EXECUTIVE SUMMARY
Geosyntec Consultants, Inc. (Geosyntec) has prepared this site assessment work plan (SAWP) for soil and groundwater assessment activities at the Former Byrd & Sons Fuel Oil & LP Gas site (Site). The SAWP was prepared in accordance with the US Environmental Protection Agency’s (EPA) State and Tribal Response Program (SRP) Grant for Site Specific Activities (SSA) administered by the Florida Department of Environmental Protection (FDEP) in support of the eventual redevelopment of the Site by the property owner (Dinesti’a Holdings, LLC). A site area map is presented as Figure 1 showing the extent of the Royal Oak property and surrounding properties. A summary of the SAWP key points of emphasis are presented below.
The SA will be conducted in general accordance with Chapter 62-780, Florida Administrative Code (FAC) with the objective of achieving site closure. The ultimate closure strategy and the corresponding Risk Management Option (RMO) pursuant to Chapter 62-780.680 will be selected based on the results from the assessment activities proposed in this SAWP. An effort will be made to obtain site closure utilizing passive, cost-effective strategies such as natural-attenuation monitoring (NAM) should the associated groundwater sampling results support this course of action. Limited source removal and/or risk-based corrective action (RBCA) options (consistent with RMO II and RMO III) will also be considered as necessary. The site is proposed to be redeveloped with a potential affordable housing component, and therefore, the RMO II or III closure approaches (as applicable) will consider this factor.
A geophysical survey will be conducted to locate potential underground storage tanks (USTs) and underground utilities that may be present at the Site.
Geosyntec will subcontract with a Florida-licensed geophysical surveyor in attempt to survey the location of the buried tanks and/or utilities at the Site utilizing ground penetrating radar (GPR) and electromagnetic (EM) methods.
GPR and EM transects will be run in a grid-like fashion across the Site.
As part of soil assessment activities, Geosyntec will conduct soil screening with a photoionization detector (PID) to assess the presence of volatile organic compounds (VOCs) and to refine the conceptual site model (CSM). Based on the soil screening results, Geosyntec will submit selected soil samples to a laboratory for analysis of benzene, toluene, ethylbenzene, and total xylenes
FR3216 Former Byrd & Sons SAWP v
(BTEX) and methyl-tertbutyl ether (MTBE) via EPA Method 8260, polycyclic aromatic hydrocarbons (PAHs) via EPA Method 8270 SIM, total recoverable petroleum hydrocarbons (TRPH) via the FL-PRO method, and total lead via EPA Method 6010.
Geosyntec proposes to install four monitoring wells within the Site property boundary based on the results of the geophysical survey and soil screening.
The monitoring wells will be installed to a terminal depth of 12 feet below land surface (ft bls).
Groundwater samples will be collected from the four monitoring wells to assess potential groundwater impacts. Samples will be submitted to a fixed base laboratory for analysis of BTEX and MTBE, PAHs, TRPH, and lead.
At FDEP’s request, the following criteria were considered as part of the preparation of this SAWP.
o Efficiency – for example, monitoring well installation using direct push technology (DPT) drilling is proposed, which will allow for rapid completion of the wells while minimizing the generation of soil cuttings during the process;
o Utilization of innovative technologies – for example, Geosyntec will utilize a PID as described above to rapidly screen soils for VOCs and cost-effectively select certain samples for laboratory analysis;
o Utilization of “green” technologies – for example, Geosyntec will focus on the use of passive cleanup methodologies such as natural attenuation and/or RBCA with the objective of avoiding costly energy-dependent active remediation technologies; and o Utilization of WBE/MBE (woman-owned/minority-owned business enterprise) subcontractors – for example, Geosyntec requested a bid from a driller and a geophysical subcontractor that maintain MBE status.

2. SITE SUMMARY
2.1 Site Description and Background
The Site is located at 6334 Restlawn Drive in Jacksonville, FL and consists of approximately 0.5 acre of mixed-use land with two unoccupied office buildings and one residential building. The surrounding properties consist of a mix of commercial and residential land uses and the Site is adjacent to an inlet of the Ribault River, a tributary of the St. Johns River. The Site was reportedly utilized as a fuel oil and liquid petroleum gas retail business from the 1950s through 2010 and is currently not in use pending redevelopment by the property owner (Dinesti’a Holdings, LLC). A site map showing the Site and the surrounding area is presented on Figure 1.
2.2 Site Assessment History
One 16,000-gallon kerosene above-ground storage tank (AST) and the associated piping and dispenser were reportedly removed from the Site in February 2002. A subsequent Tank Closure Assessment Report (TCAR) noted the presence of “excessively contaminated” soils on the north side of the former dispenser area (Figure 2) based on volatile organic vapor screening results. One soil sample was collected from the area with the highest volatile organic vapor readings; exceedances of the current FDEP Leachability-Based Soil Cleanup Target Levels (L-SCTLs) for ethylbenzene, total xylenes, naphthalene, and 1-methylnaphthalene and an exceedance of the FDEP Commercial/Industrial Soil Cleanup Target Level (C-SCTL) for TRPH were reported.
Additionally, one temporary monitoring well was installed near the former dispenser to evaluate potential groundwater impacts resulting from the apparent kerosene discharge.
The groundwater table was reported to be encountered between 4 and 6.5 ft bls. One groundwater sample was collected and the analytical results indicated ethylbenzene, lead, and TRPH were detected in exceedance of the respective FDEP Natural Attenuation Default Concentrations (NADCs). Concentrations of 1-methylnaphthalene and 2-methylnaphthalene were detected in exceedance of the respective FDEP Groundwater Cleanup Target Levels (GCTLs) (Universal 2002). Historical analytical data are summarized in Tables 1 and 2.
A Phase I Environmental Site Assessment was conducted in 2017 to identify current environmental concerns at the Site. Primary findings included the historical Site use as a fuel oil retail facility and presence of petroleum constituents above the FDEP cleanup target levels in soil and groundwater. A potential UST vent pipe was also identified during the Phase I assessment; however, details regarding its purpose and condition
FR3216 Former Byrd & Sons SAWP 3 were not identified. One private inactive potable water-supply well was identified on the southern portion of the Site. The most recent sampling results from this well indicated that VOCs were not detected above laboratory detection limits. A review of state and tribal database listings indicated that one brownfields Area, one registered storage tank, and three registered leaking storage tanks were present within 0.5 miles of the Site. Recommendations included a Phase II Site Assessment to further evaluate the potential presence of USTs and/or soil and groundwater contamination (Terracon 2017).
2.3 Regional Hydrogeology
Potential groundwater impacts at the Site would be anticipated in the surficial aquifer (water table zone) due to a release from a former AST, associated piping and dispenser as a potential source of petroleum constituents. In Duval County, the surficial aquifer (water-table zone) averages about 50 ft in thickness and, depending on site-specific conditions, portions of the water table aquifer may function as separate flow regimes.
The water table is typically found between one and 10 ft bls. Recharge to the water-table zone is primarily from local rainfall. Locally, a limestone “rock” aquifer is commonly found occurring from 50 to 100 ft bls. The limestone “rock” aquifer is the major water-yielding zone in the surficial aquifer system (SAS). Water level elevations of the surficial aquifer and the limestone “rock” aquifer are similar; however, when water levels in the surficial aquifer are higher than those of the limestone “rock” aquifer (e.g., following heavy precipitation events), a downward hydraulic gradient may exist.
Conversely, localized drainage features such as the St. John’s River provide discharge points that can result in localized upward hydraulic gradients. The SAS is typically underlain by the intermediate aquifer system/confining unit. Low-permeability silty clay and clay sediments of the Hawthorn Formation provide a confining unit between the SAS and the underlying Floridan aquifer system. The Hawthorn Formation is located between 100 and 150 ft bls and is approximately 400 ft thick (USGS, 1966).
The Floridan aquifer system is the principal source of potable water in the region and is found under artesian conditions between 500 and 550 ft bls in the metropolitan Jacksonville area (USGS, 1966).
FR3216 Former Byrd & Sons SAWP 4
3. SITE ASSESSMENT STRATEGY
3.1 Objectives and Site Assessment Approach
The objectives of the Site Assessment (SA) are to: (i) identify any existing USTs or associated piping that may be potential sources of soil and groundwater contamination at the Site; (ii) characterize the nature and extent of potential soil and groundwater contamination on Site; and (iii) obtain the data needed to develop and evaluate potential corrective measures, if necessary, in anticipation of forthcoming site redevelopment.
Available site-specific data have been reviewed and provide the basis for the sampling strategy to document, delineate, and define potential impacts to soil and groundwater.
As noted previously, the SA will be conducted in general accordance with Chapter 62- 780, FAC with the objective of achieving site closure. This will initially focus on a passive remediation approach using NAM and/or RBCA methodologies (as applicable based on the assessment data). Proposed site redevelopment has considered a potential residential housing component; therefore, a RBCA closure approach will consider this factor.
3.2 Procedures for Sampling and Analysis
Field activities including soil and groundwater sampling, collection of field measurements, decontamination, and documentation will be performed in accordance with FDEP Standard Operating Procedures (SOPs) for Field Activities (FDEP 2014).
Solid and liquid investigation-derived waste (IDW) generated during soil sampling and monitoring well installation activities will be containerized in 55-gallon drums, labeled, and temporarily stored on Site pending appropriate transportation and off-Site disposal by a licensed waste hauler. One composite soil IDW sample and one composite water IDW sample will be collected from the drums and analyzed for BTEX and MTBE, PAHs, TRPH, and lead to generate a waste profile for the Site. Based on the bids and quality of previous work, Geosyntec recommends selecting PermaFix Environmental to perform the waste hauling activities.
3.3 Geophysical Survey
A 2017 Phase I Environmental Site Assessment identified the potential existence of a UST and associated piping at the Site (Terracon 2017). Geosyntec will subcontract with a Florida-licensed geophysical surveyor in attempt to identify any remaining buried tanks and underground utilities at the site utilizing ground penetrating radar (GPR) and
FR3216 Former Byrd & Sons SAWP 5 electromagnetic (EM) methods. GPR and EM transects will be run in a grid-like fashion across accessible exterior areas of the Site (see Figure 1). The grid spacing will be defined in a manner that is close enough to have the best opportunity to identify potential USTs and utility lines that may remain at the Site. Based on the bids, Geosyntec recommends selecting GeoTek to perform the geophysical survey.
3.4 DPT Soil and Groundwater Sampling
Geosyntec proposes to advance 12 soil borings to a depth of 8 ft bls using a hand auger and DPT drilling for screening and soil sample collection. Lithologic information will be recorded and a PID will be utilized to screen soils in 2-ft intervals. One sample will be collected from the unsaturated interval with the highest PID reading at each boring.
Proposed sample locations are shown on Figure 3 and may be modified based on the results of the geophysical survey. Samples will be collected using properly decontaminated sampling equipment in accordance with FDEP SOPs.
Twelve (12) soil samples will be submitted to a fixed base laboratory for analysis of BTEX and MTBE via EPA Method 8260, PAHs via EPA Method 8270, TRPH via the FL-PRO method, and lead via EPA Method 6010.
Six (6) groundwater samples will also be collected from soil borings using the DPT drilling rig equipped with a screen point groundwater sampler. Samples will be collected using a peristaltic pump with associated running through the drilling rods into the screen point sampling tool at a depth just below the water table. The six groundwater samples will also be submitted for laboratory analysis using the same methods as described for the soil samples above. These groundwater sampling results will be used to help define the specific locations for the permanent monitoring wells discussed in the next section.
3.5 Monitoring Well Installation and Groundwater Sampling
Four (4) monitoring wells (Figure 4) will be installed to a total depth of 12 ft bls within the Site boundaries to obtain groundwater flow and groundwater chemistry data in support of the revised CSM. Monitoring well locations may be modified based on the results of the geophysical survey and observations during DPT soil and groundwater sampling activities. The DPT drilling method is recommended for continuous coring, drilling efficiency, and reduced IDW generation. Monitoring well installation activities will be conducted in conjunction with the soil sampling activities described in Section
3.4. Based on the bids provided to us, Geosyntec recommends selecting Preferred Drilling Solutions, Inc (Largo, FL) to perform the DPT drilling activities.
FR3216 Former Byrd & Sons SAWP 6
The monitoring wells will be constructed of 1-inch diameter PVC riser and 10-ft of 0.010-inch slotted screen. The filter pack will consist of pre-packed 20/30 silica sand.
A 0.5-ft thick 30/65 fine sand seal will be placed above the filter pack. The remainder of the well annulus will be grouted using Portland Cement grout to within approximately 6-inches of land surface. The monitoring wells will be completed with 8-inch diameter, traffic rated, locking steel manholes set in 2-ft by 2-ft by 4-inch thick concrete pads.
The monitoring wells will be developed using a combination of surging and pumping to remove fines and improve yield. Geosyntec will sample the monitoring wells no sooner than 24 hours after well development. Groundwater quality parameters will be collected, and sampling will be conducted in accordance with the FDEP SOPs.
Samples will be submitted to a fixed-base laboratory for analysis of BTEX and MTBE via EPA Method 8260, PAHs via EPA Method 8270 SIM, TRPH via the FL-PRO method, and lead via EPA Method 6010.
Top of casing (TOC) elevations for each well along with northing and easting coordinates will be surveyed by a State-licensed surveyor. TOC elevations will be reported to the nearest 0.01-foot. This data will be utilized to prepare a water table elevation contour map to evaluate the localized groundwater flow direction. Based on the quality of their previous work and competitive pricing, Geosyntec recommends selecting Geomatics to perform the survey.
3.6 Site Assessment Report
Data generated during the field activities will be evaluated by Geosyntec and compiled into a site assessment report (SAR) in general accordance with Chapter 62-780, FAC.
We will discuss our findings as well as our next proposed course of action with FDEP prior to completion and final submittal of the SAR for review.
FR3216 Former Byrd & Sons SAWP 7

RE: Utility Locating Services – Former Byrd & Sons Site, Jacksonville, Florida
Ms. Johnson, GeoTek Services is pleased to respond to your request for Utility Locating services near the former Byrd & Sons Site located in Jacksonville, Florida. We will scan the area shown in your PDF drawing with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings or vehicles. We will scan as close as reasonably possible to fixed objects such as curbs, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all markings.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects; however some objects may remain undetectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our estimate for this project is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

Proposal
This document shall serve as proposal for work to be performed by GeoView, Inc. (GeoView) for Geosyntec Consultants (Geosyntec).
Description of Site
The project site is referred to as Former Byrd & Sons Site and is located at 6334 Restlawn Drive, Jacksonville, Florida Of concern is the possible presence and location of underground storage tanks (USTs) and utilities that may be within the boundaries of the project site.
Scope of Work
GeoView will provide geophysical surveying services at the project site.
The purpose of the geophysical survey will be to determine the possible presence and location of USTs and utilities. The geophysical investigation will be conducted using ground penetrating radar (GPR) and time domain electromagnetics (TDEM). It is estimated that the geophysical investigation will take less than 1 day to complete. This estimate is based upon the site conditions being as described by GEOSYNTEC.
The TDEM portion of the study will be done first. The TDEM data will be collected using a Geonics, Ltd. Model EM-61 Buried Metal Detector (EM- 61). The purpose of the TDEM survey will be to identify the locations where buried metallic objects are present.
The EM-61 survey will be performed by walking the instrumentation across the project site along a system of parallel transect lines with a 5-foot separation. The EM-61 data will be electronically recorded every 0.62 inches.
Spatially restricted or surface obstructed areas of the site will be surveyed using a modified pattern of transect lines designed to maximize data acquisition according to site conditions.
The GPR survey will be conducted using a Mala GPR system. Either a 250 or 500-megahertz antenna will be used for the investigation. The appropriate antenna frequency will be determined in the field by the project geophysicist. The GPR survey will be conducted across the site using a series of perpendicular transects which are spaced approximately 5 ft apart.
Additional transects will be conducted across any EM or GPR anomalies. The GPR data will both be evaluated in the field and digitally recorded for both later analysis and archiving purposes.
The purpose of the GPR survey will be to identify both metallic and non-metallic buried objects at the site. The ability of the GPR to identify a particular buried object will be dependent upon the electrical contrast between the object and the surrounding soils. Results from the GPR survey will also be used to resolve the size, depth and geometry of any buried metallic objects identified in the TDEM data.
All geophysical data will be evaluated during the field investigation and the determination as to whether USTs are present will be made while GeoView personnel are on site. If requested, the location of any suspected USTs or other identified features will be marked on the ground surface using spray paint or any other method specified by GEOSYNTEC.
Presentation of Results
The final report will be submitted to you within 10 days of completion of the fieldwork. The final report will discuss methods and survey results.
Included in the survey results will be the location on a color AutoCAD site map of any subsurface anomalies observed on the GPR and TDEM data that appear to indicate the presence of USTs.
Compensation
The price to conduct the geophysical investigation will be $2,100. This price includes mobilization, fieldwork and final report. If the work has to be done after hours or on a weekend, an additional $200 fee will be applied. Two copies of final report will be provided; additional copies of the final report can be provided at a cost of $25 per report. Digital copies of the report and figures will be provided at no additional charge.
Unless otherwise agreed upon, GeoView shall be compensated for all services within 30 days of invoice date. GeoView shall be paid in full regardless of whether the results of the geophysical survey are what GEOSYNTEC anticipated. If it is determined during the survey that the geophysical survey will not achieve the objectives of the project, GEOSYNTEC will immediately be notified. If a decision is made to discontinue the survey, only charges for time and materials costs to that point will be submitted.
Requirements of Client
GEOSYNTEC will provide a scaled map and digital file, if available, of the project site showing the boundaries of the project site, areas of specific concern and pertinent landmarks. Unless otherwise requested, GEOSYNTEC will be responsible for the coordination of site access, traffic control, clearing of onsite obstructions or any other logistical consideration necessary to conduct the survey.
General Description of Each of The Geophysical Methods
The following is a generalized description of each of the geophysical methods, a more detailed discussion is provided in Appendix 1.
Ground Penetrating Radar (GPR)
The GPR survey will be conducted using a Mala GPR system. The GPR survey will be conducted using a systematic grid system across the project site.
The selected grid spacing is based upon the anticipated minimum size of the UST or other features of concern. GPR will be able to provide both the geometry and estimated depths of any identified USTs or other features. Based on similar previous investigations performed by GeoView in Florida, it is anticipated that the depth of penetration of the GPR signal will range from 4 to 8 ft below land surface.
Time Domain Electromagnetics (TDEM)
The TDEM survey will be accomplished using a Geonics, Ltd. Model EM-61 Buried Metal Detector (EM-61). The EM-61 survey will be performed by walking the instrumentation across the project site along a system of parallel transect lines. The selected transect spacing is based upon the anticipated minimum size of the UST or other features of concern. The results of the TDEM survey will provide the location and estimated depth of buried ferrous and non-ferrous metallic objects.
The TDEM method is superior to other electromagnetic or magnetometry…
