About this file
This is a Geotechnical Engineering Report prepared by Terracon Consultants, Inc. for the City of Plant City, Hillsborough County, Florida, focusing on roadway cores along Collins Street from Alsobrook Street to Martin Luther King Boulevard. The project involves conducting four core samples to assess the existing pavement conditions in preparation for a repaving project planned for 2020. The investigation was initiated based on a proposal dated February 2, 2018, and the field work included taking core samples using an electric drill with a 4-inch diameter diamond-tipped core barrel, with pavements subsequently patched using cold-mix asphalt.
The core sampling revealed varying asphalt layer thicknesses across the four locations, ranging from 2.5 to 4.25 inches, with some cores showing multiple lifts of asphalt. Of particular note, one core (C-4) included 3.25 inches of brick pavers beneath the asphalt layers. The top course of asphalt was likely an SP (surface) asphalt, with the lowest layer appearing to be a base course asphalt. No groundwater was encountered during the cores, and the investigation was limited to examining the roadway's surface composition. Terracon emphasized that variations may occur between core locations and recommended additional testing if significant differences are discovered during construction.

INTRODUC TION
Geotechnical Engineering Report South Collins Street Cores Alsobrook St. to MLK Blvd
Plant City, Hillsborough County, Florida Terracon Project No. H4185018
July 25, 2019
INTRODUCTION
This report presents the results of our subsurface exploration services performed for the proposed repaving of Collins Street from Alsobrook St. to MLK Blvd in Plant City, Hillsborough County, Florida. The purpose of these services is to provide information and geotechnical engineering recommendations relative to:
■ Core results
The Scope of Services for this project included conducting roadway cores at four locations on Collins Street between Alsobrook Street and Dr. Martin Luther King Boulevard. Test procedures are provided in the Attachments.
Maps showing the site and boring locations are shown in the Site Location and Exploration Plan sections, respectively.
SITE CONDITIONS
The following description of site conditions is derived from our site visit in association with the field exploration and our review of publicly available geologic and topographic maps.
Item Description
Parcel Information
The project is located at Collins Street from Alsobrook St to MLK Blvd in Plant City, Hillsborough County, Florida.
This is approximately ½ mile Latitude/Longitude 28.011°/ -82.122° (approximate) See Site Location
Existing Improvements
Two and four-lane urban highway with asphalt paving and curbs and gutter and sidewalks
Existing Topography The elevation of the roadway varies from about +130 to +140 feet NAVD.

PROJECT DESCRIPTION
Our initial understanding of the project was provided in our proposal and was discussed during project planning. A period of collaboration has transpired since the project was initiated, and our final understanding of the project conditions is as follows:
Item Description Information Provided Information is provided by Kimley-horn in a series of emails.

Coring Results
The following table presents the results of the coring for each location.
Core Location Material Description C-1 3¼ inches asphalt in 3 lifts: 1¼ inches over ½ inches over 1½ inches C-2 3¾ inches asphalt in 3 lifts: 2 inches over ½-inches over 1¼ inches asphalt
C-3 Southbound Collins St 4¼ inches asphalt in 3 lifts: 1¼ inches over 1¼ inches over 1¾
C-4 Northbound Collins St. 2½-inches asphalt in 2 lifts: 1¼-inches over 1¼-inches over 3¼- inches of brick pavers. Note that the asphalt had large voids just above the brick.
The top course of asphalt was likely an SP asphalt and the lowest layer appears to be a base course asphalt.
Groundwater Conditions
The cores did not penetrate through the base material and groundwater was not encountered by any of these cores.
GENERAL COMMENTS
Our results are based on the roadway conditions in the area, and the data obtained from our site exploration. Variations will occur between core locations or due to the modifying effects of construction. The nature and extent of such variations may not become evident until during or

Our Scope of Services does not include either specifically or by implication any environmental or biological (e.g., mold, fungi, bacteria) assessment of the site or identification or prevention of pollutants, hazardous materials or conditions. If the owner is concerned about the potential for such contamination or pollution, other studies should be undertaken.

Core Layout: Unless otherwise noted, Terracon personnel provided the coring layout.
Coordinates were obtained with a handheld GPS unit (estimated horizontal accuracy of about ±10 feet). If a more precise coring layout is desired, we recommend the core locations be surveyed.
Subsurface Exploration Procedures: After the appropriate Temporary Traffic Control (TTC) was established, the coring was conducted with an electric drill and a 4-inch diameter diamond tipped core barrel. Pavements were patched with cold-mix asphalt.
