The measured UPS input current THD shall not exceed 10% for the two sources of input power. Record THD current values for commercial power source (ISC/LL = or greater than 20) and the engine generator soft power source (ISC/LL = or less than 9) beginning at 30% adjusting the load to any value up to and including 100%. At no time during the test are adjustments allowed on the UPS or UPS filters.
4.0 UPS Output Tolerance Test
4.1 Output Voltage Regulation Steady State

The measured UPS output voltage shall not exceed the limits in UES paragraph 2.5.2.
4.2 UPS Output Voltage Harmonic Distortion
Apply to the UPS output load a 100% linear load and 100% nonlinear load (crest factor 3:1), measure output THD. Reference UES paragraph 2.5.4.
The measured output voltage harmonics distortion shall not exceed the parameters in UES paragraphs 2.5.4 and 2.5.6c.
4.3 Output Voltage Transient Recovery
In a single step the UPS output load is increased from 0 to 50%, and then from 0 to 100%; during step loads measure output voltage and response time. Reference UES paragraph 2.5.5.
The unit THD will be compared to the Offeror’s declared THD in Section-J, Attachment J.21.
4.4 Output Voltage Phase Displacement
Measure output voltage phase displacement while varying the UPS output load from a 100 % balanced load to 50% and 100% unbalanced loads. Reference UES Paragraph 2.5.6.
The output voltage phase shift shall meet parameters of paragraph 2.5.6.
4.5 Output Overload Capability
Vary UPS output load, using a balanced and linear load, then measure time UPS can withstand output overloads. Reference UES paragraph 2.5.7.
The UPS shall sustain the output loads for the specified times in UES paragraph 2.5.7.
5.0 Battery DC Ripple Voltage
Measure battery DC ripple voltage during charging phase and float phase at output loads of 30%, 50% and 80%. Reference UES paragraph 2.6.
The Battery DC Ripple Voltage will be compared to the Offeror’s declared THD in Section-J, Attachment J.21.
6.0 System Operation Test
6.1 Normal System Operation
The batteries shall not be needed to assume any portion of a critical load increase from between 0% and 100% UPS load rating. The UPS shall continue to function in the normal mode of operation with or without battery connection. Reference UES paragraph 2.8
The UPS output shall remain within specifications for the following tests: 1) 5 kVA load increases beginning at 25% full load and continuing to 100% full load. 2) 100% Load increase, from zero (0%) to 100% load, within 4 milliseconds. The tests shall meet output requirements, for both connected battery and disconnected battery, in UES paragraph 2.5.2.a and 2.5.5b.
6.2 Emergency Mode
Test UPS unit for compliance with normal and battery operation. Reference UES paragraph 2.7 and 2.8.2.
Upon failure of the primary AC power, input power for the inverter shall automatically be supplied from the battery. When normal power is restored, input power for the inverter and for recharging the battery shall automatically be supplied from the rectifier charger. If the input AC power does not return, the UPS shall automatically shut down in an orderly manner when the discharge limit of the battery is reached.
6.3 Bypass Mode
Test UPS internal static bypass switch for ability to automatically transfer the critical load without interruption after the logic senses one of the following conditions.
1) Inverter overload beyond rating
2) Battery runtime expired and bypass available.
3) Inverter failure.
4) Battery circuit breaker open.
5) Fatal error in control system.
The static bypass switch shall automatically retransfer from bypass to the inverter, when one of the following conditions occurs:
1) After an instantaneous overload induced transfer has occurred and the load current has returned to less than 100% of the system rating.
2) UPS DC to AC converter is operational and on.
Reference UES 2.8.3 and 2.12.3.
Monitor the UPS output voltage and simulate each of the seven conditions for switchover and switchback. Verify that the UPS output voltage meets or exceeds UES paragraph 2.5.2.a and 2.5.3 in ¼ cycle. Verify the unit actually performed the switching function within the time allotted.
7.0 Short Circuit Withstand
Verify the ability of the inverter to sustain a short circuit across its output terminals of 300% of its rated output for one cycle, after which it should current limit to 150% until the fault clears or the UPS system transfers to bypass. Reference UES paragraph 2.9.1 and 2.9.2.
1) Verify that the UPS unit(s) short circuit current limit capability meets or exceeds requirements of UES paragraph 2.9.1 and 2.9.2. Inverters shall be provided with short circuit protection circuitry such that in the event of a direct short at the UPS system output will current limit and attempt to clear the fault. The module shall have the capability to isolate itself fast enough from the output bus so that the reverse power into the fault from the bypass line will not cause the entire UPS output bus to collapse below the acceptable limits for the operation of the computer load. This feature shall be demonstrated by shorting the output of the inverter to ground and monitoring the UPS output bus.
2) Verify that the UPS unit(s) sustained fault and orderly shutdown capability meets or exceeds requirements of UES paragraph 2.9.1 and 2.9.2. If the fault is sustained and the UPS system is unable to transfer to bypass due to unavailability of bypass power, inverters shall shut down in a controlled sequence without damage or blowing fuses, followed by tripping of module output circuit breakers. All inverters shall then power up automatically (without operator intervention) and be ready for reconnection to the module bus by manual closure of module output breakers. This feature shall be demonstrated by prohibiting the static bypass function (bypass breaker drawn out of connected position) and subjecting the UPS system output to a three phase short via a three phase contactor connected to all three phase of the UPS output.
8.0 Display and Controls
Demonstrate the UPS module display and control screen complete monitoring and control through a menu promoted commands. Reference UES paragraphs and subparagraphs 2.12.5, 2.12.6, and 2.12.7.
Demonstrate the UPS features that satisfy UES paragraphs on metering, power flow, system controls, battery status, alarms, self-diagnostics and history file.
9.0 Failure-in Test
Failure to meet Qualification testing, as specified herein, will require corrective action. Failure of a test will require a complete restart of the test in progress at the time of failure. This failure in test and corrective action will be permitted once. A second failure to complete a test successfully will be cause to disqualify the Offeror.
