CALIBRATION PROCEDURE PREPARATION INSTRUCTIONS
A2.1. General Requirements. A calibration procedure should be provided for each test instrument (TI); however, similar TIs may be covered in the same procedure. Similar TIs are considered those having similar parameters, controls, displays and performance limits to the degree which allows combination of calibration instructions without undue complications.
A2.2. Numbering of paragraphs and procedural steps. A decimal system similar to that used in the 33KX-4 (field) calibration procedures shall be used throughout the calibration procedure.
A2.3. Text Content. The calibration procedure shall contain the essential information required for performing calibration of one or more TIs. Each procedure shall contain instructions sufficient in detail to enable calibration personnel to determine whether the TI is operating within the prescribed performance limits. Another procedure may be referenced provided that the entire or a large portion of the referenced procedure is used by the prime procedure.
A2.3.1. Referenced Procedures. If a procedure is referenced from Section 4 of the prime procedure, then the following shall apply:
A2.3.1.1. The prime procedure shall not list equipment used exclusively in the referenced procedure.
A2.3.1.2. Section 4 of the prime procedure shall state each TI characteristic calibrated by a referenced procedure and identify the referenced procedure number.
Example: Measure the relative spectral responsivity of the TI using TO 33K4-5-3-1.
A2.3.1.3. Section 4 of the prime procedure shall state the minimum performance specifications required to calibrate each TI characteristic calibrated by a referenced procedure.
Example: The relative spectral responsivity must be measured from 350 to 1000 nm with an uncertainty of 2.0%.
A2.3.1.4. Section 4 of the prime procedure shall require the referenced procedure performance specifications be verified.
Example: Verify TO 33K4-5-3-1 still meets the requirements.
A2.3.1.5. If necessary, the prime procedure shall contain any special instructions needed when using the referenced procedure.
A2.3.1.6. The prime procedure shall list all referenced procedures in Section 2 (see Figure A2.2.).
A2.3.2. Software used in the calibration shall be called out by one of two methods: The first method is to reference validated/verified software controlled and documented in compliance with TO 00-20-14. As required, the procedure shall require in Section 3 or 4 the software be the latest revision of the applicable version per ACPINS. The second method is to use an automated calibration TO that contains a “-10” suffix; i.e., 33Kx-x-x-
10. The procedure will require in Section 3 or 4 the software is the latest revision of the applicable version per the TO Index publication date. All software used in the calibration shall be properly listed in Section 2. See the AFMETCAL TO Guide and Requirements for detailed information.
A2.4. Interconnection Instructions. The procedure shall specify the type, length, and dress of leads, grounding and relative equipment placement whenever such factors must be controlled to assure the success of calibration. Interconnection information shall be described in words or shown in a simple line drawing, block diagram, or combination thereof, as required, for clarity (see Figure A2.3.). The interconnection instruction shall be contained in Section 3 or 4.
A2.5. Development of Text. IAW the requirements of MIL-STD-38784A, procedures shall be written in simple practical language. All terminology, symbols and abbreviations shall be readily understandable by calibration technicians. New or unusual terms, symbols or abbreviations should either be avoided altogether or explained at the first usage in each procedure. Action verbs should be used. Short sentences and steps enable the operator to remember the entire operation. Instructions shall use the imperative mode, direct sentences; e.g., "Turn on the TI."
A2.6. Types of Instructions to be Excluded. Calibration procedures shall not cover maintenance instructions; for example: complete disassembly and assembly instructions of any instrument, subassembly, accessory or plug-in unit; or replacement instructions for work accomplished by maintenance activities. Minor adjustment of calibrated parameters is permitted.
A2.7. Security Classification. Inclusion of classified matter in the calibration procedures shall be held to a minimum. When classified information is included, identify it in accordance with
MIL-STD-38784A.
A2.8. Detailed Requirements. The calibration procedure shall be arranged as follows:
A2.8.1. Front Page. Each TI shall be identified by manufacturer, model number, nomenclature, and principle function, if not evident from the nomenclature. General procedures which include many TIs need only identify nomenclature. Identification shall include, for example:
A2.8.1.1. Set and component (ANURM25E) and (SG11).
A2.8.1.2. Military item and commercial counterpart (ANUSM105A) and (Hewlett-Packard 160b).
A2.8.1.3. Model variations (ME25, A and C).
A2.8.1.4. Any other identification specified by the procuring activity, such as manufacturer part number.
A2.8.2. Section 1 - Calibration Description. The Calibration Description Section shall contain the following information:
A2.8.2.1. The TI characteristics, performance specifications and test methods pertinent to the calibration shall be presented in tabular form (see Figure A2.1.).
The test method shall clearly indicate how each TI performance specification is verified and refer to alternate methods if utilized in the procedure. Variations in TI characteristics or performance between models shall be identified. All calibrated TI characteristics shall have an uncertainty assigned.
A2.8.2.2. TI performance specifications shall be consistent with the TI manufacturer specifications whenever possible. If they are not, the calibration procedure shall identify any deviations from manufacturer’s specifications.
A2.8.2.3. Accessories: All peculiar accessories requiring calibration with the TI shall be identified and described.
A2.8.2.4. When TI information is too complicated to be listed in Section 1; it may be listed in an Appendix.
A2.8.2.5. Determine whether the TI characteristics and performance specifications should be documented with the procedure or displayed in the Air Force Calibration Authority Viewer (AFCAV). If AFCAV is chosen, ensure all applicable TI characteristics and performance specifications are loaded in MudCats and identified as Table 1 specifications. Also, include the following statement in the section of the procedure: “See TO 33K-1-100-2 for all TI characteristics and performance specifications.” If the procedure uses an appendix to list specifications for a variety of part numbers and not all part numbers are loaded in MudCats, include the following statement: “If the part number is not listed in the appendix, see TO 33K-1-100-2 for TI characteristics and performance specifications.”
A2.8.3. Section 2 - Equipment Requirements. This section shall list the calibration equipment, peculiar accessories and mission critical software required in the calibration process in a calibration equipment table (See Figure A2.2.). The table shall include the generic name, minimum use specifications and recommended equipment.
A2.8.3.1. The first column shall contain a reference item number and the generic or common name for the equipment.
A2.8.3.2. The second column shall contain the minimum use specifications, which are defined as the characteristics, uncertainty, range, input impedance if applicable, and any other pertinent factors which are required during the performance of the tests and measurements described in the procedure. This information is intended to assist in selecting suitable substitute equipment in the event equipment listed in the third column is not available. Listing the manufacturer specifications in this column rather than the minimum use specifications may increase calibration cost when calibration equipment is substituted.
A2.8.3.3. The third column should contain an example of equipment, with manufacturer name and part number, which will meet or exceed the second column minimum use specifications and which are adequate for the performance of the calibration procedure.
A2.8.3.4. The fourth column may contain the manufacturer name and part number for substitute equipment which will meet or exceed the second column minimum use specifications and which are adequate for the performance of the calibration procedure.
A2.8.3.5. Mission critical software shall be listed in the calibration equipment table with software control number and any other pertinent information.
A2.8.3.6. Subsequent identification of the calibration equipment shall be general so as to facilitate equipment substitution. The calibration equipment shall be identified by generic terms; e.g., Signal Generator, Direct Voltage Source, Power Meter, etc., as long as no confusion exists. Item numbers, where needed for understanding, shall be used throughout the text.
A2.8.4. Section 3 - Preliminary Operations. This section shall include TI, accessory, and calibration equipment connections, warm up instructions, setup instructions or other operations preliminary to the complete calibration process.
A2.8.4.1. Familiarization. Instructions for the technician to become familiar with the procedure before beginning calibration shall be included.
A2.8.4.2. Special Environmental Conditions. Environmental conditions affecting the uncertainty or validity of measurements shall be described and may include an explanation of the reasons for the requirement.
A2.8.4.3. If applicable, the procedure shall include the following warning:
WARNING
Unless otherwise designated, and prior to beginning the calibration process, ensure that all test equipment voltage and/or current outputs are set to zero (0) or turned off, where applicable. Ensure all equipment switches are set to the proper position before making connections or applying power.
A2.8.5. Section 4 - Calibration Process. This section shall describe the details (text, figures, illustrations and tables) essential to the calibration of the TI and peculiar accessories.
A2.8.5.1. Division of the Calibration Process. The calibration process shall be divided into well-identified divisions covering each general calibration area.
Each division shall be arranged in a logical sequence keeping changes in connections, equipment setups, and control positions to a minimum. The necessary equipment connections, control settings and operations which comprise the calibration process shall be described.
A2.8.5.2. Procedure Methods. The procedure shall utilize overall performance testing, if possible. Calibration methods by measurement of the TI output or end product shall be employed. For example, power supplies of items such as signal generators, oscilloscopes and electronic voltmeters are tested indirectly by monitoring the output frequency or amplitude, or both.
A2.8.5.3. Development of Calibration Procedure. In development of calibration procedures, the following shall apply:
A2.8.5.3.1. Characteristics with performance specifications which can be reasonably expected to change with time, use or handling shall be included.
A2.8.5.3.2. Characteristics with performance specifications whose values are fixed and not subject to change with time, use or handling shall not be included.
A2.8.5.3.3. Functional tests shall be omitted when a related discrepancy or malfunction would be revealed during normal operation of the TI.
A2.8.5.4. Control Settings. Control settings of the calibration equipment and TI shall be given as necessary to assure complete understanding of the instructions. Series of control settings shall be represented in tabular form when required for clarity. The procedure does not need to have detailed instructions already contained in the calibration equipment and TI manuals.
A2.8.5.5. Adjustment Instructions. Adjustment instructions may be included if they satisfy the following criteria:
A2.8.5.5.1. Adjustments are not made prior to making measurements.
A2.8.5.5.2. The adjustment instructions apply to all TI serial numbers covered by the calibration procedure.
A2.8.5.5.3. Reasonable assurance exists that the out-of-tolerance condition can be corrected by the adjustment without need for other maintenance or repair action.
A2.8.5.5.4. The adjustment instruction can be included without unduly increasing the length and complexity of the procedure.
A2.8.5.5.5. Interaction with other tests or adjustments is adequately covered.
A2.8.5.5.6. The adjustment instruction is compatible with the calibration equipment setup being used and test sequence being followed.
A2.8.5.5.7. The adjustment is readily accessible.
A2.8.5.5.8. The procedure instructs the user to repeat the calibration process for all of the TI ranges the adjustment affects.
A2.8.5.5.9 The procedure states that adjustments shall not be allowed during an audit.
A2.8.5.6. Verification and Correction Action. The following note shall be placed at the beginning of Section 4:
NOTE
Unless otherwise specified, verify the results of each test and take corrective action whenever the test requirement is not met, before proceeding.
In those cases where interaction of individual measurements will be affected by corrective action, the following instruction shall be added: “Do not take corrective action until step __ has been performed.”
A2.8.5.7. Calibration Curves and Charts. Instructions for preparation of calibration curves, charts and tables shall be included, when required, for the use of the TI.
A2.8.5.8. Performance Limits. Performance limits shall be included in the text wherever instructions for tests or measurements appear, and shall conform to the following:
A2.8.5.8.1. Performance limits should be expressed in the same units as nominal values whenever feasible. Performance limits, when extended by the measurement uncertainty, shall not exceed the uncertainties in Section 1.
A2.8.5.8.2. Performance limits shall be expressed as single minimum or maximum values; for example, 2 centimeters minimum (2 cm min) when required by the TI specification.
A2.8.5.8.3. Nominal values and performance limits shall be expressed in the same units as the expected test data, whenever possible. Nominal values shall be omitted for quantities such as distortion, noise, ripple, etc., and quantities which are ideally zero.
The processing of data or their computations, when required, shall be simplified as much as possible.
A2.8.5.9. Labeling. If the procedure deviates from the manufacturer performance specifications, the procedure shall instruct the user to complete and affix a limited certification label to the TI.
A2.8.5.10. Calibration Performance Table (CPT). When there are six or more different performance limits not summarized elsewhere in the calibration procedure, a CPT is required. If a CPT is not used, the procedure shall state:
"calibration performance table not required." Calibration performance tables shall conform to the following:
A2.8.5.10.1. The CPT shall be located at the end of the calibration process (Section 4). It shall contain all of the TI characteristics listed in Section 1, the procedure step number, the TI range, the values applied to the TI and the performance limits. The performance limits shall be expressed in the same units as the TI characteristic listed in Section 1 (see Figure A2.4.).
A2.8.5.10.2. A separate CPT should be provided for each TI covered by the calibration procedure. If two or more TIs have identical characteristics, or have minor differences which can be readily and unambiguously handled on one CPT, one CPT may be used. All applicable TIs shall be identified in the CPT heading.
General procedures which include many TIs need not identify each TI in the CPT heading.
A2.8.6. Appendices. Appendices may be used to list the technical specifications of the TI(s) when they are too complicated to be listed in Section 1. Appendices may also be used to present supplementary or reference material; such as, extracts from technical articles or bulletins, dimensional tolerances, special handling or cleaning instructions, alternate test or calibration methods, or other essential information which has no logical location in the preceding instructions.
A2.8.6.1. Uncertainty Analysis. An uncertainty analysis is required for every AFPSL primary-level procedure and shall be located in an appendix.
Uncertainty analysis format is not required to be in format of MIL-STD- 38784A. Primary level procedures are procedures used in the AFPSL to calibrate Base Reference Standards for Precision Measurement Equipment Laboratories (PMELs). The following are minimum requirements for uncertainty analysis:
A2.8.6.2. Each source of uncertainty shall be documented.
A2.8.6.3. The propagation of uncertainty shall be fully documented and show the effect of each component on the total uncertainty.
A2.8.6.4. The analysis shall have a clear, consistent method for the combination of uncertainty.
A2.8.6.5. If the total uncertainty is valid only for certain ranges, then those shall be stated.
A2.8.6.6. The measurement uncertainty statement should include a consideration of interpolated points.
A2.8.6.7. The uncertainty analysis shall be performed IAW one of the following guidelines:
A2.8.6.7.1 ANSI/NCSL Z540-2-1997, “U.S. Guide to the Expression of Uncertainty in Measurement.”
A2.8.6.7.2 NIST Technical Note 1297, “Guidelines for Evaluating and Expressing the Uncertainty of NIST Measurement Results.”
A2.9. Definitions.
A2.9.1. Calibration Equipment. Equipment other than the TI required to perform the calibration.
A2.9.2. Functional Check (Test). A check intended to verify correct functioning of a TI or some feature of a TI, which is independent of the uncertainty of the TI. The requirement is usually a condition to be met rather than comparison with numerical tolerance limit values. Examples of functional checks are oscilloscope position control range and centering; multimeter battery check; and oscilloscope sweep time vernier range check.
A2.9.3. Minimum Use Specifications. Minimum use specifications are the principal parameters required for performance of the calibration, and are included to assist in the selection of alternate equipment, which may be used at the discretion of the using laboratory. Satisfactory performance of alternate items shall be verified prior to use. All applicable equipment must bear evidence of current calibration.
A2.9.4. Peculiar Accessories. Items furnished with a TI and used only with that TI, but not physically part of it. For example, a high voltage plug-in probe used specifically to extend the range of a particular voltmeter.
A2.9.5. Shall. The word "shall" is to be understood as mandatory.
A2.9.6. Should. The word "should" is to be understood as advisory.
A2.9.7. Test and Measurement Equipment. Devices used to measure or evaluate the characteristics of materiel or natural phenomena.
A2.9.8. Test Instrument (TI). The equipment to be calibrated.

NOTES
1. If the pulse generator is being used, connect the 20 dB attenuator between the pulse output and the TI. Adjust the pulse generator controls for a repetition rate of approximately 400 pps, the pulse width control for a width of 5 ms, and adjust the delay and amplitude controls for a stable TI CRT display 10 cm in amplitude.
2. If the square-wave generator is being used, adjust the frequency control for approximately 20 kHz, and adjust the 75 ohm amplitude control for a TI CRT display 10 cm in amplitude
