PROPOSAL SUMMARY
Torreya State Park Campground Paving Project
FDEP Project #61469C
CN213 TA27
The Bureau of Design and Construction (BDC) desires improvements to the Torreya State Park Campground. Specifically, these improvements are to pave the existing entrance road, campground loop, and dump station pull off and tie-in to the main entrance road. Currently, the roadway is compacted gravel and dirt, requiring regular maintenance to prevent washouts, erosions, and potholes. In addition to paving the roadway, other activities include clearing and erosion control and incidental stormwater needed to comply with permit requirements if needed.
No signing, striping, campground improvements, or utilities are included in the proposed work.
The Consultant, Halff Associates, Inc. and their subconsultants (Halff) will provide professional services to complete the Construction Services and closeout of the project.
Subtask 1 – Limited Construction Services
Description: This task shall include those efforts necessary to assist the BDC during the construction phase of work. The following tasks will be supported during the Construction Phase:
Subtask 1A: Shop Drawings and RFI’s
Receive copies of the shop drawing documentation for review and approval as needed.
Assist with responses to Requests for Information (RFI’s) from Contractor and provide clarifications, observations, directions, and reports as required as they relate to the plans and technical specifications.
Subtask 1B: Pre-Construction Meeting
Attend the pre-construction conference to be held onsite to review the construction contract, schedule and roles and responsibilities of each participating party (DEP, Halff, and Contractor).
Subtask 1C: Site Visit (if authorized by BDC)
Attend one (1) site visit to the site to observe site conditions and assess the work in progress as it compares to the plans and specifications. A site visit will be conducted only upon documented request by the BDC. Prepare notes documenting the visit with supporting information such as sketches, markups, and/or photographs.
Subtask 1D: Substantial Completion and Closeout Documentation
Attend the inspection for substantial completion when requested by the Contractor and prepare a punch list of those items not completed, do not meet the intent of the plans and technical specifications or need minor adjustment. Halff shall sign the FDEP certification of substantial completion setting forth the date of substantial completion for the project (only if required by permit). The Contractor will also prepare any completion notices required to be submitted to regulatory agencies as a condition of the permit. Review the as-built survey as provided by the contractor for accuracy and for compliance with the contract documents.
NOTE: Consultant shall not be required to make on-site inspections to check the quality or quantity of work. Consultant shall not be responsible for the means, methods, techniques, sequences or procedures of construction selected by Contractor(s) or the safety precautions and programs incident to the work of Contractor(s). Consultant’s efforts will be directed toward providing the items identified in the scope of services above and shall not be responsible for failure of Contractor(s) to perform the construction work in accordance with the contract documents. At the Client’s request, Consultant can provide construction observation and documentation on an hourly rate basis.
Deliverables: Halff will provide to the BDC the following:
Subtask 1A: Digital copies of responses to RFI’s or Shop Drawings stamped by Halff in pdf format.
Subtask 1B: Documentation of Halff’s notes from the Pre-Construction Meeting in pdf format.
Subtask 1C: Documentation of Halff’s notes from the Site Visit in pdf format.
Subtask 1D: Punch list, Signed Certifications in pdf format.
