FDEP ERIC ID ERIC_4584

Dear Ms. Posey, Please find attached Geosyntec’s Scope of Work and Cost Estimate Form and proposed Level of Effort (CEF/LOE) for annual groundwater sampling activities at Art Craft Cleaners (Site) located in Jacksonville, Florida. A summary of the costs associated with the attached CEF/LOE is provided below.

Subtask 1 – Project Management

Subtask 2 – Annual Groundwater Sampling

Subtask 2 includes costs associated with annual groundwater monitoring at the Site which is planned for January 2021. As recommended in the April 2020 Annual Groundwater Monitoring Letter Report, groundwater samples will be collected from the 18 monitoring wells in the monitoring well network to evaluate the current extent of the contaminant plume. Prior to conducting groundwater sampling, depth to water measurements will be collected from the monitoring well network to evaluate groundwater flow direction and horizontal and vertical groundwater gradients. Groundwater sampling activities will be conducted in general accordance with FDEP SOPs, and samples will be collected from 8 shallow monitoring wells (PZ01 through PZ03, MW01, SM01 through SMW03, and SMW05) using conventional low flow techniques.

Groundwater samples from the 6 intermediate monitoring wells (IMW01 through IMW06) and 4 deep monitoring wells (DMW01 through DMW04) will be collected from the passive diffusion bags (PDBs) deployed during the January 2020 sampling event. For quality assurance and quality control purposes, two duplicate groundwater samples will be collected during the 2021 sampling event. The 22 groundwater samples will be analyzed by a fixed-based lab for VOHs by EPA

Art Craft 2021 Annual GW Sampling_SOW

Method 8260. Upon completion of groundwater sampling, passive diffusion bags (PDBs) will be deployed in the 10 intermediate and deep monitoring wells, including one duplicate PDB, for the 2021 annual sampling event.

Subtask 3 – Annual Groundwater Monitoring Report

Subtask 3 includes costs associated with the preparation of an Annual Groundwater Monitoring Report (Report) in general accordance with Chapter 62-780, Florida Administrative Code (FAC).

The Report will document the results of the annual groundwater sampling and include the laboratory analytical results, chain of custody record, updated water level and analytical data tables, and updated site maps that illustrate the groundwater elevation contours and analytical results. The Report will include a recommendation for continued groundwater monitoring until the November 2015 Remedial Action Plan (RAP) is implemented.

The Report will be signed and sealed by the Florida Licensed Professional Engineer or Geologist responsible charge of the work. An electronic PDF version of the report will be uploaded to FDEP’s FTP site. ADaPT files and updated GIS Data Tables will be uploaded to the FDEP’s FTP site.

Subtask 4 – IDW Management Subtask 4 includes costs for IDW transport and disposal. Bid costs prepared by the IDW haulers are presented in Attachment A. Purge water and decontamination water generated during sampling activities will be placed in new 55-gallon drums and manifested for off-site disposal by Hulls Environmental Services. One sample will be collected from the IDW drum and analyzed for VOHs via EPA Method 8260B to establish a new waste profile with Hulls. IDW will be staged in the rear of the facility.
