Subject: Annual Groundwater Monitoring SOW/LOE Scott’s Custom Cleaners, Inc.
2454 McMullen Booth Road, Suite 205 Clearwater Florida
FDEP ID ERIC_5307
FDEP Task Assignment No. DC039D (pending)
Dear Ms. Posey:
Geosyntec Consultants, Inc. (Geosyntec) has prepared the following scope of work (SOW) and proposed level of effort (LOE) to perform annual groundwater monitoring at the former Scott’s Custom Cleaners, Inc. facility (herein, the “Site”) located in Clearwater, Florida. Groundwater samples were last collected in April 2020 at the Site. Geosyntec prepared this proposal at the request of the Florida Department of Environmental Protection (FDEP) to update groundwater analytical results for evaluation of the Remedial Alternatives Evaluation Report submitted on 13 August 2020 since the existing data is over 270 days old.
Subtask 1 – Project Management
Subtask 2 – LOE Preparation
This subtask included the preparation of this SOW and LOE.
Subtask 3 – Groundwater Monitoring
Geosyntec will collect groundwater samples from 19 accessible groundwater monitoring wells.
Prior to groundwater sampling, Geosyntec will gauge and record the depth-to-water (DTW) from 19 Site monitoring wells within a 24-hour period, including from 13 wells that are not anticipated to be sampled on the first day of field activities. Geosyntec will collect a total of 19 groundwater samples from MW-1, MW002, MW-7 through MW-14, MW-16 through MW-21, and DMW-1 to DMW-3. Geosyntec assumes that a peristaltic pump will be used to collect groundwater from
MW-1, MW002, MW-7 through MW-14, and MW-16 through MW-21 and an electric submersible pump will be used to collect groundwater from DMW-1 to DMW-3, consistent with previous sampling events. Field activities will be conducted in accordance with the FDEP Standard Operating Procedures.
Groundwater samples will be submitted under chain of custody protocol for laboratory analysis of volatile organic halocarbons (VOHs) by Environmental Protection Agency Method 8260B. Two field duplicates will be collected for quality assurance and quality control purposes.
Subtask 4 – Groundwater Monitoring Report
Geosyntec will submit a Groundwater Monitoring Report that will be signed and sealed by a licensed Florida engineer or geologist and include field forms and updated tables and figures. The field forms will consist of groundwater sampling, calibration, DTW, and drum logs generated on- Site during the sampling activities. The tables will include (i) DTW measurements, (ii) groundwater analytical results for VOHs, and (iii) geochemical field parameters. The figures will include (i) Site map, (ii) groundwater elevation contours in the surficial aquifer, (iii) groundwater elevation contours in the Upper Floridan aquifer, (iv) groundwater analytical results in the surficial aquifer, and (v) groundwater analytical results in the Upper Floridan aquifer.
In addition, the ADaPT files and associated GIS data tables for the annual monitoring event will also be submitted.
Subtask 5 - IDW Management
Based on previous sampling events, it is estimated that purge water generated during sampling activities will be containerized in one, 55-gallon drum. Geosyntec also assumes the existing waste characterization analytical results can be used for disposal investigation-derived waste (IDW).
Erwin Remediation, Inc. is the lowest cost provider of transportation and disposal services (per drum). Geosyntec will review the generation of a waste characterization profile as well as prepare the IDW manifest. The IDW transportation and disposal quotes are provided in Attachment A.
Invoice and Deliverable Schedule
Please note the following schedule is contingent on FDEP review and approval of this SOW/LOE within two weeks of submittal. We have tentatively scheduled groundwater sampling for the week of 10/25/2021.
Subtask Deliverable Deliverable Date Invoice Amount
2, 3, 4 Submittal of Groundwater Monitoring Report, ADaPT Files, and GIS data tables 12/10/2021 $10,875.86
1, 5 Submittal of Final IDW manifest 1/7/2022 $1,250.00 Total $12,125.86
CLOSURE
As always, it is a pleasure to work with the FDEP. If you require any additional information or have any questions, please contact us at 813.558.0990.
Sincerely, James C. Mills Professional
