This Task Assignment (TA) authorizes Geosyntec to implement the excavation, general earthwork activities, and waste management associated with the 2021 Interim Source Removal (ISR) Work Plan, as stated in the attached scope of work dated July 23, 2021.
Subtask 1: An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtasks 2: Excavation and field oversight costs are under this subtask. Geosyntec recommends Bell Foundations (Bell) and RNA Consulting (RNA) to implement the ISR activities because their base costs (without contingencies) and daily standby rates were the lowest among the other bidders. Bell and RNA have an estimate of 50 field days to complete the excavation activities plus 5 contingency days included.
The waste markups for the higher concentration waste disposal categories (Chem-Ox/Incineration) were the lowest among the other bidders. The disposal costs will be billed as the actual unit rate disposal cost charged by Waste Management plus the markup presented in the scope of work. The disposal costs have been included as the anticipated maximum costs for each waste stream to avoid underestimating total project costs.
Geosyntec will collect waste characterization samples from stockpiled excavated soils for total and TCLP VOH analysis through EPA Methods 8260B and 1311. Geosyntec has estimated that 90 samples will be collected during the excavation activities. Geosyntec will submit Daily Field Construction Logs, weight tickets, and waste disposal manifests as the milestones for invoicing under this task assignment.
Site restoration is predicted to encompass approximately 1 week, which includes backfill, geotextile and construction fencing, disposal of non-hazardous decontamination liquids, and surveying.
The project manager has added 2 cents to subtask 2 to correct the revision error.
Subtask 3: In Subtask 3, Geosyntec has included 148 labor hours to prepare a Construction Completion Report (CCR) that will summarize the ISR construction-related activities. The CCR will include tables and figures summarizing the extents and volume of excavated soil, volumes, weights of each waste stream produced and the methods of treatment and disposal, and waste manifests.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment (TA), total task amount is $1,730,180.61
The final task completion date is June 30, 2022

Rachel,
1) Here is a brief summary of the schedule that I’d expect:
Day 1: Mobilize, set up blower system (if needed), set up barriers/fencing – any health and safety setup. Begin removing surface covering Day 2: Remove surface (most likely leave area in the front for entrance/exit Day 3‐5: Perform any conventional source removal as planned Day 6‐Day 43: LDA Excavation Day 44‐48: Conventional excavation/Backfilling Day 49‐50: Site Restoration
The biggest variable will be the segregating and sampling of soils and how that affects the LDA portion of the excavation.
We have availability beginning in the middle‐end of July and can be available on fairly short notice to begin and complete the job.
2) Subcontractors:
We will use the following:
LDA – Bell Foundation – 20+ years of LDA work
Concrete – Jaworski Concrete – 25+ years in concrete, Computerized printout of components for each load of concrete
Transportation – Ashton Transport and Robbie D. Wood – Ashton Transport – 30+ years in transport, Robbie D. Wood 55+ years of hazardous material management
Concrete Disposal – Mooney Container and Marpan – Full service container service and disposal for concrete
Soil Disposal – Thomasville Landfill and Waste Management – Subtitle D Landfills + Hazardous waste capability (WM)
Surveying – Poole Engineering & Surveying – 35+ years in surveying services
Everything else will be completed by in‐house personnel
3) Those are the markups at this time.
I hope this helps and look forward to talking with you tomorrow, Robert

Hi Robert, Thank you for providing a bid to complete the Vogue Cleaners LDA work.
I’m reviewing the bids and have a few questions:
Can you provide a schedule for the work?
o Schedule. Bidder shall furnish a proposed schedule detailing, but limited to, the estimated days for mobilization, excavation and disposal of soils, and site restoration, including the approximate start date.
Contractor shall assume financial responsibility for labor associated with the Geosyntec if a delay in schedule arises.
Can you provide a list of subcontractors?
o Subcontracting. Bidder shall list and completely describe each portion of the Work it proposes to subcontract plus the name(s) and qualifications of all proposed subcontractors.
Can you confirm if the markup is on both disposal and transportation costs? Please also confirm the markup I have estimated in the last column is correct. This would be the markup provided on the actual disposal cost charged by the landfill based on the waste sample analytical data.

Blaine, Here is the breakdown directly from Waste Management:
Non‐Hazardous (non‐RCRA Coded) Solid Soils into our WM Emelle AL Sub. C TSDF ‐ ~$95.00 per Ton + $11.00 per Ton AL State Tax
Hazardous Solid Soils (RCRA Coded, but below LDR concentrations) that Meet LDR Treatment Standards and can be Direct Landfilled in a Sub. C. TSDF ‐ ~$165.00 per Ton + $11.00 per Ton AL State Tax
Hazardous Solid Soils that require Treatment & Qualify for Chemical‐Oxidation at WM‐Emelle TSDF ‐ ~$575.00 ‐ ~$775.00 per Ton + $11.00 per Ton AL State Tax
Hazardous Waste for Transship to Incineration ‐ Approximately ~$1,500.00 per Ton + Fees Pending INCIN Market Price at time of shipments. (If chlorinated solvent concentrations are <500ppm this material may be able to manage thru Chem‐OX at Emelle or Thermal‐Desorbtion at WM‐Lake Charles LA to save on the higher INCIN pricing)
Here is a table with a better summary of costs:
Type Disposal Assumed Disposal Fees Transportation Total
Total w/Markup
Non‐Hazardous $ 20.00 $ 20.00 $ 1.00 $ 15.00 $ 36.00 $ 40.00
Hazardous ‐ No Treatment $ 165.00 $ 165.00 $ 11.00 $ 85.00 $ 261.00 $ 280.00
Hazardous ‐ Chem Treatment $575‐775 $ 775.00 $ 11.00 $ 85.00 $ 871.00 $ 900.00
Hazardous ‐ Incineration $ 1,500.00 $ 1,500.00 $ 292.50** $ 140.00* $ 1,932.50 $ 2,050.00
**Fe incin *Tra fuel
We are assuming using rolloffs for soil going to incineration and trucks for everything else. Additionally, we have to allow for fluctuations for fuel cost, and that wiggle room has been included in the markup.
Please let me know if you need anything else from us, Robert

Re: Vogue Cleaners-Source Removal 1839 Thomasville Rd., Tallahassee, Florida.
Dear Ms. Johnson, In accordance with your request, Action Environmental (Action) is pleased to provide the following proposal for the Interim Source Removal at the former Vogue Cleaners Site located in Tallahassee, Florida. Action acknowledges the receipt of the revised Bid Package (Rev 1), revised Bid Form (Rev 2) and Response to Questions dated May 25th, 2021.
Our proposal meets the design objectives with an aggressive schedule while keeping health and safety as the highest priority.
Below is our understanding of the project; including assumptions, conditions, means and methods to complete the work.
Our understanding is this Interim Source Removal (ISR) is part of the overall plan to redevelop the site and that schedule is a crucial aspect. In addition, is also important to maintain site security during the work and conduct the work in a manner that minimizes potential exposure to workers or the public. The site is in a very active commercial retail area and highly visible to the public and nearby businesses.
The work generally consists of the following:
• Securing the site
• Installing erosion controls
• Protecting utilities
• Abandoning wells
• Removing and disposing of concrete
• Excavating soils impacted with chlorinated volatile organic compounds (CVOCs) both traditionally and with a large diameter auger (LDA)
• Stockpiling and protecting soils
• Properly profiling the soils for disposal
• Safely transporting to the appropriate disposal facility
• Backfilling with a combination of general fill, flowable fill, and organic soil.
• Placement of a layer geotextile membrane and construction fencing at 2 feet below final grade
• Fertilizing, seeding and watering to establish vegetative growth
There are differing concentrations of CVOC impacts in soils at the site which dictate different disposal classifications and methods. Some of the soils to be removed are anticipated to be non-hazardous and the rest are expected to be hazardous. Of the hazardous soils, some are expected to have concentrations of CVOCs that allow them to be placed directly in a Subtitle C landfill, some will need to be treated with chemical oxidation before being placed in the Subtitle C landfill, and the rest may have concentrations that require incineration.
There are different procedures and sometimes licensing required for each of these four disposal streams.
The excavation activities are complicated by the fact that soils of different concentrations are located next to, above, and below each other. This means the work must be conducted in a very methodical manner taking great care to document, segregate, classify and handle all of the different waste streams properly.
For example, there are boring locations that have soils needing four different disposal methods all in the same soil column.
Action has experience with complicated and surgical soil excavations both using traditional means and with LDA. We look forward to working collaboratively with Geosyntec and the FDEP to accomplish this project in the most efficient, safe and economical manner.
Pre-Excavation Activities:
• Permitting: Action will obtain a permit from the city of Tallahassee or Leon County (whomever has jurisdiction). If signed and sealed drawings are required, Action assumes those will be provided by Geosyntec. Action included $1000 to cover permit fees and will invoice actual fees at Cost + 5%.
• Waste Profile: Action, in conjunction with Geosyntec, will to the extent possible, profile the four waste streams to minimize delays after mobilization. Our discussions with Waste Management are outlined below.
1: The first soil load requiring Chem-Ox has to be treated and then tested to confirm it meets the disposal requirements before additional soils are shipped. This process takes up to 7 days or more to complete.
2: Waste M is required to sample the first load for Hazardous Soils that are to be direct landfilled at Emelle. This will take 5 to 7 days for results. To save time, Waste Management can collect the sample at the jobsite (sample that Geosyntec normally would do) which would eliminate a sample that WM would collect when the load arrives at the landfill.
3: WM will accept >500 mg/kg at Lake Charles for Bioremediation and expects their limit to be around 1,000 mg/kg. Note: The May 25th Response to Questions, identifies Lake Charles as the Incineration disposal option; Lake Charles may not thermally treat the soils, thus the price is for Bioremediation. True Incineration pricing is not included in our proposal.
4: Incineration facilities currently have no capacity and are not accepting soils this week (Week of May 24th), availability of the incineration plants and amount that can be shipped are unknown and could cause significant delays. The cost for incineration is in the range of $1500 to $2000/ton or more. Please note incineration costs are not accounted for in our bid.
• Utility Location and Protection: Action will contact 811 for public utility location and also conduct a GPR and electromagnetic geophysical survey. Marked utilities shall be potholed/hand-dug, visually confirmed and marked.
• Pre-Construction Meeting: A pre-construction meeting (or conference call) with Action’s project manager and foreman, Geosyntec and Client representative shall be conducted before mobilization to discuss project approach.
• Surveys: The scope of work calls for an initial survey, a second survey after concrete removal and a third survey after backfilling. Action would like keep as much concrete in place as possible until it has to be removed for excavation. This keeps the site much cleaner, minimizes tracking and reduces decontamination activities. To accomplish this, Action will core through the concrete as need to collect the necessary data for the post concrete removal survey at the time the initial survey is conducted. This will also eliminate a delay for the 2nd survey during production.
• Grid Establishment: A grid will be established with numbers on one axis and letters on the other axis. The grid will be offset from the work area and will allow for precise location of each LDA borehole during work activities. Each borehole location will be named such as cell A1, B2, C3, etc. Prior to each boring, string lines will be used to establish the precise location of each hole. Precise location of each borehole is crucial to ensure no areas are left unexcavated and, more importantly, to know what concentrations are expected and at what depths based on delineation of the contamination established by Geosyntec. For example, when excavating cell C5, a spreadsheet will be consulted that indicates that C5 should have soils deemed hazardous to 10’ feet below land surface (bls) and then hazardous requiring treatment from 10’ to 20’. This is important so soils will be placed in the proper stockpiles for analytical testing, manifesting, and proper disposal method. An example layout figure is provided for reference.
• Fence: Action will install a perimeter fence (fence panels) with windscreens including two gates (based on our proposed routes for trucks entering and leaving the site in a safe and efficient manner).
• Erosion Control: Silt fence as specified (or wattles in areas of pavement) shall be installed inside the fence on around the perimeter of the property.
• Construction Entrance: Action will construct a gravel entrance on the northeast side of the site to allow trucks to enter the site, be loaded, and leave the site on Thomasville Road (see attached figure). Action can provide a movable HDPE lined pad with foam boarders that can be placed before the exit which trucks can enter if tires are to be brushed. Action does not plan to allow truck tires to come in contact with contaminated media.
Excavation:
• Concrete Removal and disposal: As mentioned above, Action plans to only remove concrete as needed to excavate, which keeps the site clean and reduces odor potential. Action will remove concrete just before excavation of an area. The concrete will be stockpiled to be loaded out with non-hazardous soils for disposal at the Subtitle D landfill.
• Traditional Excavation: Areas requiring traditional excavation will be conducted in a methodical manner and soils placed in appropriate stockpile locations for testing and ultimate disposal determination.
• LDA Excavation: Action will locate the proposed boring location using the grid described above.
Before excavating, clear communication of the contaminant concentrations expected will determine the plan for that LDA borehole. Soils excavated will be placed in up to four pre-established stockpile locations. Stockpile locations will be established for the four possible waste streams including nonhazardous, hazardous landfill, hazardous requiring treatment, and hazardous requiring incineration. When the boring location has been excavated, the rig will be repositioned to begin the next hole which will be based on a pre-determined checkerboard pattern so as not to be overlapping the previous hole or a hole that has not had sufficient curing time for the flowable backfill. LDA excavations will follow the perimeter of Area1 and Area 2 for two rows.
Then the remaining area of Area 1 and 2 will be excavated to 5’ bls using traditional methods.
This will include some of the flowable fill used to backfill LDA holes.
Stockpile Testing, Soil Loading and Transporting:
• Stockpile Testing: Action will stockpile soils based on the expected disposal/treatment destination. Geosyntec will conduct sampling and analytical testing of the stockpiles with 3-day turnaround times. Based on our conversations with waste management, samples for each truckload are not required. A composite sample of a larger stockpile is sufficient to determine that the entire stockpile goes to the determined facility based on results.
• Soil Loading and Transporting: As soon as an adequate stockpile has been established, Geosyntec is expected to sample and rush analytical results. Action will work with Geosyntec to anticipate approvals and coordinate trucking to the appropriate facility.
Backfill and Restoration:
• Backfill of LDA boreholes: When a borehole has been completed it will be backfilled with 100-psi flowable fill in accordance with the specifications.
• Backfill of Traditional Excavations: Sampled and approved general fill will be used to backfill from 5’ bls to 3’ bls. This fill will be placed in 1’ lifts, compacted and tested.
• Placement of geotextile and fence material: Approved geotextile and construction fencing will be placed at the 2’ bls layer and then general fill will be placed above it to the 0.5 bls level.
• Organic layer: The remaining 6” to be backfilled will be backfilled with organic material as described in the specifications or a potential cost saving engineered soil media such as ProGanics if approved.
• Final Survey: A final survey will be conducted to demonstrate that original grades have been re-established.
• Watering and Establishment of Vegetation: The vegetation will be watered in general accordance with the specifications until adequately established. Then erosion controls and fencing shall be removed.
Safety Considerations and Odor Control There are several aspects of this project that require additional safety considerations above and beyond a normal excavation project including the following:
• Overhead Utilities: Based on the proximity of the overhead utilities to the LDA work area and the stability of the soil it has been determined that casings may not be required to execute this work. Action plans to use a low-profile LDA drill rig that will maintain a safe distance (greater than 10’) from the power lines. A spotter will be used at all times while operating in the vicinity of the overhead utilities. Please see photo of the LDA rig to be utilized.
• Vapor Concentrations of CVOCs: Action will work closely with Geosyntec regarding air monitoring and the use of full face or half face respirators in the work area if exceedances of the action levels in the specifications are observed. Action employees in the work area have been fit– tested and will have respirators available onsite.
• Handling of Impacted Materials: Action employees are trained and experienced on the proper use of PPE and the hierarchy of controls when it comes to contaminated media. Tailgate safety meetings will be conducted daily and documented.
• Odor Control: Nuisance odors could be a considerable concern at this jobsite due to its close proximity to retail shops and the public. Action has included costs for the vapor-phase granular activated carbon and blowers as described in the bid documents. In addition, if warranted, Action can procure Rusmar foam and deployment equipment to reduce fugitive odors. All stockpiles will be place on visqueen and covered with visqueen when possible to reduce odors and vapors.
Please see attached information on Rusmar products and equipment; note pricing was for a different project and is only provided to give general costing details.
Action Advantages:
There are many advantages to working with an experienced environmental contractor such as Action.
Here are a few that are specific to this project:
• Collaborative approach: Action prefers to work with Geosyntec and the FDEP in a collaborative manner to achieve the project goals in a safe and efficient manner. We feel this has been demonstrated on this project by the questions we have asked, conversations we have had with disposal facilities, and our past work experience with Geosyntec.
• Cost Savings: Action actively looks for ways to save both Geosyntec and FDEP money and time. An examples is profiling all four streams of disposal in advance so that once a truckload has been tested it can be quickly loaded and sent to the appropriate disposal or treatment facility.
Other examples include eliminating a second survey event, proposing Proganics in lieu of organic soil layer, and collecting composite samples of larger stockpiles.
• Minimal Subcontractors: Action is capable of self-performing the majority of the work in this project. Proposed subcontractors only include survey, density testing, and GPR.
• Action Resources: Action Resources is our sister company and they specialize in hazardous waste hauling. This means we have a great deal more control with transporting soils to Emelle Alabama, Lake Charles, Louisiana or other facilities.
Action Personnel:
Josh Pryor has experience both as an LDA equipment operator and as a project manager on LDA projects for Action. Jason Marberry has experience managing large LDA projects from his work at FECC, Inc. Mark Bush will be the LDA rig operator and he also has experience operating LDA using Delmag equipment.
