Dave, The purpose of this email is to provide our recommendation for the contractor selection for the Interim Source Removal at Florida State Fire College based on the received bids. The bid documents were submitted to five pre-qualified Contractors. A bid comparison table is provided below and a copy of each bid is attached to this email.

Contractor Quote Timeframe Overall Project Cost***

Recommended Selection

Action $448,945.00* 20 days $545,489.58 No Hulls $716,106.22 25 days Not Applicable No

Moran $501,667.21 24 days Not Applicable No Odin $455,000.00** 14 days $538,916.49 Yes

PetroTech No Bid No Bid Not Applicable No

*Action quote reflects the replacement of Bid Item 7 with Contingency Item 4 and the inclusion of Contingency Item 5B (Transport PFAS-Free Water – Alternate Source). However Contingency Item 5B was provided as a unit rate, which was not in accordance with the bid documents.

** The Odin quote reflects the replacement of Bid Item 7 with Contingency Item 4 and the inclusion of Contingency Item 5B (Transport PFAS-Free Water – Alternate Source).

***Overall project cost includes Contractor costs and Geosyntec’s labor and expenses based on the Contractor’s schedule and contingency items.

Action provided the lowest bid and estimated that the work could take up to 20 days to complete.

Odin provided the second lowest bid and estimated that the work would take 14 days to complete.

To evaluate the overall best value for the FDEP, Geosyntec calculated overall project costs (includes Contractor costs and Geosyntec’s labor and expenses based on the Contractor’s schedule and contingency items). Based on this evaluation the following additional reasons presented below, Geosyntec recommends Odin to conduct the proposed ISR activities.

The overall project cost using Odin is the least expensive and provides the best value for FDEP.

The work will be completed during a shorter timeframe and more closely matches the timeframe provided by FSFC.

If fewer tons of PFAS-impacted media are transported off-Site for disposal, then the cost will decrease by $350 per ton for Odin and $275 per ton for Action, which will result in a larger cost reduction for FDEP.

Geosyntec requested a lump-sum contingency bid for the transportation of PFAS-free water from Lakeland. Action provided a unit-rate cost and assumed only 1000-gallons would be mailto:David.Meyers@dep.state.fl.us mailto:DRiotte@Geosyntec.com mailto:OCain@Geosyntec.com required. Action’s bid was not in compliance with the bid requirements by stating that the unit rate per 1000 gallons would apply if additional water is required. This unit rate increases the uncertainty associated with Action’s bid. Odin provided a lump-sum cost in accordance with the bid documents.

Geosyntec stated that we would provide approval for the post‐clearing and grubbing and demolition, and the bottom of excavation surveys within 48 hours of submittal and strive to provide approval with 24 hours. Action assumed same day approval and stated that the stand-by time unit rate would apply in the event delays occurred. Odin provided a lump-sum cost in accordance with the bid documents.

Can you please review the information and let us know if you are in agreement with our recommendation? If so, we will finalize our proposal and submit it to you this week. I have also attached draft copies of the costing spreadsheets used to calculate the overall project costs.

Hi Todd- this task got sent back to me by Jen Farrel last night. She indicated that the calculation for subcontractor handling fee in Subtask 3 for the laboratory (a cost of $3,900.00) should be calculated at the 10% rate, and so equal $390.00, instead of its current $195.00. And then to make sure that was added to the total correctly. Please revise, send me the updated pdf cost proposal (with the mailto:David.Meyers@dep.state.fl.us mailto:Dave.M.Phillips@FloridaDEP.gov mailto:David.Meyers@dep.state.fl.us mailto:TKafka@Geosyntec.com mailto:DRiotte@Geosyntec.com mailto:ESager@Geosyntec.com new costs in the schedule and invoicing page and anywhere else), and the updated excel spreadsheet, and I will send it back up the moment I get it. I understand, and so does FDEP, that this needs to be expedited.

“Dave, when you get into subs making over 100k it is complicated and unfortunately the subcontracting rate does need to be hand calculated. I checked the one for Odin a couple of times and it is correct. But the lab should be entitled to a 10% handling fee as a separate sub. So, their cost should be $390 and not $195. They will need to update this calc. by hand and make sure everything adds correctly. It should be $24,000+$390 = $24,390 for subtask 3, and the total column should total $26,250 + $390 =$26,640.”

Subject: Proposal and Cost Estimate AOC 1 Interim Source Removal Implementation Florida State Fire College 11655 NW Gainesville Road Ocala, Marion County, Florida

ERIC_6494

Dear Mr. Meyers, Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW) and Cost Estimate Form/Level of Effort (Attachment A) for excavation activities associated with soil that was previously documented to be affected with per- and polyfluoroalkyl substances (PFAS) at the Florida State Fire College (FSFC; “the Site”) located in Ocala, Florida.

Geosyntec will oversee the interim source removal (ISR) activities as described in the February 2021 bid documents and the ISR Work Plan (Revision 2) approved by the Florida Department of Environmental Protection (FDEP) in February 2021. The bid documents were submitted to five pre-qualified Contractors. The bid proposal documents submitted by the Contractors and the bid comparison table are included in Attachment B and summarized in the table below.

Contractor Quote* Timeframe Overall Project Cost**

Action $448,945.00 20 days $545,489.58 Hulls $718,606.22 25 days Not Applicable Moran $501,667.21 24 days Not Applicable Odin $455,000.00 14 days $539,114.79

PetroTech No Bid No Bid Not Applicable *The quotes reflect the replacement of Bid Item 7 with Contingency Item 4 and the inclusion of Contingency Item 5.

**Overall project cost includes Contractor costs and Geosyntec’s labor and expenses based on the Contractor’s schedule and contingency items.

Mr. Dave Meyers 25 February 2021

Action provided the lowest bid and estimated that the work could take 20 days to complete. Odin provided the second lowest bid and estimated that the work would take 14 days to complete.

Therefore, Geosyntec calculated overall project costs (includes Contractor costs and Geosyntec’s labor and expenses based on the Contractor’s schedule and contingency items) to determine the best value for the FDEP. Based on this evaluation the following additional reasons presented below, Geosyntec recommends Odin to conduct the proposed ISR activities.

• The overall project cost using Odin is the least expensive and provides the best value for

FDEP.

• The work will be completed during a shorter timeframe and more closely matches the timeframe provided by FSFC.

• If fewer tons of PFAS-impacted media are transported off-Site for disposal, then the cost will decrease by $350 per ton for Odin and $275 per ton for Action, which will result in a larger cost reduction for FDEP.

• Geosyntec requested a lump-sum contingency bid for the transportation of PFAS-free water from Lakeland. Action provided a unit-rate cost and assumed only 1000-gallons would be required. Action’s bid was not in compliance with the bid requirements by stating that the unit rate per 1000 gallons would apply if additional water is required. This unit rate increases the uncertainty associated with Action’s bid. Odin provided a lump-sum cost in accordance with the bid documents.

• Geosyntec stated that we would provide approval for the post‐clearing and grubbing and demolition, and the bottom of excavation surveys within 48 hours of submittal and strive to provide approval with 24 hours. Action assumed same day approval and stated that the stand-by time unit rate would apply in the event delays occurred. Odin provided a lump-sum cost in accordance with the bid documents.

Subtask 1 – Project Management

Olivia Cain, E.I., will serve as the Project Manager for the proposed SOW. Costs associated with this subtask are directly computed. Eric Sager, P.G. will serve as the Project Director.

Subtask 2 – Excavation Preparation and Site Setup

This subtask includes costs associated with technical activities, permitting, Contractor submittal review, conducting a pre-construction meeting, and the Contractor’s mobilization. Subtask 2 includes 50% of Bid Item 1 from the Contractor’s bid form.

Technical Support Activities Completed by Geosyntec

• Geosyntec will plan and attend a pre-construction meeting at the Site. Geosyntec’s Engineer of Record (or the Project Director), Project Manager, FDEP, FSFC, and the Contractor will be invited to attend the meeting.

• Prior to excavation activities, Geosyntec will participate in a technical call with the Contractor to finalize the schedule and project approach.

• Approximately two weeks prior to excavation field activities, Geosyntec will prepare and distribute a technical brief to FSFC and FDEP outlining the schedule and approach. This document will serve as the basis for weekly technical briefings that Geosyntec will distribute to FDEP and FSFC during excavation field activities.

• Geosyntec will follow up with and receive/answer questions from FDEP and/or FSFC before and after submittal of the technical brief.

Permitting

• The Contractor will confirm permit requirements and obtain the necessary permits. Based on the Contactor’s bid, they will obtain a tree removal permit and demolition permit from Marion County.

• Geosyntec will support the Contractor during the permitting process and provide any additional information required in the permit, if necessary. In addition, Geosyntec will review the final permit applications prior to submittal.

Contractor Submittal Review

Prior to excavation activities, Geosyntec will review and approve the following required submittals listed in the bid documents. Geosyntec will maintain and submit a list of required submittals and due dates to the Contractor.

• Construction schedule;

• Contractor’s Health and Safety Plan and relevant Health and Safety Training Certificates;

• Subcontractor Services Agreement;

• Certificates of Insurance;

• List of subcontractors;

• Permit applications and approvals;

• Name, address, and contact person for the proposed Subtitle D landfill for disposal of the wooden staircase/structure;

• Name, address, and contact person for the proposed Subtitle C landfill for disposal PFAS-impacted waste;

• Approved waste profile for the PFAS-impacted waste, including any final required soil profiling documentation submitted to the landfill;

• Proposed borrow source(s) and associated laboratory analytical data;

• Copy of the utility locate ticket (completed by Florida One-Call);

• Manufacturer’s product data and recommended installation methods for erosion and sediment control measures;

• Certification from the supplier or Manufacturer that products used for erosion and sediment control measures meet the requirements of the Technical Specification; and

• Proposed type and source of sod

Subtask 3 – Excavation

This subtask includes Geosyntec’s and the Contractor’s costs associated with excavation activities.

Geosyntec will provide daily oversight and documentation of excavation-related activities (including dust monitoring) throughout the project.

The Project Director will maintain contact with staff throughout construction. For cost estimating purposes, we have assumed that the Project Manager will conduct the excavation oversight. The Project Director and Project Manager will complete the following during excavation field activities:

• The Project Manager will provide the Engineer of Record progress updates at the end of each day. This will include, daily field notes, site photographs, dust monitoring readings, and contractor submittals.

• The Project Manager will provide the FDEP and FSFC weekly technical updates via email.

• The Project Director will perform weekly site visits (1 day per week) during the excavation activities.

The Engineer of Record will perform the following activities throughout construction:

• The Engineer of Record will provide technical support to the Project Manager daily and receive Progress Updates at the end of each day.

• The Engineer of Record will carefully review the progress updates each day to ensure the work is being completed in accordance with the Project Documents, discuss and approval relevant modifications, if necessary.

• The Engineer of Record will carefully review and approve the following Contractor submittals, as required in the bid documents:

o A post-clearing/grubbing and pre-excavation survey.

o A post-excavation survey prior to backfilling.

o Review and approve final as-built surveys after excavation and backfilling.

o A daily written summary (by email) that includes the date, time, and total tonnage per truck at the interim weigh station and disposal facility of soil excavated from the Site and yards of backfill delivered to the Site, as well as information on the total tonnage/yardage of excavated material and backfill to date.

o Copies of weight tickets form the required interim weigh station and the landfill for each truck load of soil or other material transported off Site (i.e. soil, vegetative matter, construction and demolition debris, etc.).

o Backfill tickets from the borrow source for each truck load of soil transported to the Site.

• The Engineer of Record will review and/or participate in weekly technical updates with the Project Manager.

Geosyntec’s Project Manager and Project Director will complete a pre-final inspection with FDEP, FSFC, and a Contractor representative during the final week of field work. Upon completion of the pre-final inspection, Geosyntec will submit a summary of construction activities including a photo documentation log to FDEP and identify any outstanding items requiring correction. Prior to invoicing Subtask 3, Geosyntec will also submit the final weight tickets, manifests, and a disposal and backfill summary table documenting final tonnage to FDEP for final cost resolution.

Subtask 4 – ISR Completion Report

Geosyntec will prepare an ISR Completion Report documenting construction and excavation activities. The ISR Completion Report will document information related to excavation, transportation, and disposal of soils, photographs, as-built drawings, field notes, compaction testing results with a figure showing the testing locations, dust monitoring analytical data, and other pertinent information. The ISR Completion Report will be signed and sealed by the Florida-license Professional Engineer in responsible charge of the project.

Subtask 5 – Vegetation and Final Site Inspection
