Honeymoon Island State Park Elevated Structure Repairs
CN214-TAXX
Subtask 1 – Asbestos and Lead-Containing Paint Survey Description: GLE will perform a survey for asbestos-containing materials (ACM) at the four (4) elevated structures, which include the South Beach Pavilion Café & Bathhouse, Café Honeymoon, North Beach Bathhouse, and Rotary Centennial Nature Center that will generally consist of the following items.
1. Visual observations of friable and non-friable suspect ACM
2. Physical assessments of suspect friable materials
3. Bulk sampling
4. Laboratory analysis
5. Written report documenting findings, recommendations, and conclusions
The survey will consist of a walk-through of all accessible spaces associated within the areas surrounding the Client-identified steel connections beneath each of the four elevated structures noted above, as well as the exposed roof trusses for each of the outdoor structures. These areas will be observed for the presence of suspect ACM. After the visual observation is completed, any previously unidentified suspect ACM will be sampled and analyzed for asbestos-content. The sampling protocol will be determined in the field by our surveyor based on previous experience and in general accordance with applicable NESHAP and OSHA regulations.
Asbestos bulk samples collected on the project will be analyzed using polarized light microscopy (PLM) and will utilize the “positive stop” protocol. This is the method of analysis that is recommended by the Environmental Protection Agency (EPA). Analysis of samples will be performed by a laboratory accredited by the National Voluntary Laboratory Accreditation Program (NVLAP).
GLE will complete a lead-containing paint survey to comply with 29 CFR Part 1926 “Lead Exposure in Construction; Interim Final Rule” for future demolition and/or renovation activities.
The survey will be performed by observing and testing accessible painted component surfaces of the interior and exterior portions of the building. The sampling protocol used in this survey is a modified version of the survey methodology established by HUD.
After the overall visual survey is completed, an inventory of painted surfaces will be developed. The surveyor will then subdivide the areas into homogeneous areas of apparent similar paint history. Sampling of the paint surfaces will be performed by collecting representative paint chips. All samples will be submitted to an accredited laboratory recognized under EPA’s National Lead Laboratory Accreditation Program (NLLAP). The samples will be analyzed by EPA Method SW 846 3050B/7000B).
