About this file

This document is a General Requirements section for the Collins Street Complete Street Improvements-Phase I project, involving the City of Plant City, Hillsborough County, and the Florida Department of Transportation. The project requires a contractor to provide site office facilities, utilize a designated work yard at 611 Collins Street, and obtain necessary right-of-way use permits. Key coordination requirements include distributing door hangers to local residents and businesses, avoiding work during the Strawberry Festival period (February 1-March 28), and coordinating with parade events. The contractor must also manage potential soil and groundwater contamination, following a detailed Soil and Groundwater Management Plan prepared by Madrid CPWG in November 2024.

The contractor will be responsible for hiring an environmental services subcontractor to handle contaminated materials, with costs to be included in the mobilization and contaminated materials allowance line items. The contractor must provide a schedule of values for treatment, transport, and disposal options within 30 days of the Notice to Proceed, with all services subject to city approval. The city may employ a consultant to evaluate the environmental services activities. Notably, discharge of contaminated groundwater to the City's Water Reclamation Facility is unlikely to be approved, and contractors should not base their bid on this assumption. All on-site personnel must have current HAZWOPER training, and a comprehensive Site Health and Safety Plan must be developed.

Soil and Groundwater Management Potential exists for contaminated soils and groundwater to be encountered during the execution of this project. CONTRACTOR is directed to the Soil and Groundwater Management Plan

General Requirements - Page 2 of 3

November 2024, prepared by Madrid CPWG, provided in the Exhibits, for description of the nature of known contamination in the vicinity of the site, and for description of activities that may encounter contaminated materials. CONTRACTOR assumes responsibility for monitoring, containment, analysis, and proper treatment, disposal, or reuse, of potentially contaminated soils and groundwater removed from their in-situ state within the project area during the duration of the project. This work also includes soils and groundwater removed by activities of private utility companies and their contractors conducting utility relocations and installation of new utilities.

CONTRACTOR is advised that significant portions of the utility work schedules involve installation by horizontal directional drill; all drilling fluids and cuttings are included in CONTRACTOR’s responsibilities.

CONTRACTOR shall hire an environmental services subcontractor familiar with all requirements and potential hazards as detailed in the Soil and Groundwater Management Plan. The subcontractor is subject to approval by CITY and must be experienced and knowledgeable with applicable resources and personnel to perform those services using a site-specific Site Health and Safety Plan (SHSP) developed by the specialty subcontractor. The detailed document should outline potential hazards outlined in the Soil and Groundwater Management Plan, along with comprehensive safety procedures, emergency response plans, worker training requirements, personnel protective equipment (PPE) protocols, and clear communication methods to ensure the safety of all personnel involved in the project. All on site personnel should have current HAZWOPER training.

CONTRACTOR shall include costs of professional and management services for environmental services subcontractor in bid line item 101-1 – Mobilization, on a Lump Sum basis. Allowable costs for services include consulting, sampling and analysis, monitoring and inspection, reporting, provision of sealed storage containers, and all other costs necessary for performance of the work.

Costs also include onsite reuse or discharge to CITY’s municipal separate storm sewer system, if approved by CITY.

CONTRACTOR shall include costs of labor, equipment, and materials for environmental services subcontractor in bid line item 33 – Contaminated Materials Allowance, on a Not to Exceed basis.

Allowable costs for services include treatment equipment and expendable materials and supplies, offsite transportation, and offsite disposal activities of contaminated soil and groundwater CONTRACTOR shall base bid price on anticipated construction methods and techniques, anticipated soil and groundwater removal quantities and rates, anticipated treatment and/or disposal methods and techniques, and appropriate risk and contingency factors.

CONTRACTOR shall provide a schedule of values for all anticipated treatment, transport, and disposal options prior to within 30 days of Notice to Proceed. All services and expenditures must be approved in advance by CITY prior to commencing included work. Applications for payment must include necessary shipping / receiving / disposal manifests, required records and reports, and detailed invoices for all services.

CITY may employ a consultant to evaluate the activities and recommendations of the environmental services subcontractor, and may conduct split sampling and analysis at CITY’s cost.

General Requirements - Page 3 of 3

CONTRACTOR is advised that discharge of potentially contaminated, contaminated, or treated groundwater to CITY owned Water Reclamation Facility (WRF) is not likely to be approved due to disposal capacity concerns, monitoring and analysis requirements, and other regulatory requirements and restrictions concerning discharge to the facility. CONTRACTOR shall not base bid upon assumption or expectation of approval to discharge groundwater to the WRF.
