Subject: Proposal and Cost Estimate – Task Assignment Change Order #1 Florida State Fire College 11655 NW Gainesville Road Ocala, Marion County, Florida

Dear Mr. Meyers, Geosyntec has prepared this Scope of Work (SOW) and Cost Effort Form/Level of Effort Task Assignment (TA) Change Order (TACO) #1 dated 1 March 2019 for TA SI-0A010 (Attachment A) for the investigation of soil at the Florida State Fire College (FSFC; “the Site”) located in Ocala, Florida. The objective of this investigation is to assess the extent of soil that was previously documented to be affected with per- and polyfluorinated substances (PFAS). TACO #1 is associated with Florida Department of Environmental Protection’s (FDEP’s) request for Geosyntec to subcontract laboratory sample analyses. Revisions to the original SOW are provided in red font.

Subtask 1 – Project Management

Eric Sager, P.G., will serve as the Project Manager for the proposal SOW. Costs associated with this subtask are directly computed.

Subtask 2 – Soil Investigation Work Plan and Site-Specific Health and Safety Plan

Geosyntec will prepare a limited Soil Investigation Work Plan (Work Plan) that describes the proposed soil sampling activities. The Work Plan will include one or two figures showing the proposed soil boring locations and a table summarizing the sampling locations, depth intervals, matrices, analytes and laboratory methods, rationale, and screening criteria. The proposed sampling methods are discussed in this SOW. As a cost-saving approach, Geosyntec does not recommend including a written discussion of proposed sampling activities in the Work Plan.

Geosyntec will also prepare a Site-specific Health and Safety Plan (HASP) to address project-specific hazards that are known or suspected to be present due to existing conditions and work to be performed at the Site. The HASP will meet the requirements specified in Occupational Safety and Health Hazardous Waste Operations Emergency and Response program and Geosyntec’s Health and Safety Procedures.

Subtask 3 – Soil Investigation

This subtask includes the necessary labor and subcontractor costs for Geosyntec to implement the Work Plan. The soil investigation will be conducted in accordance with Standard Operating Procedures (SOPs) for PFAS soil sampling that were developed by Geosyntec. A copy of the SOPs is included as Attachment B. The activities included in this subtask are described below.

Pre-Field Work and Field Planning

This activity includes the items described below:

• Contacting Sunshine 811 and obtaining a dig permit, requesting as-built drawings depicting Site features and aboveground and underground utilities from the FSFC, and contacting FSFC personnel to identify Site features and aboveground and underground utilities that may not be or are not depicted on as-built drawings (if they exist).

• Procuring the utility locate, direct-push technology (DPT), and investigation derived waste (IDW) transportation and disposal subcontractors.

• Requesting a laboratory quote for the analysis of samples for PFAS constituents, placing the sample kit order, and confirming the correct sample kits are received.

• Coordinating with the laboratory and shipping samples once soil investigation activities have been completed.

• Providing technical support to the FDEP Site Manager prior to mobilization.

• Collecting a water sample from the source identified by the DPT subcontractor for use in decontaminating equipment.

• Coordinating field activities with FSFC personnel.

• Acquiring field equipment (soil sampling equipment, global positioning system [GPS] unit, etc.) prior to soil sampling activities.

• Loading the soil sampling location coordinates into the GPS equipment for marking on

Site.

• Requesting and reviewing specifications for materials and equipment from the selected

DPT subcontractor at least 2 weeks prior to mobilization to confirm they are acceptable items and PFAS-free materials as described in the SOPs.

• Preparing for and conducting a field-readiness review webinar/teleconference with Geosyntec, subcontractor field staff, and FDEP to discuss the scope of work, SOPs, and expectations to successfully complete the field sampling event.

Soil Investigation

Geosyntec will conduct DPT soil sampling as described in this section and in accordance with the attached SOPs for PFAS soil sampling developed by Geosyntec (Attachment B). The cost of this subtask is based on the assumption that a private utility locate will be completed and DPT soil samples will be collected continuously from land surface to 16 feet (ft) below land surface (BLS) at 5 boring locations, to 8 ft BLS at 7 boring locations, and 2 ft BLS at 4 boring locations. One soil boring will be completed to a depth of 16 ft BLS in the center of the most recent former drum storage area, and four additional soil borings will be advanced to 16 ft BLS at the edges of this area. Four additional borings will be completed on approximately 5-foot step-outs in four different directions from the edge of the most recent former drum storage area, and these borings will be advanced to 2 ft BLS. Four additional soil borings will be completed on approximately 10-foot step-outs in four different directions from the edge of the most recent former drum storage area, and these borings will be advanced to 8 ft BLS. One additional soil boring will be completed to a depth of 8 ft BLS at the location of a potential historical drum storage area that was identified by FSFC personnel during the 29 January 2019 Site reconnaissance, and two additional borings will be completed to 8 ft BLS at previous sample locations.

Due to the complexities associated with a PFAS soil investigation, Geosyntec will mobilize two staff from our Tampa Bay area offices to FSFC. One staff will be responsible for observing that the DPT crew is following SOPs during sample collection and decontamination to prevent cross contamination and false positive results, supporting sample packaging, and assisting with the private utility locate (discussed below). The other staff will be responsible for describing lithology and properly collecting and packaging soil samples. Geosyntec estimates that the work summarized in this SOW will take 2 full days to complete. Therefore, Geosyntec plans to mobilize to the Site the day before work begins. The anticipated timeframe to complete the work was based on input from the DPT subcontractor, Geosyntec’s experience completing PFAS investigations, and the additional time necessary to follow PFAS SOPs to avoid cross contamination of samples.

Prior to advancing the DPT rods, Geosyntec will observe a survey to identify any potential subsurface utilities or obstructions. As a cost-savings approach, the survey will be conducted on the first day of DPT sampling, and sequencing will be important. Geosyntec plans to start the utility survey approximately 30 to 60 minutes prior to soil sampling, which should allow the locators to stay ahead of soil sampling. The DPT subcontractor will also use a post-hole digger and/or a hand auger to confirm the absence of subsurface utilities in the first 5 ft BLS within each borehole. A rock layer (approximately 1 to 3 ft thick) has been reported in the shallow subsurface, and hand auger refusal was encountered at approximately 2 to 3 ft BLS. The subcontractor was instructed to bring solid-stem augers to use at the request of Geosyntec to create a pilot hole. The DPT subcontractor will collect continuous soil samples down to the appropriate depth at each location, and Geosyntec will log the lithology. At the boring locations advanced to 16 ft BLS, Geosyntec will collect discrete soil samples for laboratory analysis from the 0 to 0.5, 0.5 to 2, 2 to 4, 6 to 8, 10 to 12, and 14 to 16 ft BLS depth intervals. Geosyntec will collect soil samples for laboratory analysis to depths of either 2 ft BLS or 8 ft BLS at the remaining borings. Based on the number of proposed boring locations and depth intervals, Geosyntec will collect up to 66 discrete soil samples, in addition to quality assurance/quality control (QA/QC) samples. The sampling locations, depth intervals, matrices, analytes and laboratory methods, rationale, and screening criteria will be summarized in the Work Plan.

GeoTek Services, LLC provided the most competitive bid for surveying underground utilities. The bids are included in Attachment C.

Geosyntec proposes to sole source the DPT soil sampling to Preferred Drilling Solutions (PDS). PDS provides environmental drilling, direct push, and remediation services to environmental consulting firms throughout Florida, Southern Georgia, Southern Alabama, Southern Mississippi, and South Carolina. PDS has extensive experience with prime contractors who perform environmental projects for the FDEP, private property owners/developers, and at military/federal facilities.

Geosyntec has subcontracted with PDS to conduct other PFAS investigations in Florida, including a recent project that included collecting approximately 300 samples using 2 DPT rigs over a 2-week period. Geosyntec has provided training to PDS on our SOPs, and they understand our expectations for completing PFAS investigations. Based on their experience on Geosyntec’s projects, PDS understands the sensitivities associated with PFAS investigations and knows to direct questions from any Site personnel to Geosyntec or the client. This experience translates into cost savings through the efficient completion of work and avoidance of cross-contamination. The request for proposal (RFP) prepared by Geosyntec and bid provided by PDS is included in Attachment D.

Laboratory Analysis

Geosyntec proposes to subcontract TestAmerica to analyze up to 66 soil samples and 5 duplicates for PFAS constituents. The quote prepared by TestAmerica is provided in Attachment F.

Geosyntec recommends following the QA/QC sampling protocol described in the SOPs for PFAS soil sampling. We anticipate collecting equipment rinsates at a ratio of 1:10 (7 rinsates), and field blanks at a rate of 1 per shipping container (assume 2 field blanks). Waste characterization samples are discussed in the section below.

TestAmerica is recommended as a sole-source subcontractor for laboratory analytical services.

TestAmerica offers the nation's largest LC/MS/MS capacity dedicated to PFAS testing, with approximately 30 PFAS related compounds at detection limits well below state and federal screening levels. Their PFAS offering leverages experience in LC/MS/MS technology to provide quality and cost-effective solutions. TestAmerica supports methods 537, ISO25101, 537M, and PFAS by QSM 5.1 Table B15, with all the necessary validation data to support the precision and accuracy of methodology. In addition, TestAmerica has successfully modified Method 537 for use on more complex matrices, such as groundwater, soil, tissue, and sediment, and has incorporated replacement chemicals such as GenX, ADONA, and F-53B into this analysis.

Geosyntec has previously used TestAmerica for analytical laboratory services associated with multiple PFAS investigation and has audited TestAmerica laboratory procedures for PFAS analysis.

Decontamination and Investigation Derived Waste

Decontamination activities will take place in accordance with the attached SOPs for PFAS soil sampling at a designated staging and laydown area, and the protocols for handling IDW were summarized in the RFP submitted to the DPT subcontractors. The liquid IDW produced during decontamination and any soil cuttings generated will be containerized in 55-gallon drums and staged on Site at a location designated by Geosyntec. It is assumed three drums of IDW will be generated. Based on conversations regarding waste characterization with IDW subcontractors, Geosyntec will collect one composite soil sample and one composite groundwater sample from the drums, and the samples will be analyzed for volatile organic compounds (full list), semi-volatile organic compounds, and the 8 Resource Conservation and Recovery Act metals.

Geosyntec requested a quote from Perma-Fix Environmental Services to transport and properly dispose the IDW. The quote was less than $2,500; therefore, Geosyntec did not solicit additional bids. The IDW quote is included in Attachment E.

As a conservative approach to avoid potential disruptions to FSFC personnel, Geosyntec has included the costs to mobilize to FSFC and provide oversight of the IDW pickup and will sign waste manifests as an agent of FDEP. At the request of FDEP, Geosyntec can attempt to coordinate pick-up of the IDW with FSFC and sign/return manifests to the IDW subcontractor via Federal Express.

Subtask 4 – Soil Assessment Report

Geosyntec will prepare a Soil Assessment Report summarizing the soil sampling activities and results. Summary table(s) and map(s) depicting the analytical results will be prepared, and Geosyntec assumes that the FDEP laboratory will provide electronic data deliverables to expedite preparation of the tables and figures. A preliminary draft of the report will be provided to FDEP for review. Geosyntec will incorporate the FDEP’s comments and prepare a final report for submittal. The document will be signed and sealed by a registered Professional in the State of Florida.

Standard Operating Procedure for Soil Sampling and Analysis of Per- and Polyfluoroalkyl Substances

1. INTRODUCTION

1.1 Purpose and Scope

Standard operating procedures (SOPs) were prepared to guide per- and polyfluoroalkyl substance (PFAS) sampling activities sites. This SOP describes recommended procedures to be used by field personnel when collecting surface and subsurface soil samples. Because PFAS are potentially present in a variety of materials that may come into contact with soil samples, and because laboratory analytical method detection limits are low (low to sub microgram per kilogram concentrations for soil and low to sub nanogram per liter concentrations for liquids), conservative precautions are recommended to avoid sample cross-contamination and false positive results.

Currently, sampling guidance for PFAS is still in its infancy. Guidance from regulatory agencies often varies by state. Guidelines follow precautionary principles and may be based on anecdotal sampling experiences or on an abundance of precaution, rather than scientific studies. There is currently a need for robust, high quality guidance on PFAS sampling methods. Because there is little to no published scientific research regarding how certain materials may affect sample results, a conservative approach is recommended. The state of knowledge and practice is rapidly changing along with state and federal regulations and guidance for PFAS investigations. The procedures in this SOP are consistent with best practices at the time of authoring.

1.2 Definitions and Acronyms

1.2.1 Definitions

PFAS-free water Water that has been analyzed by an accredited laboratory (see Section 3.1) and determined to be below the method detection limit (i.e., non-detect) for the suite of PFAS to be analyzed for in environmental samples. Method detection limits (MDLs) used during analysis of PFAS-free water should be at or below the MDLs used for environmental samples.

1.3 Equipment and Products

Sections 1.3.1 and 1.3.2 detail items that are safe to use versus not recommended for use on the job site to protect PFAS samples from potential cross-contamination. Science-based evidence is not currently available to support a determination of the realistic impact of these commonly used field items and materials on PFAS samples. In the absence of scientific-based sampling guidance, field staff, contractors, and analytical laboratories should try to avoid using items that may pose a risk for cross-contamination and false positive results and instead use acceptable alternatives identified in this section. If the field team needs to use products and equipment on site that are not recommended, additional quality assurance/quality control (QA/QC) samples may be collected to evaluate any potential impact on PFAS environmental samples. This information is also provided in an abbreviated format as a checklist for field staff to reference (Attachment A).

1.3.1 Field Equipment

Items that are safe to use on site when sampling for PFAS include the following:

• High-density polyethylene (HDPE)1, silicone, acetate, and stainless steel sampling equipment and materials (e.g., sampling containers and screw caps, bowls, pans, trays, spoons, trowels, forceps);

• Low-density polyethylene (LDPE)2 materials not in direct contact with the sample (e.g., Ziploc® bags);

• Survey stakes, flags, or whiskers;

• Drill rigs equipped with direct-push capabilities and push rods;

• Drill rigs equipped with hollow-stem augers, solid-stem augers, and drop hammers;

• Shovels, pick axes, pick mattocks, or other excavating tools;

• Stainless steel hand augers with extension rods;

• Stainless steel or brass split-spoon samplers;

• Plastic sleeves, liners, and caps that do not contain fluoropolymers (e.g., acetate, polyvinyl chloride, polycarbonate);

• Hook-blade utility knife to cut liners;

• Munsell soil color charts and grain size charts;

• Hand lenses;

• Stainless steel baskets or retainers for loose soils;

• Boring log sampling forms, loose paper or field notebooks, chain of custody (CoC) record, and sample container labels;

• Masonite or aluminum clipboards;

• Ballpoint pens;

• Alconox®, Liquinox® and Luminox® detergents;

• Paper towels;

• Trash bags;

• HDPE sheeting;

• Hard-shell coolers;

• Shipping and handling labels;

• Regular (wet) ice;

1 HDPE plastics are commonly identified by a recycling symbol with a number 2 inside it.

2 LDPE plastics are commonly identified by a recycling symbol with a number 4 inside it.

• Bubble wrap;

• Duct tape and packing tape; and

• Large (e.g., 55-gallon) containers.

Items to be avoided (i.e., not recommended) for use on site include the following:

• Glass sample containers, due to PFAS adherence to glass surfaces;

• Water-resistant paper, notebooks, and labels (e.g., certain Rite in the Rain® products), due to use of PFAS in water-resistant inks and coatings;

• Sticky notes (e.g., certain Post-It® products), due to potential use of a paper coating product Zonyl™ or similar fluorotelomer compounds;

• Plastic clipboards, binders, and spiral hardcover notebooks;

• Pens with water-resistant ink;

• Felt pens and markers (e.g., certain Sharpie® products) – some PFAS SOPs (e.g., Michigan) specifically allow Fine or Ultra-Fine Point Sharpies® and TestAmerica Laboratories, Inc. routinely uses Sharpies® in the laboratory following unpublished analytical tests that reportedly showed no impact on PFAS sample results;

• Aluminum foil, as PFAS are sometimes used as a protective layer;

• Decon 90™ liquid detergent, which reportedly contain fluorosurfactants;

• Chemical (e.g., blue) ice packs, unless it is contained in a sealed bag. Blue ice has the potential to be contaminated from previous field sampling events;

• Materials containing polytetrafluoroethylene (PFTE) including Teflon™ and Hostaflon®;

• Equipment with Viton™ components (i.e., fluoroelastomers);

• Stain- or water-resistant materials, as these are typically fluoropolymer-based;

• Material containing LDPE, particularly if used in direct contact with the sample (e.g., LDPE tubing, as PFAS can sorb to the porous tubing); and

• Material containing “fluoro” in the name – this includes, but is not limited to, fluorinated ethylene propylene (FEP), ethylene tetrafluoroethylene (ETFE), and polyvinylidene fluoride (PVDF).

1.3.2 Clothing, Personal Protective Equipment (PPE), and Consumer Products

Items that are safe to use on site when sampling for PFAS include the following:

• Boots made of polyurethane, polyvinyl chloride (PVC), rubber, or untreated leather;

• Other field boots covered by PFAS-free (e.g., polypropylene) over-boots;

• Rain gear made of polyurethane, PVC, wax-coated, vinyl, or rubber;

• Clothing made of synthetic (e.g., polyester) or natural (e.g., cotton) fibers;

• Safety glasses;

• Reflective safety vests;

• Hardhats;

• Disposable powder-free nitrile gloves;

• Uncoated HDPE suits (e.g., certain Tyvek® products);

• Sunscreens3 and insect repellants4 that have been tested and found to be PFAS-free; and

• Bottled water and hydration drinks.

Items to be avoided (i.e., not recommended) for use on site include the following:

• Water- or stain-resistant boots and clothing (e.g., products containing GORE-TEX®);

• Clothing recently laundered with a fabric softener;

• Coated HDPE suits (e.g., certain Tyvek® products);

• Sunscreen and insect repellants containing fluorinated compounds as ingredients, such as polyfluoroalkyl phosphate esters;

• Latex gloves;

• Cosmetics, moisturizers, hand cream, and other related products;

• Food wrappers and packaging; and

3 Examples of PFAS-free sunscreens include Alba Organics Natural, Aubrey Organics, Banana Boat Sport Performance Sunscreen Lotion Broad Spectrum SPF 30, Banana Boat for Men Triple Defense Continuous Spray Sunscreen SPF 30, Banana Boat Sport Performance Coolzone Broad Spectrum SPF 30, Banana Boat Sport Performance Sunscreen Stick SPF 50, Coppertone Sunscreen Lotion Ultra Guard Broad Spectrum SPF 50, Coppertone Sport High-Performance AccuSpray Sunscreen SPF 30, Coppertone Sunscreen Stick Kids SPF 55, Jason Natural Sun Block, Kiss my Face, L’Oréal Silky Sheer Face Lotion 50+, Meijer Clear Zinc Sunscreen Lotion Broad Spectrum SPF 15, 30 and 50, Meijer Wet Skin Kids Sunscreen Continuous Spray Broad Spectrum SPF 70, Neutrogena Beach Defense Water + Sun Barrier Lotion SPF 70, Neutrogena Beach Defense Water + Sun Barrier Spray Broad Spectrum SPF 30, Neutrogena Pure & Free Baby Sunscreen Broad Spectrum SPF 60+, Neutrogena Ultra-Sheer Dry-Touch Sunscreen Broad Spectrum SPF 30, Yes to Cucumbers, and sunscreens for infants.
