| 1Q. | Rating of UPS is given in range for eg. 10-19 KVA but table shows 10 kVA ( page 1-6). Please confirm if we should quote based on the table. |
| 1A. | Quote based on the table. |
2Q. Item 0001F: Difference in Quantity ( page 2 ) Qty- 12 but the table on page 16 shows Qty.-5.
2A. Page 2 is the UPS system and page 16 is the battery rack associated with the UPS system. We do not always need a battery rack when a system is requested.
| 3Q. | Item 0002JJJ ( page 6) : N+1 ( 500-600KVA) Is the UPS requirement modular type or SCR type? |
| 3A: | The current 550kVA UPS is a modular unit consisting of two 275 kVA modules with a common output bus for a total UPS rating of 550 kVA. |
| 4Q. | Item 0003 A ( page 6): The battery requirements for UPS is Valve Regulated Lead Acid or Flooded Lead Acid batteries ? |
| 4A. | VRLA are covered under CLINs 0003A and 00003B. Flooded Cells are covered under CLINs 0003C, 0003D, and 0003E. |
| 5Q. | Item 0009 ( page 10): Load bank- What type of load bank ( resistive, inductive or capacitive) and what is the load size ( KW or KVA)? |
| 5A. | Refer to “Price Exhibit E, Section-J, Attachment J.8” for load size. |
| 6Q. | On Page 21 and 22: DC disconnect breaker ( page 21) and DC Battery breaker ( page 22) are they same? |
| 6A. | Refer to J.1 paragraph 2.13.2.3 for clarification. |
7Q.What is the preferred DC bus voltage. Are they same for all UPS?
7A.Current UPS design used in ACEPS PO for 480VAC Input/output UPS has a DC bus voltage of 480 VDC open cell, 540-545 VDC float (based upon battery cut sheet), and can equalize up to 576 VDC. Brandon may have other configurations.
The current UPS design used in PO-UPS replacement projects For 480VAC UPS system: From 40KVA to 160KVA the DC bus voltage is 432VDC; from 225 to 1100KVA the DC bus voltage is 480 VDC For 208VAC UPS system: For 40, 50, 65, 100, 160KVA the DC bus voltage is 384VDC; 80KVA and 120KVA the DC bus voltage is 432VDC
· The float voltage for the VRLA is 2.25 V.P.C (+/-) 0.01 V.P.C (Range 13.44 to 13.56 v/cell)
· The Nominal Voltage for the VRLA (12V/370 W.P.C ) @ 15 min rate to 1.67 V.P.C
· The DC BUS rating will change based on the number of the batteries installed per facility.
| 8Q. | In Section I – Contract Clauses on page 63 of the draft? RFP references the Buy American Act (BAA). It’s referenced in 3.6.4-2 BUY AMERICAN ACT - SUPPLIES (OCT 2014), in 3.6.4-5 BUY AMERICAN - STEEL AND MANUFACTURED PRODUCTS (JUL 2010), and in 3.6.4-8 BUY AMERICAN ACT - NAFTA IMPLEMENTATION ACT - BALANCE OF PAYMENTS. We request that the Trade Agreement Act (TAA) be added and incorporated in this RFP language. |
| 8A. | The FAA is exempt from the FAR and as such has its own policy, guidance and clauses. The FAA uses Acquisition Management System (AMS). The TAA is not a clause in the AMS. |
| 9Q: | For items 0007A-0007I, is the EST QTY correct? |
| 9A. | See revised J.19 for the correct quantity. |
10Q. Regarding file J.19. These days we cannot hold battery pricing for one year, let alone 2 or 10 years.
It is due to the volatility of lead pricing. Please review this link for examples of the lead pricing index from 1 week to the past 20 years.
http://www.infomine.com/investment/metal-prices/lead/ The price of lead is one of, if not the strongest indicator of battery price.
How would the FAA suggest we approach this issue?
10A. 3.2.4-2 FIXED-PRICED CONTRACTS WITH ECONOMIC PRICE ADJUSTMENT-STANDARD SUPPLIES (APR 1996) is in the solicitation
