About this file

This document is an evaluation report for Request for Proposal (RFP) No. BPM003384, prepared by an evaluator named Danny Rodriguez for an unspecified state department. The report assesses nine different offerors/companies who submitted proposals for a contract: CARDNO, JE Fuller, Natural Channel Design, NextGen, Tetratech, DOWL, J2 Design, Stantec, and Wilson and FNI. These companies are primarily located in Arizona, with some having national or global operations, and they specialize in various engineering and project management services.

The scope of work appears to involve hydrology, dam design, marine projects, and boating facility design. While all companies demonstrated relevant experience, the evaluator noted a consistent weakness across proposals: limited marine project experience. The recommendations highlight that each proposal contained qualified employees capable of completing the work, with key evaluation criteria including cost, communication, project scheduling, and document completeness. The department seems to be seeking a contractor with comprehensive capabilities across multiple engineering disciplines, with a particular emphasis on local expertise and proven project management skills. The final recommendation suggests that while no single proposal perfectly met all requirements, most were sufficiently qualified to potentially be awarded the contract.
