December 9, 2020 assurance related to the excavation subcontractor, data validation, and soil confirmation sampling proposed for each excavation area. A confirmation sampling table and figure will be prepared that show the number and locations of soil confirmatory sampling and analyses that will be collected during the excavation activities. The HASP will be prepared for overseeing the excavation and confirmatory sampling activities at the site. The agreed upon cost of this subtask is $8,542.82.

Subtask 4: Source Removal Excavation and Waste Disposal Under this subtask prior to excavation activities, Geosyntec Consultants will coordinate utility location at the proposed excavation areas and, using a global positioning system, excavation boundaries will be staked. The limits of excavation were approximated based on soil data provided in an October 2020 Remedial Action Plan, it was estimated that the area designated as the “hazardous waste area” was approximately 20 ft x 15 ft x 9 ft deep, calculated to approximately 100 cubic yards or 150 tons. In addition, the seven (7) non-hazardous waste areas (containing CVOCs, petroleum constituents, and metals) total another estimated 170 cubic yards or 255 tons.

To access the excavation areas, approximately 74 tons of concrete associated with the former garage building slab will also be removed and disposed of as non-hazardous waste.

The excavated “hazardous waste” soil will be stockpiled, sampled, and profiled to determine if it is hazardous or if it can be disposed of as non-hazardous. Initial waste characterization samples will be collected during the first day of excavation activities in approximately three areas to 8 ft below land surface (bls) and composite samples will be collected at four depth intervals (0-2 ft, 2- 4 ft, 4-6 ft, and 6-8 ft bls). For the non-hazardous waste areas, the excavated soils will be loaded directly into covered dump trucks for transport to a licensed disposal facility. If needed, excavated soils will be placed into stockpiles for temporary staging within the excavation area prior to off-site disposal.

Confirmation sampling will be conducted at each of the excavation areas and will include sidewall samples only where excavation depths are to the water table (approximately 9 ft bls) and sidewall samples and bottom hole samples where excavation depths are above the water table.

The excavation areas will all be property backfilled and compacted after confirmatory sampling results are received and are below remedial goal objectives. Plastic mesh construction fencing will remain in place until excavation and backfill activities are complete. The agreed upon cost of this subtask is $174,232.14.

Subtask 5: Interim Source Removal Completion Report An Interim Source Removal Completion Report will be prepared detailing the excavation activities.

This report will also include a summary and photo documentation of field activities, a description and maps of the area and depth of excavation, soil confirmation analytical results, weigh tickets, and soil disposal manifests. The agreed upon cost of this subtask is $6,830.42.

Summary The Department’s SRP Contract Manager and Geosyntec Consultants Contract Manager have both agreed to the scope of work and associated costs for this project site. The final cost associated with this TA is $199,323.77. Documentation of these costs is included in the Cost Proposal/Level of Effort (CP/LOE) Form and CP/LOE letter provided by Geosyntec Consultants on November 23, 2020, revised December 2, 2020, as well as the Task Assignment Form for BF505A prepared by the Department. The final deliverable must be received by the Department no later than March 31, 2021.

Ms. Kelly Crain and Megan R. Johnson Brownfields and CERCLA Administration Florida Department of Environmental Protection 2600 Blair Stone Road, MS 4535 Room 310-D Tallahassee, FL 32399-2400

Subject: Level of Effort/Cost Estimate Form Interim Source Removal Former Biscayne Chemical 690 NW 13th Street Miami, Florida 33032 FDEP Brownfield Site ID# BF139801015

Dear Ms. Crain and Ms. Johnson:

We are pleased to submit this attached Cost Estimate Form and proposed Level of Effort (CEF/LOE) to conduct interim source removal (ISR) activities and to prepare an associated ISR Completion Report for the subject site. The Former Biscayne Chemical Site (Site) is in a critical redevelopment stage and the purpose of this project is to conduct soil source area removal prior to the property being redeveloped into affordable housing. The intent of the proposed soil excavation is to remove chlorinated volatile organic compounds (CVOCs), petroleum, and metal impacted soils exceeding the residential soil cleanup target level (R-SCTL) and leachability-based soil cleanup target level (L-SCTL) in the top 9-feet of soil. Excavation will be conducted within the “hazardous waste” area and 7 other “non-hazardous” areas to various depths on the attached KTLC Biscayne Chemical (Figure 1) “Proposed Excavation Areas”, TEA, October 2020.

This work is being conducted so that portions of the property may be redeveloped by KTLC Biscayne, LLC for the conditional closure of the property with allowance for future residential use. Work will be conducted under the State and Tribal Response Program (SRP) grant administered by FDEP on October 2020. The associated scope of work consists of the following tasks.

Ms. Crain and Ms. Johnson 1 December 2020

Former Biscayne Chemical Biscayne Chemical_QAPP_Excavation_SOW_Dec_1_2020_F

Subtask 1 – Project Management

Subtask 2 – Prepare Interim Source Removal Bid Specifications The TEA Remedial Action Plan was prepared and submitted to the Miami-Dade Division of Environmental Resource Management (DERM) in October 2020 and included conducting soil and groundwater remediation including the excavation approximately 300 tons of VOH and petroleum impacted soil. The limits of excavation were approximated by TEA and based on soil data provided in their RAP which was submitted to DERM for review and approval in October 2020. Based on the analytical results, it was estimated that the area designated as the “hazardous waste area” was approximately 20 feet (ft) x 15 ft x 9 ft deep (Figure 1). Based on our calculations, this would be approximately 100 cubic yards (cy) of material, estimated to be approximately 150 tons. In addition, the non-hazardous waste areas (containing CVOCs, petroleum constituents, and metals) that were designated on the same figure, including additional excavation areas requested by DERM, a total of approximately another 170 cubic yards of material, estimated to be 255 tons.

Geosyntec will prepare bid specifications that include excavation of the areas shown on Figure 1 and include confirmatory sampling to determine if additional contamination outside of the excavation limits (both vertically and horizontally) are encountered above FDEP SCTLs.

The ISR Bid Specifications will be prepared in general accordance with the requirements in Chapter 62-780.500 Florida Administrative Code (F.A.C.) and will describe the limited excavation activities.

The ISR Bid Specifications will include the following:

summaries of pre-excavation activities to be conducted, (e.g., Site preparation, waste profiling);

the implementation approach for the excavation activities;

description of limited Site restoration activities planned (e.g., the excavation will be backfilled with clean soil and properly compacted, but not repaved);

tabulated summaries of the constituents of concern in the excavation area, volume calculations, and mass estimates;

figures depicting the Site layout, soil data and excavation areas, and the locations of Site ingress/egress, equipment staging, stockpiles and a previous ground penetrating radar (GPR) map conducted in December 2018 (Figure 2);

an appendix containing supplemental documents for the excavation bidding process; and proposed schedule.

Former Biscayne Chemical Biscayne Chemical_QAPP_Excavation_SOW_Dec_1_2020_F

The Bid Specifications will be provided to at least three qualified excavation subcontractors for bidding. Geosyntec deems that a Site visit will not be necessary to obtain accurate bid estimates.

A summary of the bids has been included herein with the recommendation for a selected excavation subcontractor. The ISR Bid Specifications will be provided to FDEP in electronic format for review.

Subtask 3 – Prepare Quality Assurance Project Plan Pursuant to USEPA’s applicable requirements, Geosyntec will prepare a Quality Assurance Project Plan (QAPP) specific to this Site and the proposed activities. The QAPP will include information on project planning elements, data generation and acquisition, quality assurance related to the excavation subcontractor, data validation, and soil confirmation sampling proposed for each excavation area. A confirmation sampling table and figure will be prepared that show the number and locations of soil confirmatory sampling and analyses that will be collected during the excavation activities, including analyses for CVOC totals by EPA Method 8260B, the Synthetic Precipitation Leaching Procedure (SPLP), and the Toxicity Characteristic Leaching Procedure (TCLP). This subtask also includes preparing a health and safety plan for overseeing the excavation and confirmatory sampling activities at this Site.

Subtask 4 – Excavation and Waste Disposal Prior to excavation activities, excavation boundaries will be staked using a global positioning system to obtain horizontal coordinates. A GPR survey was conducted in December 2018 and it was determined that all on-site utilities have been abandoned and/or no longer used, In addition, the selected excavation subcontractor will make arrangements to clear the proposed excavation area for subsurface utilities; locations of overhead and underground utilities will be confirmed and clearly marked before proceeding with excavation activities. Sunshine One Call will be utilized to mark subsurface utilities in the area.

As shown on Figure 1, the horizontal and vertical extent of the “hazardous waste” excavation area is approximately 300 ft2 extending to a depth of 9 ft BLS. This total proposed area and volume equate to approximately 100 cy. Based on an estimated density of 1.5 tons per cy, the approximate total quantity of “hazardous waste” soil for excavation and disposal is estimated as 150 tons. The horizontal and vertical extent of non-hazardous waste excavations are also shown on Figure 1 and based on the dimensions of the excavation shown on the figure, the total proposed area and volume for the non-hazardous waste is approximately 170 cy or 255 tons. To access the excavation areas, approximately 74 tons of concrete associated with the former garage building slab will also be removed and disposed of as non-hazardous waste.

Former Biscayne Chemical Biscayne Chemical_QAPP_Excavation_SOW_Dec_1_2020_F

The excavated “hazardous waste” soil will be stockpiled, sampled, and profiled to determine if it is hazardous or if it can be disposed of as non-hazardous. Initial waste characterization samples will be collected during the first day of excavation activities in approximately three areas from north to south across the hazardous waste area (red area) to 8 feet BLS and composite samples will be collected at 4 depth intervals (0-2 ft, 2-4 ft, 4-6 ft, and 6-8 ft BLS). The composite soil samples will be analyzed for CVOCs using EPA Method 8260 (totals) as well as TCLP for CVOCs/8260B on a 72-hour turnaround time for the waste disposal company to determine if the material can be disposed of as a hazardous or non-hazardous waste. If the material is determined to be hazardous based on TCLP results, the total CVOC concentrations will determine whether the waste requires additional treatment or incineration prior to disposal. Additional waste characterization samples may be collected if the hazardous waste soil requires on-site treatment (aeration) prior to disposal.

For costing purposes, we will request quotes from excavation contractors for both hazardous and non-hazardous waste and will only charge the FDEP the final unit costs of hazardous or non-hazardous waste.

For the non-hazardous waste areas, the excavated soils will be loaded directly into covered dump trucks for transport to a licensed disposal facility. If needed, excavated soils will be placed into stockpiles for temporary staging within the excavation area prior to off-Site disposal. Stockpiled soils will be placed on top of plastic sheeting (minimum 6-mil thickness) or equivalent, staged in a pile, and covered (as warranted) to minimize contact with precipitation and generation of runoff.

Fluids that may accumulate on the plastic sheeting will be returned to the excavation area.

Confirmation Sampling

Confirmation sampling will be conducted at each of the excavation areas and will include sidewall samples only where excavation depths are to the water table (reported to be at approximately nine ft BLS) and sidewall samples and bottom hole samples will be obtained at locations where excavation depths are above the water table. Confirmation soil samples will be analyzed for chlorinated volatile organic compounds (CVOCs) on a 24-hour turnaround at all of the excavation locations except for the excavations near SS-17, SS-25 and the pit location, where TRPHs, PAHs, and several metal compounds were detected. Per the DERM’s request, we have also included testing for iron at each of the confirmatory sampling locations. We have prepared a confirmatory sampling and analysis table (Table 1) that includes the number of confirmatory samples by excavation area and includes the laboratory analysis to be included. In addition to the scoped number of confirmatory samples, we have included an extra 25 contingency confirmatory samples for CVOCs (total) and for SPLP, if needed.

Former Biscayne Chemical Biscayne Chemical_QAPP_Excavation_SOW_Dec_1_2020_F

The excavation areas will all be properly backfilled and compacted after confirmatory sampling results are received and are below remedial goal objectives. Plastic mesh construction fencing will remain in place on the northern, western, southern, and southeastern sides of the excavation area until excavation and backfill activities are complete.

Geosyntec has obtained three bids from excavation subcontractors to assist with this Subtask.

Copies of the three bid forms have been attached along with a bid-comparison table. Action Environmental has been selected to conduct this work, and their associated cost has been incorporated into the attached cost estimate.

Subtask 5 – Interim Source Removal Completion Report An ISR Completion Report (ISRR) will be submitted to the FDEP within 60 days of completion of the source removal activities. The ISRR will detail excavation activities and will include a summary and photo documentation of field activities, a description and maps of the area and depth of excavation, soil confirmation results, weigh tickets, and soil disposal manifests.

Re: Interim Source Removal – Former Biscyane Chemical 690 NW 13th St., Miami, Florida

Dear Mr. Smith, In accordance with your request, Action Environmental (Action) is pleased to provide the following proposal for the excavation of impacted soils at the former Biscyane Chemical Site in Miami, Florida.

The following assumptions and conditions apply to our bid.

Excludes permitting, assume no permitting required. Permitting will take at least 3 to 6 months which will not allow for project to be completed within the time frame specified.

Action has a clean backfill analytical dated 9-25-20 and assumes that this analytical will be acceptable for this project and therefore has not included costs for an additional sample.

Action has a proctor for the backfill and therefore has excluded an additional proctor test.

No interfering utilities- No hand excavation or soft digging required.

Excludes stone backfill below water table According to the bid documents, obtaining a third party scale ticket in additional to the landfill weight ticket for non-hazardous soils is not required and costs are not included in this proposal.

For Hazardous Waste (direct landfill) a 22 ton minimum per load for transportation and a 10 ton minimum per load for disposal applies. This is a Waste Management condition that applies to this proposal.

For Hazardous Waste (Treatment) a 10 ton minimum per load applies for disposal and 22 ton minimum per load applies for transportation. This is a Waste Management condition that applies to this proposal.

For Hazardous Waste (Incineration) a 16 ton minimum per load applies for disposal and 22 ton minimum per load applies for transportation. This is a Waste Management condition that applies to this proposal.
