Project No.: AK DOT 135(5) Project: GLENN HIGHWAY REHABILITATION, WEST CHICKALOON GRADE SECTION; MP 77.4‐78.2
# General Technical Question Answer Date 1 X
Reference is made to plan sheets D.4 and D.5. What is to be done with the existing road outside the new road prism (pavement removal, obliteration, etc.?)
How will this work be measured and paid?
See Amendment A002 4/27/17
2 X Regarding contaminated soil from a previous fuel spill, please verify that FHWA will maintain ownership and generator status of contaminated soils.
See Amendment A002 4/27/17
3 X Please define the unit listed as SLRY (Slurry Unit) for the above referenced bid item on the above referenced project. I see the minimum application rates listed in the SCRs on page E‐48 of the specifications, but do not see any areas tied to a slurry unit. I have never seen this unit used before. Please explain.
See Subsection 109.02(n) Slurry Unit. 4/28/17
4 X Is there a designated waste site for the excavation on this job?
Material sources, waste sites, staging areas and water sources have not been identified for this project. Secure all permits and clearances for Contractor‐located material sources, waste sites, staging areas and water sources. See Subsections 105.02(c), 107.02 and 107.10.
5/1/17
5 X In regards to DNR parcel 1, there is a cut line showing approximate slope limits that ends in the southwest corner of the parcel. ‐ Is the contractor allowed to utilize all of the parcel for access to the project?
Refer to Plan Sheet D.2. Access to Govt. Lot 1 is permitted within the Construction Easement. Do not disturb the area beyond the construction limits according to Subsection 107.02.

6 X In regards to DNR parcel 1, can material be disposed of on this parcel?
No disposal site is furnished for this project. Secure all permits and clearances for Contractor‐located material sources, disposal sites, staging areas and water sources. See Subsections 105.02, 107.02 and 107.10.

7 X The Notice to Bidders, Section IV Specifications and Permits, Brand Name or Equal presents what appears to be a submittal requirement that could render a bid non‐responsive based on information furnished by the Offeror as well as other information reasonably available to the contracting office. On the face of it, this clause appears to permit a non‐responsive determination at the subjective determination of the contracting officer. This seems to be contradictory to bid procedures. Doesn’t a bid bond, and subsequent performance bonds insure compliance to contract requirements?
Identifying and collecting all documentation needed by the Government to determine if the proposed product meets the requirements to include with our offer will be problematic during the bid preparation period, as well as submittal of the documentation during the bid preparation period due to the geographic separation of the bidders and the contracting office, as well as the restriction to hand deliver or facsimile transmit bid modifications. Please consider removing this requirement.
We will not be removing brand name or equal specifications.

8 X Reference is made to SCR 560.08.
Specification states “Remove any projections and fill any indentations that exceed the surface roughness tolerances required by the waterproofing membrane manufacturer.”
The surface condition following hydro demolition will not meet roughness tolerances for membranes. Is FHWA expecting profile grinding on the bridge deck following hydro demolition, and if so, how will this work be paid?
Means and methods are the contractors to determine. See Subsection 103.01.
Section 560 work is paid for under the Section 560 Pay Item. See Subsection 109.05.

When I open the amendment posted on 05/02, titled Amendment 2, the form in block 2 says it is A001. This looks like an error, are you going to issue another amendment to correct?
No. Amendment A002, posted 05/02/2017 is incorrectly labeled A001 on the Standard Form (SF) 30. Both Amendments must be acknowledged at time of bid opening. If you acknowledge the Amendments on block 19 of page A‐4, we will accept both A001 or A002 written in as the second amendment.
