Ms. Brandie Stringer Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400
Subject: Proposal and Cost Estimate Supplemental Site Assessment Indian River State College Fort Pierce, St. Lucie County, Florida
ERIC_7410
Dear Ms. Stringer, Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW) and Cost Estimate Form/Level of Effort (Attachment A) for additional assessment of per- and polyfluoroalkyl substances (PFAS) in soil, groundwater, and surface water at the Indian River State College’s (IRSC) fire training facility (Site) located in Fort Pierce, Florida. The objective of this investigation is to further evaluate the extent and magnitude of PFAS-impacted media at the Site. This proposal was prepared based on the findings and recommendations in the January 2021 Supplemental Site Assessment Report and correspondence with the Florida Department of Environmental Protection (FDEP).
Subtask 1 – Project Management
Zack Munger, PhD, will serve as the Project Manager for the proposed SOW. Costs associated with this subtask are directly computed.
Subtask 2 – Supplemental Site Assessment Work Plan and Site-Specific Health and Safety Plan
Geosyntec will prepare a Site Assessment Work Plan (Work Plan) that describes the proposed sampling activities to assess the presence or absence of soil impacts in the southern portion of the Site and delineate impacted soil, surface water, and groundwater that were previously identified.
The Work Plan will include figures showing the proposed sampling locations and a table summarizing the sampling locations, depth intervals, matrices, analytes and laboratory methods, rationale, and screening criteria. Consistent with previous PFAS-related work plans prepared for FDEP, the proposed sampling methods are discussed in this SOW and will not be summarized in the Work Plan. A draft copy of the Work Plan is included in Attachment B.
Geosyntec previously prepared a Site-specific Health and Safety Plan (HASP) to address project-specific hazards that are known or suspected to be present due to existing conditions and work to be performed at the Site. No updates to the HASP are required to complete this SOW.
Subtask 3 – Site Assessment (Soil, Surface Water, and DPT Groundwater Sampling)
This subtask includes the estimated labor and subcontractor costs for Geosyntec to collect grab surface water samples and soil samples using a hand auger, use a direct-push technology (DPT) rig to collect grab groundwater samples at discrete intervals as summarized in the draft Work Plan (Attachment B), and clear vegetation to access the DPT sampling locations to the north of the Site. The work will be conducted in accordance with Standard Operating Procedures (SOPs) for PFAS sampling that were developed by Geosyntec.
The activities included in this subtask are described below.
Pre-Field Work and Field Planning
This activity includes the items described below:
Applying for and obtaining right-of-way (ROW) permits from St. Lucie County to complete the DPT groundwater sampling along roadways to the south of the Site.
Activities associated with the ROW permits will include requesting a utility mark-out, mobilizing to the proposed sampling locations to map the marked utilities, and preparing scaled figures depicting the locations of the utilities and proposed well locations for submittal with the ROW application.
Contacting Sunshine 811 and obtaining a dig permit;
Procuring the utility locating, drilling, land clearing, and investigation derived waste
(IDW) transportation and disposal subcontractors;
Providing technical support to the FDEP Task Manager and Site Manager prior to mobilization;
Coordinating field activities with IRSC personnel;
Acquiring field equipment (groundwater sampling equipment, global positioning system
[GPS] unit, etc.) prior to sampling activities;
Requesting and reviewing specifications for materials and equipment from the selected drilling subcontractor prior to mobilization to confirm they are acceptable items and PFAS-free materials as described in the SOPs; and
Preparing for and conducting a field-readiness review webinar/teleconference with Geosyntec staff to discuss the scope of work, SOPs, and expectations to successfully complete the field sampling event.
Due to the complexities associated with a PFAS investigation and to expedite the completion of field activities, Geosyntec will mobilize one staff from our Titusville office and one staff from our Boca Raton office to complete the investigation activities at IRSC. We estimate that the land clearing activities will take 1 day to complete, soil and surface water sampling will take 2 days to complete, and the DPT groundwater sampling will take 21 days to complete. The anticipated timeframe to complete the work was based on input from the land clearing subcontractor, the drilling subcontractor, Geosyntec’s experience completing PFAS investigations, and the time necessary to follow PFAS SOPs to avoid cross contamination of samples.
Utility Locating, Land Clearing, and Drilling Subcontractors
Geosyntec will observe a subsurface survey to identify potential subsurface utilities or obstructions.
Based on previous experience at IRSC with subsurface utilities, Geosyntec proposes to sole source the utility survey to GeoTek Services, LLC (GeoTek). GeoTek estimates that the work will take one day to complete. Geosyntec has included costs to mobilize to IRSC and observe the survey concurrently with the first day of sampling activities. The GeoTek bid is included in Attachment C.
Geosyntec will provide oversight for land clearing activities required to access proposed DPT groundwater boring locations north of the Site property. Geosyntec requested bids for land clearing from Action Environmental, LLC (Action); Optimum Services, Inc.; and South Florida Land Clearing, Inc. Action provided the most competitive bid and their estimate is used in the Cost Estimate Form. South Florida Land Clearing, Inc. was unable to provide a bid. Action estimates that the work will take one day to complete. Geosyntec has included costs to mobilize to IRSC and observe the land clearing prior to mobilizing for sampling activities. The land clearing bids are included in Attachment D.
Based on previous drilling experience at IRSC, subcontractor availability, and availability of PFAS-free water for decontamination purposes, Geosyntec proposes to sole source the DPT groundwater sampling to Preferred Drilling Solutions, Inc. (PDS) due to their familiarity with the PFAS SOPs and decontamination procedures. The PDS quote includes the cost for providing PFAS-free water for decontamination purposes and maintenance of traffic for work conducted in rights-of-way.
The drilling quote is included in Attachment E.
Soil Investigation
Two Geosyntec staff will conduct soil sampling in accordance with the SOPs for PFAS sampling.
Soil samples will be collected from land surface to approximately 10 feet below land surface (ft BLS; the approximate depth the water table was observed at during previous assessment activities) at up to 19 boring locations (SB-49 through SB-67). Samples will be collected from 0 to 0.5, 0.5 to 2, 2 to 4, 5 to 7, and 8 to 10 ft BLS using a hand auger. If the water table is encountered at a depth shallower than 10 ft BLS, the soil sample interval will be terminated at the observed water table.
Geosyntec will document the lithology encountered and record the GPS coordinates of completed soil borings. Based on the number of proposed boring locations and depth intervals, Geosyntec will collect up to 95 soil samples in addition to quality assurance/quality control (QA/QC) samples (discussed in more detail below). The sampling locations, depth intervals, matrices, laboratory analyses, rationale, and screening criteria will be summarized in the draft Work Plan (Attachment B).
Surface Water Investigation
Geosyntec will collect up to five surface water samples (SW-16 to SW-20) from Fivemile Creek and a retention pond and canals connected to Fivemile Creek. Geosyntec will also collect the appropriate number of QA/QC samples. The sampling locations, depth intervals, matrices, laboratory analyses, rationale, and screening criteria will be summarized in the draft Work Plan (Attachment B).
Groundwater Assessment (DPT Grab Sampling)
Geosyntec will mobilize one staff from our Titusville office to IRSC to complete the DPT groundwater sampling in accordance with SOPs for PFAS sampling. The DPT groundwater sampling will run concurrently with the soil and surface water sample collection. The objectives of the DPT groundwater investigation are to obtain vertical groundwater profiles of PFAS constituent concentrations at strategic locations across the Site to assess the horizontal and vertical extent of groundwater impacts. Geosyntec anticipates advancing up to 14 DPT groundwater borings. Depending upon refusal depths and production rates that can be achieved, groundwater samples will be collected at the 11 to 15, 26 to 30, and 41 to 45 and in 10-ft intervals beginning at the 46 to 50 ft BLS interval and down to 180 ft BLS (up to 17 groundwater samples per boring).
Based on lithology in the area and prior drilling experience, 180 ft BLS is estimated to be the maximum feasible depth to advance the groundwater sampler. Four proposed DPT groundwater borings are co-located with previously sampled locations (DEPMW-6/16/38 monitoring well cluster, SP-2, SP-9, and SP-19) and groundwater samples will be collected in 10-ft intervals beginning at the 46 to 50 ft BLS interval and down to 180 ft BLS (up to 14 groundwater samples per boring). The proposed DPT sampling locations are shown in Attachment B.
Based on the number of proposed boring locations and depth intervals, Geosyntec will collect up to 226 groundwater samples and an appropriate number of QA/QC samples. The approximate sampling locations, depth intervals, matrices, analytes and laboratory methods, rationale, and screening criteria are summarized in the draft Work Plan (Attachment B).
Laboratory Analysis
Geosyntec understands that the FDEP laboratory will analyze up to 95 soil samples, 5 surface water samples, and 226 DPT screen point groundwater samples for PFAS constituents, and the FDEP will ship the sampling kits to Geosyntec with return shipping labels. Geosyntec recommends following the QA/QC sampling protocol described in the SOPs for PFAS sampling.
We anticipate collecting duplicate samples at a ratio of 1:10 per water media (1 duplicate for surface water and 23 duplicates for groundwater screen point samples), equipment rinsates at a ratio of 1:20 with a minimum of at least one rinsate for each media sampled (5 rinsates for soil, 1 for surface water, and 12 for DPT screen point sampling equipment), and field blanks at a rate of at least 1 field blank for each type of water-sampling activity (1 for surface water, 1 for DPT groundwater, 1 for decontamination activities, and 1 extra field blank, if unforeseen conditions arise). Geosyntec understands that the FDEP will provide PFAS-free water for the equipment rinsates and field blanks and will deliver the PFAS-free water with the sampling kits.
Trip Report
Within three to five business days of completing this field event, Geosyntec will prepare a Trip Report briefly summarizing the field activities. The Trip Report will include a brief summary of work completed, figure(s) showing the sampling locations, a photo log depicting representative activities completed, and copies of field notes.
Subtask 4 – Groundwater Sampling
This subtask includes the estimated labor and subcontractor costs for Geosyntec to collect groundwater samples from Site monitoring wells. Geosyntec will mobilize one staff from our Titusville office and one staff from our Boca Raton office to IRSC. We estimate that the groundwater sampling summarized in this SOW will take approximately four days to complete.
The anticipated timeframe to complete the work was based on Geosyntec’s experience sampling the monitoring wells at IRSC and the time necessary to follow PFAS SOPs to avoid cross contamination of samples.
Geosyntec will collect groundwater samples from the 38 Site monitoring wells and QA/QC samples in accordance with SOPs for PFAS sampling. The sampling locations, depth intervals, matrices, analytes and laboratory methods, rationale, and screening criteria are summarized in the draft Work Plan (Attachment B).
Prior to groundwater sampling, Geosyntec will collect depth-to-water measurements from the 38 monitoring wells and 2 staff gauges to evaluate the groundwater flow directions. Geosyntec will evaluate groundwater flow directions, horizontal hydraulic gradients in the Surficial Aquifer, and vertical hydraulic gradients across the aquifer zones.
Laboratory Analysis
Geosyntec understands that the FDEP laboratory will analyze up to 38 groundwater samples for PFAS constituents, and the FDEP will ship the sampling kits to Geosyntec with return shipping labels. Geosyntec recommends following the QA/QC sampling protocol described in the SOPs for PFAS sampling. We anticipate collecting duplicate samples at a ratio of 1:10 per water media (4 duplicates for monitoring well samples), equipment rinsates at a ratio of 1:20 with a minimum of at least one rinsate for each media sampled (2 rinsates for groundwater sampling equipment), and field blanks at a rate of at least 1 field blank for each type of water-sampling activity (1 for groundwater and 1 for decontamination activities). Geosyntec understands that the FDEP will provide PFAS-free water for the equipment rinsates and field blanks and will deliver the PFAS-free water with the sampling kits.
Trip Report
Within three to five business days of completing field work, Geosyntec will prepare a Trip Report briefly summarizing the groundwater sampling activities. The Trip Reports will include a brief summary of work completed, figure(s) showing the sampling locations, a photo log depicting representative activities, and copies of field notes.
Subtask 5 –Investigation Derived Waste
Decontamination activities will take place in accordance with the SOPs for PFAS sampling at a designated staging and laydown area. The liquid IDW and soil cuttings generated will be containerized in 55-gallon drums and staged on Site at a location designated by Geosyntec. It is assumed 25 drums of IDW will be generated in Subtask 3 and Subtask 4, and the transportation and disposal cost of the drums are included under Subtask 5.
The FDEP requested that that IDW be sent to a landfill for disposal. Erwin Remediation, Inc (Erwin) has previously provided the most competitive bid for other fire training facilities, and Geosyntec proposes to sole source this work to Erwin. The IDW quote is included in Attachment F. We have assumed the analytical results from IRSC and those from previous waste characterization activities will be sufficient for waste characterization for liquid and solid IDW.
Geosyntec has included the costs to mobilize to IRSC, provide oversight of the IDW pickup, and sign waste manifests as an agent of FDEP to minimize potential disruption to IRSC operations. At the request of FDEP, Geosyntec can coordinate pick-up of the IDW with PBSC and sign/return manifests to the IDW subcontractor.
Trip Report
Within three to five business days of completing field work, Geosyntec will prepare a Trip Report briefly summarizing the IDW management activities. The Trip Report will include a brief summary of work completed, a photo log depicting representative activities, and copies of field notes.
Subtask 6 – Preparation of Supplemental Site Assessment Report
Geosyntec will prepare a Supplemental Site Assessment Report summarizing the field activities and sampling results. Summary table(s) and map(s) depicting the analytical results will be prepared. The report will also include recommendations for a path forward based on the current and previous results and discussions with FDEP.
