Killian Talley, Project Manager April 3, 2020 Negotiation Summary

HW550 DC025G

This Task Assignment authorizes Geosyntec Consultants to conduct groundwater monitoring and preparation of a Remedial Alternatives Evaluation (RAE).

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: PDB Deployment Subtask authorizes labor and related costs for the mobilization to site for deployment of passive diffusion bags to additional wells for analysis. Following review of previous monitoring event and learning that the drycleaner was no longer operating with PCE the Department requested additional sampling for design purposes.

Subtask 3: Groundwater Sampling This subtask authorizes labor and costs associated with the groundwater sampling event at site. Depth to water measurements will be collected from the monitoring well network to evaluate flow and gradients, 25 samples will be taken for analysis of volatile organic halocarbons via EPA Method 8260. Passive diffusion bags will not be deployed after this event to allow potential adjustments for designs.

Subtask 4: IDW Management This subtask includes cost and labor related to the transport and disposal of investigative derived waste generated during monitoring activities. Hulls Environmental has been selected as the lowest responsive and responsible bidder.

Subtask 5: Groundwater Monitoring Report Subtask authorizes labor and related costs for data evaluation and development of a Groundwater Monitoring Report.

Subtask 6: Remedial Alternatives Evaluation Under this subtask Geosyntec will prepare a RAE for soil and shallow groundwater contamination at the site. The Department and contractor will hold a conference call discussing the document and implementation of remedies discussed in the RAE.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $18,216.82 with 157 labor hours.

Geosyntec Consultants may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Mr. Killian Talley Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Annual Groundwater Monitoring Scope of Work and Level of Effort Oak Hill Cleaners 7628-1 103rd Street, Jacksonville, Florida 32210 FDEP Facility ID ERIC_4544

Dear Mr. Talley, Geosyntec has prepared this Scope of Work (SOW) and Cost Effort Form/Level of Effort (CEF/LOE) for biennial groundwater monitoring activities at the Oak Hill Cleaners (Site) (Facility ID ERIC_4544) located in Jacksonville, Florida.

Subtask 1 – Project Management

Subtask 2 – PDB Deployment This subtask includes costs associated with deployment of passive diffusion bag (PDB) samplers in 8 monitoring wells (MW005, MW011, MW017R, MW018, MW020R, MW029, MW030, and MW031) which did not receive a new PDB sampler following the July 2019 groundwater sampling event. These newly installed PDBs will be deployed a minimum of 2 weeks to allow sufficient time for equilibration with groundwater prior to sampling activities. Additionally, a new PDB hanger kit will be ordered and installed in monitoring well MW017R, which was traditionally sampled during the 2019 sampling event due to the missing hanger kit.

Subtask 3 – Groundwater Sampling This subtask includes costs associated with the collection of 25 groundwater samples from the current monitoring well network per recommendations in the 2019 Groundwater Monitoring Report and subsequent FDEP correspondence dated 2 March 2020. Prior to sampling, depth to water measurements will be collected from the monitoring well network to evaluate groundwater flow direction including horizontal and vertical groundwater gradients. Nineteen monitoring wells included in the current annual and biennial groundwater sampling plan (MW001, MW002, MW004 through MW006, MW010, MW011, MW014 through MW018, MW020R, MW026 through MW031) will be sampled via PDBs. Monitoring well MW025 is a water table monitoring well located inside the current facility and will be sampled using a peristaltic pump in general accordance with FDEP SOPs. Additionally, per FDEP request, monitoring wells MW008, MW013, MW021 through MW023 will be sampled using a peristaltic pump in general accordance with FDEP SOPs. The 25 groundwater samples and one duplicate sample will be analyzed by a fixed-based lab for volatile organic halocarbons (VOHs) by Environmental Protection Agency (EPA) Method 8260.

Following the 2020 biennial groundwater sampling activities, PDBs will not be redeployed into the select monitoring wells previous set to be sampled as part of the annual sampling plan in 2021 to allow for potential adjustments to the annual and biennial groundwater sampling plans as part of the remedial alternatives evaluation discussed in Subtask 6. Moving forward, PDBs will be deployed and sampled in separate mobilizations at least two weeks prior to the subsequent groundwater sampling activities.

Subtask 4 – IDW Management

Purge water generated during sampling activities will be placed in a 55-gallon drum and manifested for off-site disposal. IDW will be staged in the rear of the facility. To establish a new non-hazardous IDW groundwater profile with our selected IDW waste hauler Hull’s Environmental Services, an IDW groundwater sample will be collected for VOHs via EPA Method 8260 from the purge water drum.

Soil (per 55-gal. drum)

Universal Environmental Solutions $300 $300 Moran Environmental Recovery $500 $500 Hulls Environmental Services $150 $150

Subtask 5 – Groundwater Monitoring Report

This subtask includes costs associated with preparation of a GMR in general accordance with Chapter 62-780, Florida Administrative Code (FAC). The GMR will document the results of the biennial groundwater sampling activities and will be signed and sealed by a licensed professional geologist/engineer. An electronic PDF version of the report will be uploaded to FDEP’s FTP server for loading to OCULUS.

In addition, Subtask 5 includes costs for provision of ADaPT files and generation, population, and upload of GIS data tables.

Subtask 6 – Remedial Alternatives Evaluation

Geosyntec will prepare a RAE to evaluate various remedial technologies for soil and groundwater treatment. The RAE will include but is not limited to an evaluation of technologies based on (i) long and short-term environmental impacts; (ii) implementability; (iii) operation and maintenance; (iv) reliability; (v) feasibility; and (vi) costs. Geosyntec will schedule a teleconference with FDEP to discuss the findings of the RAE prior to completing the document. The goal of the teleconference will be to discuss and select a remedial approach for soil and groundwater remediation. Geosyntec will include copies of pertinent site assessment figures (e.g., site maps with analytical results and concentration isopleths) to facilitate the teleconference. The RAE will include a summary of the conceptual Site model, cleanup criteria, remedial goals and objectives, a summary of evaluated technologies, a RAE table, and one conceptual design for the top selected alternatives for soil and groundwater (two total), and estimated costs.
