MATANUSKA-SUSITNA BOROUGH, CHICKALOON, ALASKA

1.0 INTRODUCTION

This report presents the results of geophysical explorations conducted by Shannon & Wilson, Inc. to assist in the development of roadway cut design for the South Chickaloon Cut within the Chickaloon Grade Section located between Mile Post (MP) 77 and 79 of the Glenn Highway in the Matanuska-Susitna (Mat-Su) Borough near the town of Chickaloon, Alaska. The purpose of the geophysical explorations is to supplement the test borings from the geotechnical investigation program conducted by the Federal Highway Administration (FHWA). The intent of the geophysical surveys is to help determine the overburden thickness in the proposed cut between widely spaced test borings. To accomplish this, we reviewed the existing test boring data, visited the site, made observations of nearby rock outcrops, and conducted a seismic refraction survey.

Included in this report are descriptions of the site and project, surface observations, and interpretation of the seismic refraction survey.

Authorization to proceed with this work was received in the form of a signed agreement by Mr.

Kevin Bracy of David Evans & Associates, Inc. (DEA) on August 27, 2015. The work was performed in general accordance with our August 7, 2015 statement of work.

2.0 SITE AND PROJECT DESCRIPTION

The proposed roadway cut is referred to as the South Chickaloon Cut and is located near the town of Chickaloon, immediately southwest of the Chickaloon River bridge on the Glenn Highway. The site is approximately 25 miles northeast of the town of Palmer, Alaska. Access to the site was available via the Glenn Highway and a short hike up a steep trail. The site is approximately 130 to 160 feet above the highway and is vegetated with mature spruce and birch trees, small shrubs, and grasses. A vicinity map depicting the general project area is included as Figure 1.

Geologically the site consists of glacial and alluvial deposits overlying sedimentary bedrock of the Chickaloon Formation. The soils in the area have been reworked over time by both the

Chickaloon River and the Matanuska Glacier and subsequent outwash. Surficial soils tend to be loose and fine grained, while soils at depth contain coarse grained soils including gravels, cobbles, and boulders that are generally dense in nature. Bedrock was observed outcropping in several areas, and is outlined on the site plan presented as Figure 2.

We understand that this project is part of a larger project that consists of restoring, resurfacing, and rehabilitating the Glenn Highway, from King’s River Bridge (MP 66.5) to Cascade (MP 92), to preserve and extend the service life of the highway and provide safety improvements. The current segment under design by FHWA - Western Federal Lands (WFL), is the section of the highway between MP 76 and 81, which is generally described as running along the northern edge of the Matanuska River with periodic, steep cut slopes on the northern side of the roadway. The preliminary design proposes to widen and realign the highway, requiring several high and long highway cuts that will require compound cuts (steeper cuts in rock, shallower in soil). We understand that FHWA - WFL and the Alaska Department of Transportation & Public Facilities (ADOT&PF) requires additional data about the location of soil and rock interfaces along the proposed cut slope. This information will be used to assist in the development of final slope recommendations, and to determine, and minimize, the right-of-way requirements for the project.

3.0 GEOPHYSICAL SURVEY

Field activities consisted of surveying the proposed seismic line locations; clearing dead, standing trees, small diameter trees, and brush along each seismic line; performing a seismic refraction survey; and surveying the geophone and shot locations after the completion of the survey. Surveying services were provided by CRW Engineering Group, LLC (CRW) of Anchorage, Alaska between August 24 and 26 and September 14 and 21, 2015. Clearing services were provided by Greatland Tree Service (Greatland) of Anchorage, Alaska between August 26 and 29, 2015. The seismic refraction survey was conducted by Shannon & Wilson, utilizing blasting services provided by Advanced Blasting of Wasilla, Alaska, between August 28 and September 3, 2015.

Seismic refraction allows differentiation of earth materials based on the physical properties of the material (density, bulk modulus, and shear modulus), which affect the seismic velocity of the material. In this instance, the compression or “P-wave” velocity is measured using a string of geophones laid out in a linear array. An energy source, or “shot”, is triggered sending P-waves through the ground. P-waves are the fastest type of seismic wave, and propagate in all directions.

P-waves that travel along the ground surface follow the shortest distance to each geophone.

However, P-waves that travel deeper into the ground may encounter a material of higher seismic velocity. When a wave encounters a material with different physical properties it may reflect or refract. When the angle of incidence of the wave to the material interface is at the “critical angle”, the wave is refracted along the material interface at the velocity of the faster material.

Therefore, a wave that travels deeper into the ground may arrive at a geophone before a wave traveling along the surface. By measuring the arrival time of the P-wave at each geophone location and knowing the shot and geophone locations, we can estimate the average velocity of the underlying materials. Based on the known behavior of waves and Snell’s law, we can determine the approximate velocity and depth of each change in soil or rock material, provided there is an accompanying change in physical properties. A diagram of the generalized seismic refraction process is shown below.

The seismic refraction survey was conducted using a DAQ Link III, 24 channel seismograph from Seismic Source. Geophones were spaced at different intervals depending on site topography and property ownership constraints. Geophone intervals between 10 and 25 feet were used on this project. Line, geophone, and shot location information is provided on Table 1, 1 Benson, R.C., Glaccum, R.A., and Noel, M.R. 1982. Energy, Explosive, or

P-Waves

P-Waves line locations are also presented on the Site Plan, Figure 2. Kinestik, a two component explosive, was used as the seismic energy source (shot). Individual components are not explosive until mixed on site prior to the seismic shot. Charges varied between 1/3 and 1 pound of explosive and were placed in pre-augered holes approximately 3 feet below ground surface (bgs). Charges were initiated by a High Voltage Blaster from Geometrics, attached to 0 millisecond delay blasting caps. Photographs of field activities are included in Appendix A.

Decibel monitoring was required during our initial blasting effort. Decibel levels were monitored at a distance of 50 feet from the blast location. Kinestik charges were buried 3 feet deep, and 2/3 pounds of explosives were used during monitoring. Results of decibel monitoring are presented on Figure 3.

For the position survey, CRW utilized both RTK (Real Time Kinematic) GPS and closed traverse with total stations to survey geophone locations. CRW used RTK GPS in areas where the geophone locations were along the bluff or where open spots in the tree canopy received satellite communication. In more densely treed areas, a total station was used to survey locations.

In addition to providing locations for the geophysical survey, the positions of the existing test borings advanced by FHWA were also surveyed. The coordinates for the test borings are provided in the table below.

4.0 DATA ANALYSIS

Data analysis was performed using the SeisImager software suite from Geometrics and the OYO Corporation. First arrivals of the waveform data were picked using the Pickwin module. Pick files were imported into the Plotrefa module to create two dimensional seismic profiles. The time-term inversion method was used to solve the model for a three or four layer case depending on the observed velocity breaks and the general agreement with nearby test borings.

In several lines, a fourth layer is observed. We believe this layer justifies the presence of a hidden layer in several other lines, and it also agrees with a very dense soil layer observed in the test boring logs. A bedrock velocity was not observed in some lines that were shorter in length and in lines in the western portion of the project where bedrock is believed to be deeper than the 180 feet advanced in test boring SC15-01. In these instances, it is believed the lowest layer corresponds with a very dense soil layer and not bedrock.

In several instances (Lines 1, 2, 5, 6, 13, 15, 16, 17, 18, and 20), this hidden layer was added to the model when it didn’t correlate with the subsurface materials in the adjacent test borings.

Including a hidden layer of intermediate velocity has the effect of lowering the interpreted bedrock surface. In this instance it provides better correlation with the borehole data.

A hidden layer in seismic refraction is a thin layer of intermediate velocity immediately over a faster refractor (bedrock). The velocity and thickness of the hidden layer are such that no refractions from the hidden layer appear as first breaks in the observed data, the faster arrival through the faster refractor (bedrock) will always arrive before the arrival from the hidden layer.

Therefore, the hidden layer will not be seen in the first arrivals or the resulting travel time curves, so the faster bedrock velocity will be observed but not the intermediate hidden layer. Where no intermediate velocity (5,000 feet per second [ft/s] to 7,000 ft/s) was observed, a hidden layer of maximum thickness was inserted using the procedures in Redpath, 19732. The intermediate hidden layer was assumed to have a velocity of 6,500 ft/s.

5.0 GEOPHYSICAL INTERPRETATIONS

The results of the data analysis are layered earth models from the interpreted seismic velocity and refractor depth along the seismic lines. Typical seismic velocities of varying materials are included as Figure 4 and may help in understanding the interpretation. Results of the geophysical survey can be seen on the interpreted seismic refraction profiles presented on Figures 5 through

15. Tabulated results based on the seismic line profiles are presented in Table 1.

In general, a surface layer was observed having a seismic velocity of less than 1,000 ft/s and varied in thickness across the site, generally approximately 10 feet thick with a range of a few feet to up to 25 feet in some areas. This layer appears to correlate well with a loose, fine grained surface layer observed in the test boring logs provided. It should be noted that the thickness of

Waterways Experiment Station Explosive Excavation Research Laboratory, Livermore, CA, NTIS Document AD-768 710.

this shallow layer was not well resolved due to the broad geophone spacing employed to achieve the desired depth of investigation. Where possible, test boring data should be relied upon to determine the silt layer thickness.

A second layer, with a velocity ranging between 1,500 and 3,500 ft/s, was observed for each line, the thickness of this layer is highly variable ranging in thickness from approximately 10 feet to over 90 feet. This layer generally corresponds well with consolidated sand, gravel, and cobble layers observed in the test borings.

A third layer is observed in the data for several lines, and is believed to be present as a hidden layer on other lines. This layer was generally assigned a velocity of 6,500 ft/s when hidden and ranges from 4,600 and 8,500 ft/s where observed in the data. This layer corresponds with very dense, over-consolidated soils observed in the FHWA - WFL test borings. This layer generally varied in thickness from approximately 10 to 50 feet.

Velocities greater than 7,500 ft/s, and frequently greater than 10,000 ft/s, were observed on each line, except for Lines 3, 4, 19, and 21. This velocity is consistent with competent bedrock and was observed as the basal layer in each model, when present, and when the lines were long enough to see to the depths of potential, competent bedrock.

The bedrock surface appears to dip to the south and west across the site with the deepest bedrock being present near station 10101+00 of the proposed highway alignment (Figure 2), and the shallowest bedrock (along the cut) being nearest to station 10112+00. Bedrock surfaces do not agree at all tie points. In general, we recommend relying on Lines 1, 2, 20, and the existing rock outcrops in the face of the cut when possible in determining bedrock elevations for cut design.

Lines running perpendicular to the centerline were generally shorter than the parallel lines; the deeper refractor cannot be resolved over the last 50 to 100 feet of each line. Off end shots, which can help extend the interpretation to the end of the line, could not be acquired off the south (highway) end of the line due to the steep slope and potential for dislodging rockfall onto the highway below. This means that deep data for the perpendicular lines is restricted to the central part of the line, with some bias towards the north end, for lines containing shots off end to the north.

Depth accuracy/resolution is typically 10 percent of the depth (i.e. ± 10 ft. at 100 ft. depth) for this type of seismic refraction survey. However, due to the ambiguities, or non-uniqueness of the interpreted model, the accuracy may be closer to 15 percent of the depth for this survey. In general, the accuracy of geophysical methods is difficult to quantify. In general the data quality was good, and first arrivals were clear and easy to pick. However, signals lacked strong high frequency content due to the nature of the explosive source, and the near surface attenuation of the shallow, poorly compacted silts and organics. Resolution of the picks was typically ±1 millisecond (ms), which translates to approximately ± 6.5 feet of depth at 6,500 ft/sec. The major lack of accuracy comes from the variability in the geology with lateral and gradational changes in velocity. The seismic refraction method has difficulties modeling these situations.

The form of the bedrock (local changes in depth) is generally better resolved than the absolute depth.

6.0 CUT SLOPE RECOMMENDATIONS

Cut slope profile sheets and cross-sections have been developed by FHWA - WFL in conjunction with Shannon & Wilson, and are included in Appendix B. We understand that cut slopes in competent bedrock (meta-sedimentary formations) will be designed at 1 horizontal to 1 vertical (1H:1V), cut slopes in consolidated (gravels and sands with cobbles and boulders) soils will be designed at 1.5H:1V, and cut slopes in loose, fine grained (silt) soils will be designed at 2H:1V.

We recommend that conservatism be used in the development of profile sections due to the resolution of the geophysical survey. Where test borings and rock outcrops are available, they should be relied upon over the geophysical data.

In all instances the model did not exactly match the test boring data. To adjust the model to the boring data, the bedrock layer was adjusted (generally down) to match the boring data at each location. The near surface silt layer was also adjusted to match the test borings where possible.

The cross section sheets occasionally depict the silt layer interface above the ground surface; this is due to the wide geophone spacing and inaccuracies in the modeling process.

7.0 CLOSURE/LIMITATIONS

This report was prepared for the exclusive use of our client and their representatives for evaluating the site as it relates to the geophysical aspects discussed herein. The conclusions and recommendations contained in this report are based on information provided from the observed site conditions and other conditions described herein. The analyses, conclusions and recommendations contained in this report are based on site conditions as they existed at the time of the survey. It is assumed that the conditions observed at the ground surface and interpreted through geophysical means are representative of the subsurface conditions throughout the site, LINE 1
