About this file

This is a Cost Workbook instruction and template document for RFP 2026-001 issued by the State of California Department of Technology for a DCC CSI Project involving design, configuration, development, implementation, operation, and maintenance of a software solution. The project utilizes an agile scrum methodology with a phased implementation approach consisting of two phases. The contract term is 3.5 years (42 months) for the base contract, with two optional one-year renewal periods available. Bidders must complete cost worksheets three through eight, providing detailed cost breakdowns for base contract deliverables, mandatory-optional functional requirements, licensing and hosting costs, maintenance and operations services, staff rates for unanticipated tasks, and continuous enhancements or statutory and regulatory changes. Phase 1 costs must not exceed 60 percent of total base contract deliverable costs, with the remaining balance allocated to Phase 2. All zero-cost items must be explicitly marked as "$0" rather than left blank.

The cost structure includes multiple components: base contract deliverables subject to a 20 percent state withhold, licensing and tools costs covering the 30-month base period plus 12 months of maintenance and operations, and two optional one-year maintenance and operations periods with potentially different costs. Bidders must provide hourly rates for staff classifications including project managers, technical leads, configuration leads, business analysts, developers, configurators, and scrum masters, which will be applied to state-determined hour allocations for continuous support and enhancements. The workbook indicates that continuous enhancements, improvements, or statutory and regulatory changes have estimated costs of $2,480,000 for the base contract term, $1,590,000 for optional year one, and $835,000 for optional year two. Non-billable contractor activities explicitly excluded from cost recovery include internal management overhead, quality rework, staff onboarding, internal knowledge transfer, idle time, and internal meetings.

Bidder Name:
The Contractor shall deliver the Project using an agile scrum methodology and a phased implementation approach consisting of two phases, Phase 1 and Phase 2 per SOW Section 30 Phased Implementation and Production Support.

End-user availability will begin after production implementation of the first phase and continue until phase 2 is complete. Provide phased costs in columns F and G, below. Only use columns as needed to represent the development phase(s) during which the deliverable, task or work product will be submitted.

NOTE: 2.2 System Implementation work product may include multiple sprint cycles, depending on the Contractor's system development plan. Based on the development approach, deliverable payment may be split.

Total cost for phase 1 must not exceed 60% of the Base Contract Deliverable Cost. The remaining will be allocated to phase 2.

5. LICESNING, TOOLS, HOSTING COSTS
Bidder Name0
Bidders shall identify the number of licenses required at the time the service becomes operational. Certain licenses may not be required during the initial project year (Project Year 1); therefore, the corresponding cost for those line items may be reflected as zero ($0) during that period. License quantities and associated costs may increase in subsequent periods based on system deployment progress and operational needs.

The Contractor shall provide costs for all software licenses required and purchase such licenses from software contractors and/or resellers, and any third-party tools necessary to meet the functional and non-functional requirement to support the proposed SaaS Solution. Please identify all Production and Non-Production environments required.

All such purchased items shall be procured in the name of DCC, with ownership vested in DCC. The Contractor shall be responsible for making payments for these items for the duration of the contract.

Maintenance and Operations Continuous Support

The State expects during the 12-months of the first base contract year and the two (2), one (1) year options of the contract period, enhancements, improvements, or statutory and regulatory changes may necessitate changes to the solution. These changes will be structured based on the Contractor’s hourly labor rates identified in the cost worksheet, table 5.1 below. No work can be performed in advance of State's approval via the Work Order Authorization process, SOW Section 16.

Costs for monthly service activities, tasks and deliverables identified in SOW section 32 Maintenance and Operations (M&O), shall also be considered in the below bucket of hours for the 12-months of the first base contract year and the two (2), one (1) year options of the contract period.

The hours in columns C, F, and I are determined by the State. Bidders may propose alternatives in the 6611 Negotiation phase of the solicitation period as identified in SOW Section 2.3 Key action Dates. Hours below are considered maximum hours for each period. State reserves the right to use hours across classifications as needed throughout the 12-months of the first base contract year and the two (2), one (1) year options of the contract period.

The Contractor may use other classifications not listed in this Cost Worksheet to perform work; however the hourly rate charged by the Contractor will be at the lowest classification hourly rate provided in Table 10.4.1.

Note:

The Contractor may use other non-key staff classifications not listed in this Cost Worksheet to perform work; however the hourly rate charged by the Contractor will be at the lowest classification hourly rate provided in Table 5.1
