PART I – SECTION E
INSPECTION AND ACCEPTANCE
E.1
POINTS OF INSPECTION AND ACCEPTANCE
E.1.1 Supplies must be inspected and accepted at the FAA designated site/location. Acceptance events include, Site Acceptance Test (SAT) and Contractor Acceptance Inspection (CAI) in accordance with this section and contract Section C. Acceptance will be made by the CO, Quality Reliability Officer (QRO) or designated FAA representative.
E.1.2 The QRO will inspect a sample of the Uninterruptible Power Supply (UPS) unit and associated equipment to ensure all sets meet the requirements as described in Section C and packaged in accordance with Section D. If the sample size does not meet the FAA requirements, a larger sample will be taken. The Contractor must correct any deficiencies found during the sampling at no cost to the Government.
E.1.2 All deliverables under this contract will be subject to review and inspection by the Contracting Officer (CO), Contracting Officer’s Representative (COR) or Designated Representative as specified in each Delivery Order.
E.1.3 Inspection, review or approval of deliverables or associated services prior to final acceptance must not be construed as assurance of acceptance of the finished product. Final inspection and acceptance of deliverables or services will be performed at destination and the CO, QRO, Program Office or designated representative must make acceptance. Acceptance is evidenced by execution of an acceptance certificate on an inspection and acceptance form, FAA Form 256. Copies must be sent to the CO and COR as designated in each order.
E.2 Distribution of reports, deliverables and their quantities will be given in each Order. If the FAA determines that there are omissions, errors, or deficiencies, in the Contractor’s deliverables (excluding equipment), the Contractor shall make the necessary correction that will allow the Government to accept the final product. The FAA will provide a written notification of acceptance or rejection within 30 calendar days of receipt of the final product, or as specified in each Order. Specific justification or substantiation of the reason(s) for rejection will also accompany the notice. The Contractor shall correct the report or deliverable within 7 working days unless otherwise specified.
E.3 Except for those deliverables where the urgency of receipt of the deliverables by the Government necessitates the use of the most expeditious method of delivery, deliverables under this contract will be mailed first or second-class mail. The Contractor shall use discretion in the use of "express" or "overnight" mail. These premium services should be used sparingly and in situations where the regular U.S. mail system would not be adequate for the timely transfer of technical or contract related documentation. Use of electronic mail or facsimile (FAX) service is encouraged where appropriate. Under no circumstances shall the Contractor bill the FAA direct for expressing or mailing of their invoices.
