Ms. Kelly Crane, Environmental Manager Brownfields and CERCLA Site Screening Section Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, Florida 32399
Subject: Proposal to Conduct Site Reconnaissance and Develop a CERCLA Site Investigation Work Plan for the former Polk County Fertilizer Plant, Haines City, Polk County, Florida
Dear Ms. Crane:
Geosyntec has prepared this statement of work (SOW) and proposed level of effort (LOE) to review key documents associated with the former Polk County Fertilizer Plant (PCFP, “the Site”), conduct a site reconnaissance, and prepare a Work Plan to conduct a CERLA Site Investigation. We have conducted an initial review of pertinent historical and more recent documents and FDEP correspondence. Our review will focus on issues identified and summarized in key documents including:
• Preliminary Screening Assessment Report (PSAR) dated April 25, 2018, prepared by
FDEP
• FDEP’s correspondence regarding periodic sampling and analyses of existing monitoring wells at the facility in which the FDEP ultimately gave the site owner a no further action regarding nitrate exceedances in groundwater; and
• Preliminary Contamination Assessment Report, Polk County Fertilizer Company Industrial Facility, Polk County, Florida, prepared in February 1996, prepared by Andreyev Engineering.
Background
Based on review of Sanborn Maps, the FDEP reported in their PSAR dated April 25, 2018, that the Site was originally operated as an ice factory in the 1920s and that the Polk County Fertilizer Company (PCFC) began operations in 1936, where fertilizer was manufactured from raw materials that were shipped to the site by truck and rail. The facility also reportedly sold other farm http://www.geosyntec.com/
Polk County Fertilizer Company CERCLA Screening Site Assessment Proposal chemicals and nutritional sprays, but no further information was available. There were also reports of above ground storage tanks that originally contained pesticides and petroleum products that operated dating back to 1984.
On May 10, 1989, a trailer loaded with 20 tons of mixed fertilizer started to smolder on Site. The trailer was moved off-site to the west to an adjacent empty field and dumped on the ground and continued to smolder. The Haines City Fire Department responded and extinguished the fire with water. In August 1989, the PCFC sold the adjacent property to two individuals; that property is now owned by a church.
Water and Earth Sciences, Inc. conducted a Preliminary Contamination Assessment in August 1994 on behalf of PCFC and collected soil samples from 10 to 50 feet below land surface (at 10-foot intervals, no surface samples were collected). A monitoring well was installed adjacent to where the smoldering fertilizer pile was located on the property to the west and was screened 40 to 50 ft bls. Soil and groundwater were analyzed for nitrate, sulfate, and various metals. The analytical result reported no soil cleanup target (CTLs) exceedances; however, elevated concentrations of nitrate and cadmium above FDEP groundwater cleanup target levels (GCTLs) were detected in groundwater.
Based on a Polk County Health Department Storage Tank Facility Closure Site Inspection Report dated April 2007, the following tanks, along with piping, fittings and valves were removed from the Site:
• Two, 10,000-gallon AST containing petroleum products;
• One, 10,000-gallon tank and an18,000-gallon tank, both containing pesticides; and
• Polk County reports also indicate that one additional 10,000-gallon tank containing pesticides was removed in 1994.
The Polk County inspection report noted staining on the ground around the former tank locations and requested a formal tank closure report, but apparently one was never completed. The date of the AST tank removals (except for the 10,000 gallon tank in 1994) was not reported and/or was unknown.
In February 1996, a PCAR was submitted to the FDEP prepared by Andreyev Engineering, which was conducted in accordance with an FDEP approved PCAP. The report documented the installation of 2 additional lithologic borings to 60 feet and the installation of 3 additional monitoring wells. Groundwater was sampled and analyzed for VOCs using EPA Method 601 and 602, 610, RCRA metals, and nitrate. All analytical results with the exception of nitrates were below FDEP GCTLs. Nitrate concentrations in all 4 monitoring wells were above the 10 mg/l FDEP GCTL and the report concluded that groundwater exceeding the GCTLs was likely migrating off-site. As a part of the PCAR, a potable private and public well inventory was completed and it was determined that all properties within a 1-mile radius were provided public water service. The PCAR recommended that the Site initiate semi-annual groundwater monitoring for nitrate using the 4 existing on-site monitoring wells.
Subsequently, based on FDEP District correspondence and a provided timeline, the Site went into a long-term groundwater monitoring program for nitrate from August 1996 through January of 2006. Quarterly groundwater monitoring from 2005 indicated that nitrate concentrations were below GCTLs and on February 2, 2006, the FDEP issued a No Further Action for the site. A well abandonment report was submitted on September of 2007.
Scope of Work
Subtask 1 – Project Management
Subtask 2 - Document Review and Site Reconnaissance
Since Polk County historical compliance reports included the storage and usage of pesticides and petroleum products in the 10,000-gallon and 18,000-gallon ASTs, additional soil and groundwater sampling and analysis will be proposed in CERCA Site Investigation Work Plan that will based on additional review of background documents and a site reconnaissance.
Geosyntec’s review will focus on the three main documents outlined above as well as regulatory correspondence. Geosyntec will conduct a site reconnaissance to evaluate historical site features as well as current land use. We will prepare a site health and safety plan prior to conducting the site reconnaissance.
Based on our initial review and the site reconnaissance, Geosyntec will propose sampling locations for each of the areas of concern with particular attention to identifying other potential chemicals of concern that were not tested for in previous assessments. These areas of concern include, but are not limited to:
• Former AST areas (2);
• Former smoldering fertilizer location;
• Loading/unloading area fertilizer area (bulk unloader areas); and
• Retention Pond located on the southern part of the property.
Subtask 3 – Work Plan Preparation
Based on the historical document review and site reconnaissance, Geosyntec will prepare a Work Plan to collect additional data to support the preparation of a CERCLA site investigation. Specific soil sampling locations and depth recommendations will be provided in the Work Plan. In addition, Geosyntec will propose groundwater sampling locations in the areas of concern, including the former AST locations. The FDEP will provide Geosyntec with the nomenclature and numbering of the soil and groundwater samples (as prescribed by Scribe) proposed in the Work Plan. A Quality Assurance Project Plan (QAPP) will be prepared using the USEPA guidelines for CERCLA sites.
Geosyntec will conduct one teleconference with the FDEP and it will be to discuss the results of the historical document review, site reconnaissance and proposed scope of work for soil and groundwater sampling.
Schedule
Geosyntec proposes the following schedule for the above described scope of work (if a TA is received by 15 April 2020):
• Conduct Site Recon the week of April 27st
• Prepare Draft Work Plan by May 22th;
• Participate in two conference calls with FDEP.
• Prepare Final Work Plan by June 19th.
