Q: The bid specifies UPS’s needing load bus syncs. This is not seen during installments today, it’s an older technology so is this necessary to provide? If so, does each UPS need the load bus sync or is it just certain UPS’s? If certain ones, can you specify which ones.
A: The sync control must maintain critical load synchronization of two separate UPS systems. Synchronization of the UPS systems facilitates the uninterrupted transfer of critical loads from one bus to another by means of downstream, dual-source, solid-state transfer switches. Load sync must be enabled/disabled via pushbutton on the front of the panel. The Sync control must provide a three-phase synchronization reference to each system. Each system uses this reference to regulate the inverter phase relationship so that the two UPS system outputs can maintain synchronization with each other. Synchronization must be maintained at minimum 10% Voltage and 6 Degrees Phase angle. To establish the three-phase synchronization reference, each system must provide bypass sensing voltage and output (critical load) bus voltage to the controller. Under normal operating conditions, bypass sensing voltage from each system is provided back to its inverter through the Sync control. As long as the two bypass sources feeding UPS System-A and UPS System-B are available and in phase, each system remains in synchronization with its own bypass source and the two systems remain in synchronization with each other. If the two bypass sources become out of phase with each other or one or both sources become unavailable, the sync control must provide a new three-phase synchronization reference to the non-master system as determined by a source selector switch. The non-master system's new synchronization reference must be provided by the sync control from the output (critical load) bus of the system designated as master by a source selector switch. When the two bypass sources regain availability and synchronization, the sync control must provide the non-master system with its own bypass sensing voltage as a synchronization reference. Before resynchronization occurs, a time delay must ensure the two bypass sources maintain acceptable synchronization. The sync control must maintain a fault-tolerant arrangement.
Q: What is required at bid for the following sections (i.e. is the actual deliverable due at bid, or an acknowledgement of what we can or cannot provide?):
· DI-FAA-L001 Integrated Support Plan (ISP)
· DI-FAA-L002 Recommended Spare Parts List (RSPL), etc.
· DI-FAA-L003 Support Equipment Candidate List
· DI-FAA-L004 Program Management Reports & Documentation
· DI-FAA-L005 Summary of Repaired Items Report
· DI-FAA-L007 Logistics Management Information (LMI) Data Products
A: Ensure you provide everything that is requested in Section L&M of the solicitation.
Q: In Attachment J.20 “UPS Vendor’s Equipment Performance Statement” there is a section for Inrush Current at 0.01, 0.1, and 1.0 seconds. Please clarify:
1. Under what conditions should the inrush information be provided? That is, startup of the unit on bypass or on inverter?
2. Is this input or output inrush current?
A: Information is based on startup of the unit on inverter. Input inrush current.
Q: In the Bill of Materials, there is a MHC number. Can you tell me what that is?
A: Material Handling Charge. Removed, see revised J.19
Q: In the Bill of Materials is there a reason you have estimated quantities of zero in some of the excel files? We are wondering what kind of pricing we will need to provide for each kva. In other words, should there be estimated quantities in each section? Or do we price out everything individually under each CLIN number no matter what the estimated quantity number is?
A: See revised J.19
Q: Do we have to use the Alber BVM-40 even though is does not meet the current specifications?
A:BDS-40 is the correct unit (Replacement mode will be the BDSU-50)
Q: Do we quote:
1. SCADA for one UPS per site for every tag (info poled from the UPS’ SEC protocol). This is the easiest to quote and the least expensive.
1. SCADA for multiple UPS’ per site (from 1 to “X” for every tag (info poled from the UPS’ SEC protocol). This would be the next easiest to quote and manageable for more money depending on how many UPS’ per site they what to monitor. 1,2,3,5, 10 UPS?
1. SCADA for multiple UPS’ globally (from 1 to “X” for every tag (info poled from the UPS’ SEC protocol). This would be an overwhelming project and I’m sure we’d be thrown out because of the cost.
A: SCADA for multiple UPS’ per site
Q: Should the specs state Milliseconds, not millimeters.
One is on page 28 section 3.2.2.1.5.f:
And the second one is on the bottom of page 31 section 3.3.10.d.1
A: YES
