About this file
This is a Key Staff Qualifications Form for a Configuration Lead position submitted as part of the California Department of Cannabis Control's RFP 2026-001, issued June 19, 2026. The form is used by bidders to document the qualifications and relevant project experience of proposed key staff members assigned to the Configuration Lead role. Bidders may reference multiple projects to satisfy the total experience requirements and must complete a separate form for each project cited. The form requires documentation of the staff member's name, company affiliation, project details, employment dates, work schedule (full-time or part-time), contract amount, and a detailed project description.
The Configuration Lead position requires four mandatory qualifications: a Bachelor's degree in Information Technology, Computer Science, Information Systems Management, or Engineering (with foreign degrees requiring NACES evaluation); four years of experience as a Configuration Lead on large-scale complex IT projects with demonstrated expertise in coordinating cross-functional teams across multiple environments; two years of experience establishing and governing configuration management processes, standards, and policies; and two years of experience leading continuous improvement initiatives through analysis of configuration incidents and metrics. Additionally, one to three years of desirable experience as a Senior Configuration Lead implementing or maintaining a Cannabis Licensing and Compliance system is scored at two points per year for a maximum of six points. Bidders must provide detailed descriptions addressing how proposed staff members' work experience meets each qualification component, with checkboxes to indicate whether experience requirements are fully met, partially met, or not met on each cited project.
