.16 Customer
A customer is the organization that directed the item to the AFPSL. This is usually the owner, but not necessarily. For owners of TMDE or standards supported by the AFPSL who are collocated with an Air Force base PMEL, the owner will process its item through the base PMEL for shipment to the AFPSL. To the AFPSL, the customer in this case is the base PMEL; however, the owner is the end user and also a customer.
2.1.17 Defective Service
A service output that does not meet the standard of performance associated with it in the Service Delivery Summary (SDS).
2.1.18 Defects
A defect is any nonconformance of the unit or product within specified requirements. Types of defects are:
· MINOR DEFECTS are those defects that do not materially reduce the usability of a unit or product for its intended purpose, or depart from established standards. In addition for TO production (News, Rewrites, Revisions, and Changes), minor defects are those defects that do not affect the required calibration parameters.
· MAJOR DEFECTS are those defects that could result in a failure or materially reduce the usability of the unit or product for its intended purpose. Specifically, it is the failure of the processed unit to conform to complete performance specifications for all functions and operating modes calibrated when inspected at any time within thirty (30) calendar days of delivery. Not included are random failures or non-critical components (components which do not affect the accuracy of the TMDE) after processing by the AFPSL which could not have been predicted during the processing cycle. (E.g. fuses, indicator lamps, etc.) In addition for TO production (News, Rewrites, Revisions, and Changes), major defects are those defects that do not achieve the required calibration parameters of the item to be calibrated.
· CRITICAL DEFECTS: A defect that, good judgment and experience indicate, could result in hazardous and unsafe conditions for the individual using or maintaining the product or that could cause damage to the product itself and/or other devices used with the product.
2.1.19 Electronic Controllers
A computer used in an automated calibration to provide electronic control of calibration standards and/or TMDE.
2.1.20 Exchange Standards
Exchange Standards are a pool of calibrated rotatable assets which are provided to the customer prior to when their current in-use asset becomes due for maintenance to ensure continuity of service by the customer.
2.1.21 Facility
The term facility includes the Air Force Primary Standards Laboratory, administrative areas, and non-collocated work and storage areas assigned to the contractor to satisfy the requirements of this contract.
2.1.22 Facility Custodian
A designated contractor employee who is responsible for initiating trouble calls and requesting facility problem corrections and improvements. Specific tasks are outlined in PWS Section 5.
2.1.23 Functional Director (FD)
The government representative responsible for a functional area in which the services are provided by the contractor.
2.1.24 Government Furnished Equipment (GFE)
GFE, personal property, and government leased equipment in the possession of or acquired by the government and subsequently delivered or otherwise made available to the contractor. GFE includes but is not limited to items such as calibration standards and TMDE.
2.1.25 Government Furnished Material (GFM)
Property consumed or expended during the performance of the contract.
2.1.26 Government Furnished Property (GFP)
Property in the possession of or acquired by the government and subsequently delivered or otherwise made available to the contractor. GFP includes but is not limited to consumable items such as batteries, transistors, semiconductors, lubricating oil, solder, etc.
2.1.27 Heath Facility
Heath Facility means that location, manned by government and Contractor personnel, located at 813 Irving-Wick Drive West, Heath, OH 43056-1199, where contractual work will be performed.
2.1.28 Inspection
An examination of a unit or component to determine proper: identity, condition, installation, repair, and calibration, of the item against established standards, technical data, and contractor requirements.
2.1.29 In-Process Inspection
An inspection performed during the assembly or processing of a unit or component.
2.1.30 Item Unique Identification (IUID)
A system of establishing a distinguishable unique item identifier on DoD equipment by assigning the item a machine-readable character string or number distinguishing it from all other like and unlike items.
2.1.31 Laboratory Metrology Scheduling System (government provided MIS) Current Maintenance Information System (MIS) system used in the AFPSL to maintain the TMDE inventory, scheduling, quality control, personnel database, and maintenance data collection requirements of the AFMETCAL Program. AFMETCAL anticipates that LABMET will be replaced by a different MIS during the term of the Contract.
2.1.32 Lot
The total number of service outputs in a surveillance period, as defined in the Performance Requirements column of the Service Delivery Summary (SDS).
2.1.33 Maintenance
"Maintenance" means the recurrent, day-to-day, periodic, or scheduled work required to preserve a facility or equipment. It includes work required to preserve components which have deteriorated from normal wear and tear, and other work on a facility to prevent damage or deterioration to that facility which otherwise would be more costly to restore. There are two levels of maintenance:
(1) "First-Level" is that maintenance performed by operations personnel in preparation for startup, operation, and shutdown processes to assure that the equipment and/or system are in proper condition for operation, to protect it during operation, and to complete protective measures following shutdown. The following are examples of first-level maintenance:
a. Cleaning and wiping the equipment and around the equipment. External inspections of items such as drive mechanisms, seals, limit switches, and reports of findings indicating need for formal maintenance or repair.
b. Operational cycling of drive mechanisms to assess readiness.
c. Adjustments of components and mechanisms.
d. Calibration of installed measurement systems.
e. Confirmation of readout system accuracy.
f. Replenishment of items such as lubricants.
g. Replacements of minor parts such as seals and filter elements.
h. Other similar equipment/system care activities required during the course of operations, and which can be accomplished by the operator with no appreciable operational delay and little shop support.
(2) "Second-Level" is that maintenance and repair which provides for the periodic inspection of systems and equipment to determine and accomplish those recurrent or scheduled work requirements necessary to preserve or restore real property facilities, equipment or components to a usable condition. This level is normally more complex and time consuming than the first-level.
ROUTINE MAINTENANCE: TMDE maintenance accomplished on a first in, first out basis. Lack of the TMDE will not create a life threatening situation, will not cause a work stoppage or mission failure, and will not impair mission accomplishment.
MISSION ESSENTIAL MAINTENANCE: TMDE maintenance accomplished ahead of routine maintenance for one-of-a-kind or one-deep TMDE that is part of a unit’s deployment package, or is critical to daily peacetime operations, or TMDE assets falling below critical availability levels. Lack of the TMDE may cause work stoppages or impair mission accomplishment.
EMERGENCY MAINTENANCE: TMDE maintenance accomplished ahead of routine and mission essential maintenance for one-of-a-kind TMDE that is inoperable or due calibration and for which a critical job is at a work stoppage. Lack of the TMDE may cause a life threatening situation or mission failure.
2.1.34 Major Command (MAJCOM) PMEL Functional Manager (MFM)
The government's representative for each MAJCOM who acts as final authority for PMEL matters, interprets applicable PMEL directives, coordinates implementation of the Air Force Metrology and Calibration (AFMETCAL) Program, serves as a member of the AFMETCAL Advisory Group, and is the liaison between AFMETCAL and the PMELs for their respective MAJCOM.
2.1.35 May
"May" is permissive. However, the words "the Contractor may not" means that the Contractor is not required, authorized, or permitted to do the act described.
2.1.36 Measurement Standard
Equipment by which the accuracy and traceability of a precision measurement is derived and to which TMDE is compared for calibration.
2.1.37 Metrics
Standard business practice used to measure process outputs and compare them to performance goals to judge the health of the process.
2.1.38 Metrology
The science or system of weights and measures used to determine conformance to technical requirements including the development of standards and systems for absolute and relative measurements.
2.1.39 Modification
An approved change in original design of equipment to improve performance or accuracy. Changes are specified in Time Compliance Technical Orders (TCTO) or engineering change requests.
2.1.40 Performance Requirement
This is the point that divides acceptable and unacceptable performance. In the case of surveillance by random sampling, the performance requirement is the maximum number of defectives in the random sample chosen that occur before the government will affect the price computation system (price computation starts when the minimum requirements are met) IAW the Service Delivery Summary (SDS) and the Inspection of Services clause. When the method of surveillance is other than random sampling, the performance requirement is the number of defectives or maximum percent defective in the lot before the government will affect the price computation system (price computation starts when the minimum requirements are met) IAW the SDS and the Inspection of Services Clause.
2.1.41 Performance Work Statement (PWS)
A document that accurately describes essential and technical requirements for items, materials, or services, including the standards used to determine whether the requirements have been met.
2.1.42 PMEL Automated Management System (PAMS)
Current MIS used in AF PMELs to maintain the TMDE inventory, scheduling, quality control, personnel database, and maintenance data collection requirements of the AFMETCAL Program.
2.1.43 Precision Measurement Equipment Laboratory (PMEL)
A laboratory which is authorized to have Air Force base measurement standards and is responsible for calibration, certification, and repair of TMDE.
2.1.44 Product Quality Deficiency Report (PQDR)
A report used to identify, report, and resolve deficiencies on hardware, software, mission critical computer systems, vehicles, clothing, and textiles.
2.1.45 Quality Assurance
Those actions taken by the government to assure services meet requirements of the PWS.
2.1.46 Quality Assurance Surveillance Plan (QASP)
A written document used for quality assurance surveillance. The document contains specific methods to perform surveillance of the contractor.
2.1.47 Quality Control
Those actions taken by contractor to control the performance of services so they meet the requirements of the PWS.
2.1.48 Random Sampling
A sampling method in which each service output in a lot has an equal chance of being selected.
2.1.49 Real Property
"Real Property" means lands, leaseholds, buildings, and facility plant equipment.
2.1.50 Reference Standards
Special purpose TMDE or material which has been characterized by a primary reference laboratory, such as National Institute of Standards and Technology, or other recognized authority as a known quantity.
2.1.51 Repair
To restore or replace parts or components as necessitated by wear and tear, damage, or failure in order to return the item to serviceable condition.
· Major Repair A repair action separate from bench check, to restore an inoperative or malfunctioning unit to a condition in which the unit can be calibrated or adjusted to meet technical order requirements.
· Minor Repair A repair action separate from bench check, to restore a unit that is operative but has a minor malfunction or is found during calibration to require repair to bring the unit into technical order requirements.
2.1.52 Repair Level
Repair of TMDE shall include application of troubleshooting procedures to identify defective individual components or component subassemblies. The level and extent of repair may be limited by the availability of adequate equipment, facilities, technical data, and replacement parts availability.
2.1.53 Reparable
Unserviceable items which can be repaired and restored to a serviceable condition.
2.1.54 Rotatable
Rotatable inventory. Items used in the exchange standard program that are calibrated and rotated to the PMELs prior to the customers asset coming due calibration.
2.1.55 Sample
A sample consists of one or more service outputs drawn from a lot. The number of outputs in the sample is the sample size.
2.1.56 Sampling Guide
The part of the surveillance plan that contains all the information needed to perform surveillance of the service output(s) by the random sampling method of surveillance.
2.1.57 Scheduled Equipment
Refers to work performed on TMDE delivered to the AFPSL within thirty (30) days prior to the scheduled calibration due date to thirty (30) days after its regularly scheduled calibration due date.
2.1.58 Scope
"Scope" as used in the PWS, means a general statement of the magnitude of the work required. It is not necessarily all-inclusive, but rather is intended to aid the offeror/contractor in understanding the effort required.
2.1.59 Serviceable
A fully operational item that meets all performance standards for which it was designed.
2.1.60 Service Delivery Summary
Identifies the key service outputs of the contract that will be evaluated by the government to assure contract performance standards are met by the contractor. During the performance of this contract Service Delivery Summary (SDS) (Technical Exhibit 1) is being used instead of Performance Requirement Summary (PRS).
2.1.61 Shall
"Shall" is imperative.
2.1.62 Site Manager
An individual designated by the contractor who shall be responsible for the performance of the work at that location and act as single point of contact with the government for all matters pertaining to administration of this contract. Not to be confused with government personnel assigned to this contract.
2.1.63 Support Equipment
Equipment such as special testers and fixtures that are required to maintain a system, subsystem, or TMDE. This does not include auxiliary items such as cables, connectors, and adapters.
2.1.64 Surge
A sudden increase in the number of items input into the AFPSL above normal predicted input. Generally, surge requirements occur at times of emergency or prior to an exercise or contingency.
2.1.65 Technical Order (TO)
A publication that gives specific technical direction and guidance required to perform a task.
2.1.66 Test, Measurement, and Diagnostic Equipment (TMDE)
Those devices used to test, measure, evaluate, inspect, or otherwise examine materials supplies, equipment, and systems to identify or isolate any actual or potential malfunction, or to determine compliance with specifications established in technical documents.
2.1.67 Unscheduled TMDE
Refers to work performed on TMDE returned to the AFPSL thirty one (31) days prior to its scheduled calibration due date, or TMDE added to the inventory (initial calibration), or TMDE received later than thirty one (31) days after its calibration due date.
2.1.68 Will
“Will" is a statement of intent when referring to a government action.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
The government shall provide the equipment, materials, and/or services listed below. The facilities listed below will not be owned by the government. It will be the contractor’s responsibility to negotiate facility usage, operation, and cost with the current Building 4 Lessee in the best interest of the government.
3.1 EQUIPMENT
The government will provide the contractor equipment listed in Technical Exhibit 5B, Government Furnished Equipment. Government furnished equipment designated in 3.1.1 below and in Technical Exhibit 5B, shall be managed IAW the provisions of the Government Property clause of this contract.
3.1.1 Automated Data Processing Equipment (ADPE)
ADPE is listed in Technical Exhibit 5B.
3.1.2 Personal Computers
The government will not provide personal computers to the contractor. Computers provided to the contractor shall be for GFE systems only. The government will provide computers and software for special tooling, for example ETIMS. The contractor shall be responsible for the maintenance and upkeep, and replacement of all provided GFE systems.
3.1.3 Maintenance Information Systems (MIS) PMEL Automated Management System (PAMS)/ Laboratory Metrology Scheduling System (government provided MIS) The government will provide automatic data processing systems/MIS (currently known as PAMS/LABMET). The contractor shall use government provided MIS automatic data processing programs and software to manage TMDE inventories, schedule calibration and repair, document Maintenance Data Collection (MDC) system information, and accomplish other maintenance related tasks associated with the performance of this contract (government provided MIS refers to any government provided scheduling system (LABMET or successor)).
3.1.4 Enhanced Technical Information Management System (ETIMS) The contractor shall use ETIMS application for Technical Order/CPIN management.
3.2 SERVICES
3.2.1 Regulations and Forms
The government will provide access to all required Department of Defense and Air Force regulations, directives, publications, and TOs required for the performance of this PWS.
3.2.2 TMDE Certification Stamps
The certification stamp ("K" stamps) required by TO 00-20-14 will be furnished and replenished by the government.
3.2.3 Qualification Training Program
The contractor shall develop, document, and manage an effective qualification program that provides the necessary knowledge, skills and hands-on competencies to meet the performance requirements of this contract.
3.2.3.1 The program shall identify knowledge, skills and qualification training requirements for each area, sources for training, and detailed timelines for training.
3.2.3.2 Knowledge training: electrical, electromechanical, mechanical, physics, optics, RADIAC, and thermal principles; mathematics, and number systems; operating principles, use, and care of TMDE and laboratory standards; analysis and interpretation of technical data; troubleshooting techniques; metrology program, calibration traceability, metrology techniques, and laboratory practices.
3.2.3.3 Skills training: electronic principles, equipment theory and operation, introduction to metrology concepts, use of technical publications, maintenance documentation, and support equipment familiarization and use.
3.2.3.4 Qualification training is actual hands-on task performance training designed to qualify an apprentice in a specific duty position.
3.2.4 Specialized Training
The government may provide a yearly budget for specialized metrology training to meet the requirements of this Contract. The Contractor shall manage to this budget. Specialized training that is submitted for reimbursement must be noted in the A010 report, detailing the travel costs, lodging and per diem costs, and course and/or registration fees.
UNSATISFACTORY PERFORMANCE: In the event a contractor employee does not satisfactorily complete government funded specialized training, the contractor shall be subject to reimburse the government for the cost of the training (including per diem and travel costs).
